Municipality leaders are blasting a new debt proposal from the cabinet. The most furious among them is Taipei Mayor Hau Lung-bin, who could see his city’s remaining borrowing power lowered by over two-thirds. The proposal would free up the other four municipalities to borrow more money, but the mayors of Taichung and Kaohsiung say the changes don’t go far enough.
Taipei Mayor Hau Lung-bin led a contingent of eight KMT lawmakers from the city in protest today. They are furious over a proposed amendment to the Public Debt Act, which would lower the remaining debt his city could still take on from NT$269 billion to NT$85 billion.

Taipei is very capable of paying back its debts. Why would you limit its capacity to take out loans? What kind of finance cabinet is this? It’s a disgrace.
Taipei is the only one of the five municipalities that would be able to take on less debt under the proposed amendment. The other four municipalities could raise an additional NT$13 to NT$53 billion.
But like Taipei, at least two think they got a raw deal.

They completely ignore the difficulties we in Kaohsiung city and county have had to face following the merger.
The amendment cannot become law until it clears the legislature. It is certain to meet stiff opposition there. Speaker Wang Jin-pyng says he will do everything he can to come up with a compromise everyone can accept.
五都改制升格兩年多了，行政院長陳?昨天終於拍板通過最新的公債法修正案，改變五都舉債空間，台北市得分給其它縣市，舉債空間一口氣少了68%，市長郝龍斌氣的跳腳，跟八位國民黨台北市立委，共同舉行記者會砲轟行政院。
台北市長郝龍斌，帶著八名國民黨台北市立委抗議，因為行政院通過的公債法修正案，舉債空間自2692億元大減為855億元，讓他們氣炸了。

行政院通過的公債法修正案，台北市舉債空間是五都之中唯一減少的，而其他四都，分別增加529億到137億。
只是少拿的台北市跳腳，多拿的四都，又嫌不夠。

未來草案送進立法院審議後，勢必將有一番廝殺，立法院長王金平表示，會盡力想辦法協調出一個大家都可以接受的版本。
