北韓提談判
北韓自從去年十二月成功發射衛星後，朝鮮半島就陷入緊張，北韓還陸續進行核試爆，並發射飛彈，報復美韓一直進行聯合軍演。就連兩韓合作開發的開城工業區都被北韓關閉。南韓一度提出和談條件，但遭北韓斷然拒絕，如今北韓釋出善意，表示願意和南韓談。
六日北韓在官方電視台宣佈，願意和南韓重啟和談，讓開城工業區正常運作。此外，北韓還釋出另一項善意，那就是開放北韓著名的金剛山旅遊景點。
在工業區裡﹐超過120家的南韓工廠聘用了五萬多北韓人. 南韓四月份就已經向北韓提議，針對開城工業區談談，但是北韓並沒有回應，讓南韓顏面盡失，但這次南韓正面的回應開城工業區重啟的和談。

不過南韓總統朴槿惠表示，北韓如果不徹底開放，經濟是不會好轉的。

雖然目前沒有更多的細節，在兩韓的重啟開城工業區合作上，但這暫時性的協議，可能指出朝鮮半島緊張局勢，因為北韓之前的文攻武赫，有些轉機。
North, South Korea agree to talks on reopening joint industrial zone (2013/06/06)
The Korean Peninsula has been shrouded in tensions since the North conducted a nuclear test on Feb. 12. The strife eventually led Pyongyang to suspend operations at a jointly-run industrial zone just inside North Korea’s border. On Thursday, the two sides appeared to agree to holding talks on reopening the zone.
North Korea official media announced on June 6 that it was willing to discuss normalizing operations at the Kaesong industrial zone with the South. It also proposed discussing the resumption of tours to Mt. Kumgang.
More than 120 South Korean manufacturers employed some 53,000 North Korean workers in the zone, and in April the South proposed talks on resuming operations there. Pyongyang did not respond, causing Seoul to lose face. But the South responded positively to the North’s offer this time around.

The South Korean government positively views the North Korean proposal. We hope the talks between the two authorities will be a great opportunity to build trust between South and North.

North Korea must abandon its isolationist political stance and bravely accept the South’s proposal for a peace talks agreement and cooperating with international society in developing its economy.
Though no details were offered on a time or place for the meeting, the tentative agreement on holding talks may indicate that recent tensions are thawing, a welcome change from Pyongyang’s saber-rattling of recent months.
