為了阻擋核四公投提案,在立法院三讀成功,民進黨連續好幾天夜宿議場,卻不見國民黨立委有積極突圍動作,現在有陰謀論傳出,其實國民黨根本沒意願讓核四公投過關。

民進黨立委霸占議場,阻擋核四公投提案闖關成功,都已經進入第四天了,卻不見國民黨有積極反制作為,現在傳出,原來國民黨其實根本不想讓核四公投成案。

立法院的這種重大議案議決,他又沒有說非得在大議場進行,他們甚至都可以在立法院這個群賢樓的頂樓那個最大的會議室,就可以把門關起來,就可以表決。

外界提出質疑,因為就算沒有公投,現在核四廠依然天天按進度在施工,更何況,公投門檻之高,必須有至少915萬領票才能成案,並至少458萬人支持核四停建,才算通過,在台灣投票歷史上,根本就是不可能的任務。

馬英九真的以為台灣人民不會有絕對多數、過半的人民出來投票反對核四嗎?我認為這樣的機會是存在的,所以國民黨機關算盡,但他卻沒想到說,他現在的一些動作,其實都在激怒公民。

馬政府是否仍持續推動核四續建,在被列入立法院臨時會之前,都還是朝野僵持不下的議題。

Analyst says ruling party caucus uncommitted to nuclear referendum (2013/08/05)

For days DPP lawmakers have staked position around the legislative speaker’s podium. They are there to prevent the ruling KMT from holding a vote to approve a referendum on the controversial Fourth Nuclear Power Plant. But with virtually no pushback from the KMT following a scuffle on Friday, some analysts believe it has little desire to see the referendum passed. 

The DPP’s occupation of the speaker’s podium has lasted four days. After an early fight last week, the KMT has put up little resistance. According to analyst Chen Li-hung, the KMT caucus does not want to see the referendum pass.

A vote on this type of major proposal does not have to take place in the main assembly hall. They could go to the main conference room on the top floor of the Chun-Hsien Building, shut the door then hold the vote.

Chen says without the vote, work on the plant will continue. It would only stop if the referendum was held and more than 9 million votes were cast, with at least half of those votes in favor of ending construction. Such thresholds have never been achieved in Taiwan, but Chen believes they are possible in this case.

Does Ma Ying-jeou truly believe that an absolute majority of Taiwanese, more than half of the people, won’t go to the polls to vote against the Fourth Nuclear Power Plant? I think it’s a possibility. The KMT has made this calculation, but it has not considered how its actions are angering people.

Earlier, President Ma Ying-jeou said he wanted the referendum passed to pave the way for a vote later this year. Whether he gets his wish could depend on the resolve of ruling party lawmakers.
