以目前進度來說，包括橘色第1環的南環、北環段，綠色第2環的萬大線，藍色第3環的三鶯線，以及安坑線、汐止民生線和淡海輕軌，全都還在規劃階段。
不過朱立倫強調，”三環三線”已經逐步推動。

A day after former premier Yu Shyi-kun got the DPP’s nomination for the New Taipei mayoral race, he went on the attack against the incumbent. Yu accused Mayor Eric Chu of breaking a promise to build several new subway lines in New Taipei, a charge Chu rejected.
Joined by city councilmen chanting slogans, DPP New Taipei mayoral candidate Yu Shyi-kun took aim at incumbent mayor Eric Chu. He said Chu’s pledge in 2010 to add “3 rings and 3 lines” to the Greater Taipei subway system was a lie because the subway system is managed by the city of Taipei, not New Taipei.

The authority over the metro system is not in the hands of the New Taipei mayor.
The three rings include an orange line around the periphery of Taipei, a green line into Shulin and a blue line to Sanxia and Yingge. The planned single lines are to Ankeng to the south, Xizhi to the north and Danhai to the northwest. To date, most are still in the planning stages.
But Chu stressed that the “3 rings and 3 lines” have already moved forward.

Some parts have already opened, and some are being built. What’s important to the public is that lines are completed one by one as quickly as possible. The “3 rings, 3 lines” plan is the hope of New Taipei and Greater Taipei residents. We will do our best to push them forward.
Yu ‘s salvo was just the first of what is likely to be many in a campaign for an election that will not be held until late this year.
