監視器黑布
洪仲丘死亡案，軍檢交給桃檢調查局還原的80分鐘影像，確定是黑畫面加上一些殘影，外界懷疑是被刻意用黑布遮蓋，不過桃檢沒有鬆口。今天桃檢帶著憲兵刑事鑑識官重回禁閉室，重新測試鑑識器，並查扣相關監視器影像硬碟。
桃檢兩天內第二度來到269旅營區，勘查禁閉室，這次更帶著憲兵刑事鑑識官重回現場鑑識。

軍檢先前交出80分鐘還原的監視器黑畫面，檢方勘查發現，禁閉室16支監視器，有13支都錄到影像，3支錄到的是黑畫面，偶而有殘影，其中可以看到洪仲丘悔過室，和正對禁閉室操練場的監視器的2支監視器，外界懷疑，是遭黑布遮蓋。

“如果說是黑布的話，我們可能可以再往前調一些時間，去看有沒有人靠近監視錄影器，就會知道說有哪些人可能涉案”
但桃署很低調，強調目前並沒有確定這項說法。

“我們本署並沒有對外發表說，監視器遭黑布遮蓋的事情，監視器到底錄到哪些內容，我們還要進一步的鑑識”
旅部戰情室，以及禁閉室安全士官桌，都有監看系統，一但畫面變黑，不可能沒察覺，黑畫面怎麼來的，還牽涉到什麼人，桃檢還要進一步的調查。

Taoyuan prosecutors are conducting a forensic analysis of blank surveillance video which could give insight into the suspicious death of Corporal Hung Chung-chiu. There is an 80-minute gap in the video where footage is black or blurry, leading to allegations that cameras were covered or recordings deleted.
Taoyuan Prosecutors visited the 269 Brigade for the second time in two days, seeking evidence from the military brig. This time, they brought the military’s forensics officers to investigate the scene.

A forensic study of the video surveillance system and its general operating system is underway to see if external factors led to the loss of this image. The whole (recording) process is being examined.
The military surrendered 80 minutes of video footage which contained black images. Prosecutors have found that of the 16 cameras in the brig, 13 operated normally and had recorded images.
The three cameras that recorded black or blurred footage included the one filming Hung Chung-chiu’s cell in the brig as well as the two cameras opposite him, trained on the room where he performed strenuous exercises.
Many suspect that these cameras were covered with a black cloth.

If a black cloth was used, then we should be able to review the tape and see if someone appeared close to the surveillance cameras. Then we would have our suspects.

Our office has not stated publicly that the surveillance cameras were covered with a black cloth. We will need to conduct more forensic study to figure out what the cameras recorded.
Another question is how three cameras suddenly going black did not raise suspicion in the brigade’s operational room or the brig’s security desk. Both have monitoring systems connected to these cameras. This has led to further speculation that more individuals may be involved in this puzzling case.
