國道收費爭議,現在連警方也來摻一腳。警政署發給高公局和遠通電收的公文曝光,內容提到為了偵查犯罪,要求提供全部車輛行駛國道紀錄,引發侵犯隱私以及違反個資法疑慮,人權團體批評,車主資料依法只能用於收費,警方要辦案,不應該搭遠通便車,而是得自己掏腰包裝攝影機。

全台三百多座國道ETC感應門架,都加裝攝影鏡頭認車牌。

這種辨識車牌的功能被警政署看上,還發文高公局與遠通電收,基於犯罪偵查與維護治安目的,希望能蒐集全部國道行車紀錄。

這也引發過度監控的疑慮,警政署澄清,此系統並非24小時全紀錄,而是藉著遠通的鏡頭,幫警方辨識贓車,但人權團體依然抨擊。

“如何追蹤贓車,警方應該用自己的預算,自己的方法去處理,能夠搭電子收費的便車,讓我們每一個人都成為,被國家監控的對象,我申請etag,我是為了要繳費,你遠通怎麼可以把我這個資料交給警察局呢?”

2006年ETC剛上路,警方就打過民間業者的主意,希望可以整合系統,合作抓贓車,當時遠通電收沒有答應,這次又再度被遠通拒絕。 

Far Eastern won’t provide freeway data to police, allaying privacy concerns (2014/01/10)

Far Eastern is also dealing with pressure from the National Police Agency. The agency wants to use the toll operator’s cameras to identify stolen cars, but Far Eastern is resisting due to potential privacy concerns. 

There are more than 300 electronic toll collection sensors on national freeways, with each one accompanied by a camera that can identify license plates.

The National Police Agency submitted a request to share license plate information collected by the National Freeway Bureau and Far Eastern. It believes the cameras could serve as an important tool for catching fugitives and maintaining safety.

Some groups raised concerns about surveillance and privacy. The agency clarified that the system doesn’t record information 24 hours a day. It said the primary purpose would be to identify stolen cars, but failed to temper criticism from human rights groups.

Police should use their own budget and means to track stolen cars. If they use the electronic toll collection system, it’s like everyone is being monitored. I applied for eTag so that I can pay freeway tolls. Why should Far Eastern pass my personal information onto the police?

When electronic toll collection began in 2006, the police made a similar request. Both times Far Eastern has said no.
