The NT$66 billion Wuyang Overpass is one of the government’s flagship freeway projects. But officials are considering closing the overpass at night to conduct major repairs, despite it having been fully open for just four months.

It was a sunny day today with no rain, but water still flows continuously out of this pipe. The pipe was inserted in the central island separating the two sides of the Wuyang Overpass.

The National Expressway Engineering Bureau inserted these pipes in 11 areas. As it moved closer to road surface cracks that emerged in the overpass following recent storms, the amount of water increased. It concluded that the cracks were caused by poor drainage of underground water.

There is greater water volume in the fifth, sixth and seventh (pipes). Water is a major factor behind the cracks.

A worker used a mirror to inspect one problem thought to be caused by the water – the movement of side slopes. A look at drainage areas below the overpass reveals several large puddles.

The National Expressway Engineering Bureau is considering installing a blind drain either in the slope area or the central island. It could begin work in November, but would have to close the overpass at night.

The overpass, located along National Freeway 1 between Wugu and Yangmei, cost NT$66 billion. At NT$1.6 billion per kilometer, it is the nation’s most expensive section of freeway. What’s more, the section between Wugu and Chungli has been open less than four months yet still has three large cracks.

Installation of blind drains would require working into next summer. A quick survey of motorists revealed a common query – how could a road open just four months already require major repairs?
