台積電董事長張忠謀今天談到台灣人才缺乏的問題,表示年輕人的迷思跟中國對人才的開放態度,讓台灣面臨基層、中層、高層都沒有人才的困境。

台積電董事長張忠謀出席天下經濟論壇,演講時道出台灣悶經濟的根本問題,其實和人才缺乏有關。

“要企業轉型升級,要企業競爭力加強,這都變成口頭禪了,沒有人才的話一個都做不成”

張忠謀認為,台灣人才缺乏已經不是單一層面的問題,而是全面的人力缺乏,年輕人的迷思,讓企業缺乏基層人才。

“很多很多年輕人,都為了要進名校而讀書,為了要學位而讀書,這樣子讀書,是讀不出人才來的”

缺乏中階和高階領導人才,是因為兩岸人才競爭加劇,中國政府對人才的開放態度,使台灣面臨挑戰。

“我們人才要開放,國外好人才要讓他進來,台灣是政治很開放,別的都不開放了”

張忠謀引述1978年,中國前領導人鄧小平談話:「人才要開放、資金要開放、技術要開放、連制度都要開放」,呼籲政府要趕緊動起來。

TSMC chairman says lack of talent at all levels holding back Taiwan’s economy (2014/01/22)

The government’s statistics bureau has announced that real monthly earnings fell in the first 11 months of 2013 from a year earlier. Economists have many theories to explain Taiwan’s stagnant wages and sluggish economy. Today Taiwan Semiconductor Manufacturing Company Chairman Morris Chang attributed these problems to a skill shortage and strict rules that keep foreigners out of the workforce. 

While speaking at a CommonWealth Economic Forum, TSMC Chairman Morris Chang said that Taiwan’s fundamental economic problem may be related to a skill shortage.

When it comes to transforming and upgrading businesses or strengthening competitiveness we have a saying: if the talent isn’t there, nothing can be accomplished.

Chang believes that Taiwan lacks skilled employees at all levels. He also says that young people who lack interest in the majors they choose fail to develop important skills.

Many young people only study to get into famous schools then only study in order to graduate. This doesn’t help cultivate young talent.

A lack of mid-level and high-level managers is exacerbated by cross-strait competition. China is relatively open to foreign talent while Taiwan is not, hurting local competitiveness.

We want to open up the labor market. If there are talented workers overseas, they should be allowed to come and work. Taiwan is politically open, but unfortunately nothing else is very open. 

Chang recited the late Chinese leader Deng Xiaoping’s speech in 1978 when he discussed liberalizing China’s economy by opening it up to talent, capital, techniques and new mechanisms. Chang hopes that Taiwan can follow the same path.
