829南台灣大淹水，讓南部五縣市，都傳災情，今天南台灣五縣市首長，共同召開記者會，都強調治水工程進行到一半，希望中央繼續支援治水經費，也希望治水不分南北。 

雲林、嘉義、台南、高雄、屏東五縣市首長，難得齊聚一堂，力爭中央續編六年六百億治水預算。

“(治水)預算能夠無縫接軌，治水工程有些做到七成，有些已經完成到一個階段，接下來這個階段對我們非常重要”

會後，記者問到雲林縣長蘇治芬，內政部長李鴻源說，超抽地下水，給六百億治水都不夠，讓雲林縣長蘇治芬開嗆，槓上李鴻源。

“我請問內政部，區域計畫法誰管的?去限制區域計畫法裡是哪個區域所有的深水井淺水井都不准再使用，我想這一點在法理上的話，是希望法規先訂個清楚喔。 

另外有人質疑，台南拿了169億經費，卻還淹成這樣，賴清德也要反駁。

“全國淹水的警示地區有三分之一在台南，台南因此分配到相對比較多預算，這個是很自然的，馬總統也好，江院長也好，中央各部會首長也好，我們都歡迎來南部走一趟治水成效之旅”

南部五縣市首長希望中央繼續提撥治水經費，不要口水，只要治水。

During last week’s tropical storm, the most heavily affected areas were in southern Taiwan. Hamstrung by a rapidly depleting flood management budget, today the leaders of five southern cities and counties gathered to urge the central government to furnish more funds. 

It was a rare site to see the leaders of Yunlin, Chiayi, Tainan, Kaohsiung and Pingtung together. They urged the government to continue providing flood management funding to the tune of NT$60 billion over six years.

Our desire is for a seamless budget. Some flood control projects are 70 percent finished; some are completed to a certain stage. The next step we take is extremely important to us.

After the meeting, reporters mentioned Interior Minister Lee Hong-yuan’s comment that NT$60 billion would not be enough if excessive pumping of groundwater continued. Yunlin County Commissioner Su Chih-fen took offense.

I want to ask the Ministry of the Interior who is in charge of the Regional Plan Act? Who decides the deep wells and the shallow wells that can be used under the act? I hope that regulations can first clearly state jurisprudence over these matters. 

Also under fire is Tainan Mayor William Lai. Tainan received nearly NT$17 billion in funding over the past several years, but it still flooded. Lai defended his administration.

Tainan is home to a third of the nation’s flood warning areas. This is proportional to the amount of funding that Tainan received. It’s how it should be. We welcome anyone – President Ma, Premier Jiang, the heads of central government agencies – to visit Tainan and witness our achievements in the area of flood management.

The message these five local leaders wanted to send out was clear: they want more funding and less talk from the central government.
