央行總裁彭淮南，出席在印度舉行的「亞銀年會」時，公開批評歐、美、日等國家，採取「極度寬鬆貨幣政策」，不但不能解決經濟問題，熱錢還會不斷的湧入亞洲市場，尤其日幣狂貶，會對台灣等新興市場，造成二度傷害！另外，彭淮南還在演講當中，強烈抗議，亞銀會再度片面更改我國會籍名稱！
趁著典禮開始前，央行總裁彭淮南，主動向印尼代表致意，希望拓展兩國關係！
在亞銀年會上，彭淮南表示， 當世界最大的經濟體系都採取「極度寬鬆貨幣政策」時，過剩的全球流動資金，會冒著讓世界金融體系加速衰弱的風險。
尤其日幣狂貶，衝擊亞洲各國出口競爭力，引發亞幣競貶，對台灣等新興市場造成二度傷害。
不過一位經濟學者並不像彭淮南一樣，擔心大量資本金額流向台灣。

“熱錢一直在進進出出，會導致資產價格的波動，但是現在看起來，這問題(對台灣)不是那麼嚴重，目前國內大家關心的是，如何透過有效政策提升"內需"”
除了經濟議題，彭淮南也連續第15年抗議從1986年中國入會後，我國的會籍名稱從「Republic of China」變成「Taiwan,China」。
The head of Taiwan’s central bank, Perng Fai-nan, spoke at the annual meeting of the Asian Development Bank in India Saturday. He warned of the ills of “exceedingly accommodative monetary policy” and Japan’s devaluation, saying such measures would not eradicate the root of the world’s economic problems, the lack of demand.
Prior to his speech, central bank governor Perng greeted Indonesia’s alternate central bank governor and hoped for improved relations between the two countries.
At the forum, Perng said that at a time when some of the world’s largest economies are all adopting accommodative monetary policy, the global liquidity glut may only build up further and put the already fragile global financial system at risk.
Perng also warned that emerging economies are bearing the brunt of the impact of quantitative easing policies taken by advanced economies and the volatile capital flows and wild swings in exchange rates caused by those policies.
One economist was not as concerned as Perng about the huge flows of capital coming into Taiwan.

Hot money has always flowed in and out. It leads to volatility in asset prices. But right now, it’s not a serious problem for Taiwan. What everybody is more concerned about is how to improve domestic demand through effective policies.
Aside from addressing economic issues, Perng also objected for the 15th consecutive year to Taiwan having its name in the organization changed from Republic of China to Taiwan, China in 1986.
