馬就職典禮

率團出訪的總統馬英九，今天抵達聖露西亞，在此之前，他出席巴拉圭新任總統卡提斯就職典禮，卡提斯特別在就職演說中，強調未來會跟台灣，加強深化兩國的合作關係。

巴拉圭新任總統卡提斯就職典禮上，馬總統的位子，被安排在第一排的元首席，左邊是烏拉圭總統穆西亞，右邊是巴西女總統蘿賽芙，典禮中，他不斷跟兩人交談，尤其是曾經在新任教宗就職典禮上，見過面的蘿賽芙，兩人更是有說有笑，現場介紹元首時，烏拉圭總統還特地提醒馬總統。

飛越大半個地球出席就職典禮，馬總統誠意十足，讓卡提斯在就職演說中，特地提起台灣。

不但新任總統卡提斯，要跟台灣繼續加強關係，巴拉圭的民眾，更對五十六年的老朋友，非常歡迎。

Ma Ying-jeou attends inauguration of Paraguay’s new president (2013/08/16)

President Ma Ying-jeou is in the Caribbean nation of St. Lucia, where he is delivering a speech to the national congress. He arrived following a visit to Paraguay for the inauguration of President Horacio Cartes. 

For the inauguration of Paraguay’s new president, President Ma Ying-jeou was given a front-row seat with other national leaders. On his left was Uruguay President Jose Mujica, and on his right was Brazilian President Dilma Rousseff. Ma was chatty during the ceremony, and had a particularly lively conservation with the Brazilian president, whom he had met at the Vatican. During introductions of world leaders, the Uruguayan president let Ma know that his name had been called.

Ma traveled halfway around the world for the ceremony. The new Paraguayan president, Horacio Cartes, recognized the goodwill by mentioning bilateral relations with Taiwan in his inauguration speech.

大埔準備好

為了表達對於政府拆除大埔事件的不滿，今天晚間在苗栗縣政府前有一場「拆政府音樂會」。

演出者包括樂團拷秋勤和農村武裝青年，台上下高喊「今天拆大埔，明天拆政府」與「土地正義」、「官逼民反」的口號，伴隨著音樂表達他們的抗議。

Dapu Concert (2013/08/16)

A special concert was held this evening in front of the Miaoli County government office to express dissatisfaction over the demolition of residences in Dapu. 

Some of the notable performers included the rap group Kou Chou Ching along with Armed Youth, who took to the stage and chanted slogans such as “Today you tear down Dapu, tomorrow we tear down the government.” Other slogans included "land justice" and "forcing people to rebel.”

蘇訪泰野黨

民進黨主席蘇貞昌昨天展開為期四天的訪泰之旅，今天來到泰國國會，拜訪前總理，也是最大在野黨民主黨領袖阿比西，兩人會談半小時，對台泰合作交換意見。

握手寒暄，台泰兩國在野黨黨魁會面，雙方就政黨之間的彼此合作與東南亞區域經貿議題交換意見。

會談結束，訪問團立委們排隊和阿比西合照。

蘇貞昌訪問團此行，恰好碰到泰國國會審預算，立委們把握難得機會，進議場好好考察一下。

看起來他們好像還沒有台灣那麼緊張，因為他們還沒用玻璃擋著，我們台灣在野黨的立法委員比較辛苦。

民進黨的立委月初才在立法院夜宿，力擋核四公投案，這回到了泰國國會，立委們對於怎樣在議場抗爭很有心得。

DPP chairman meets Thai opposition leader and tours parliament (2013/08/16)

DPP Chairman Su Tseng-chang is in Thailand on a four-day visit. Today he went to parliament to discuss areas of cooperation with the opposition party leader. 

Shaking hands today were opposition party leaders from Taiwan and Thailand. Today’s meeting ranged from potential cooperation among these political parties to exchanging views on economic and trade issues affecting Southeast Asia.

After the talks concluded, Taiwanese legislators on this visit lined up to take a photo with Vejjajiva.

Su’s visit coincided with the Thai parliament congressional budget review. Taiwanese legislators got a good look at how the Thai government operates.

洪案抗告成

洪仲丘案，542旅前副旅長何江忠、前連長徐信正和上士范佐憲，軍高院二度裁定交保，軍高檢二次提出抗告，在軍審法修正案生效移交一般法院審理後，台灣高等法院今天撤銷何江忠等三人交保裁定，發回桃園地院更裁，第三度羈押最快下周一召開。 

何江忠、徐信正、范佐憲交保裁定，軍檢的二次抗告成功。

高院撤銷交保，發回桃園地院，理由是認為何江忠在案發後有召集徐信正、范佐憲，教導回答軍檢的技巧，似乎有串証事實。

另外范佐憲8月3日交保後曾返回542旅，辯稱是拿私人物品，高院質疑難道沒有其他方法？

可議的還有，何江忠交保後申請易付卡手機，高院認為行事可疑。

軍審法新制上路，洪案第三次羈押庭最快將在８月19日由桃園地院召開。

3rd bail hearing for trio of suspects in dead soldier case to take place (2013/08/16)

Military prosecutors have successfully appealed the granting of bail to three suspects in the death of Army Corporal Hung Chung-chiu. A third bail hearing, to take place as early as next week, will be the first for the trio in a civilian court.

The appeal affects Colonel Ho Chiang-chung, Major Hsu Shin-cheng and Staff Sergeant Fan Tso-hsien.

The decision by the High Court sends the trio to Taoyuan District Court for another hearing. In granting the appeal, the court cited how Colonel Ho had gathered the other two for a meeting in which they practiced answering questions. This raises serious suspicion of collusion.

Also, Staff Sergeant Fan returned to the 542 Brigade after being released, a violation of his bail restrictions. Fan says he was retrieving personal belongings; the High Court suspects an ulterior motive.

監院內鬨烈

監察院長王建日前重話批評，"監院如果不能改革,廢掉算了"，還說部分監委都是被酬庸的，引爆監委大反彈，昨天不僅有19位監察委員，聯合發表聲明譴責王建，今天也有多位監委公開駁斥，雙方對槓，也是監察院史上的頭一遭。 

監察委員大陣仗，針對監察院長王建，近來說出監院廢掉算了，還有部分監委都是被酬庸的這些話表達不滿。

甚至還上演，十九位監委簽名連署對王建發表譴責聲明，強調王建指責基隆市長張通榮，彈劾案未成立，監院成員結構有問題，根本是信口雌黃。況且，院長對於彈劾案不得指涉或干涉，王建明知故犯，語多羞辱，令人不敢置信。

面對監委集體反彈，王建表示自己沒有犯錯，針對有人呼籲他辭職的事，他連想都沒想過。

Government watchdog wracked by infighting over president’s comments (2013/08/16)

The president of the Control Yuan is unflinching, despite open condemnation from nearly two-thirds of the government watchdog’s members. Wang Chien-shien slammed the supervisory body earlier this week for its failure to impeach a mayor convicted of interfering with police matters. His sharp tone has led to what amounts to an open coup from the members he oversees. 

A large contingent of Control Yuan members blasted Control Yuan President Wang Chien-shien. They took particular offense to Wang’s suggestion that the watchdog might as well shut down, and his criticism of some Control Yuan members receiving their posts as a political favor.
