停特偵辦案

不滿特偵組監聽國會，民進黨立委昨天傍晚在司法法制委員會提出，要求特偵組將現在偵辦、監聽的案子全部停止，結果意外通過，不過立法院想要架空特偵組，法務部長羅瑩雪今天直言，適法性有問題。

特偵組監聽國會風暴越演越烈，立法院司法委員會加倍奉還，決議特偵組應該立即暫停目前偵辦和監聽的所有案件。

“幾位特偵組的檢察官，儼然成為執政者的打手，所以我們認為這個時候，是不是讓一切回到正常司法運作的，模式和體系，就是廢掉特偵組” 

不過，形同”架空特偵組”的藍綠共識，法務部長羅瑩雪可是很保留。

“我覺得法律適法性有問題，因為特偵組是法律制定的，就是要設立的，那如果委員會的決議，可以改變的話，那我們設立制度的程序上面，都會混亂掉了”

藍營立委也承認，警告性的意味比較濃厚。

“是否有絕對的拘束力，就是還有待參考，但是呢，這也是讓法務部，一定要責成特偵組不能胡作非為，或是亂搞”

法界人士也多半認為，除非修改法院組織法及刑事訴訟法，不然立法院此決議對特偵組並無拘束力，特偵組可尊重決議，但無需照辦。

Legislative committee warns SID to suspend investigations and wiretapping (2013/10/01)

The leaking allegations against Prosecutor-General Huang Shih-ming have severely tarnished the reputation of the Special Investigation Division, the agency that Huang heads. There is also anger over the division’s wiretapping of a phone which is available for use by all lawmakers, a move that led a legislative committee today to call for stripping the division of its powers. 

The Special Investigation Division’s wiretapping of the Legislature has received censure from the lawmaking body’s Judicial Committee, which passed a motion ordering it to stop all ongoing investigations and all wiretapping cases.

A few prosecutors in this Special Investigation Division are simply thugs working for the administration, so we think at this time it may be best to go back to the normal functioning judiciary. In other words, get rid of the Special Investigation Division. 

北檢傳喚馬

特偵組在偵結王金平疑似關說案之前，先向總統馬英九報告，總長黃世銘被告涉嫌洩密，偵辦的台北地檢署研擬以證人身分傳喚總統馬英九到案說明，釐清案情。北檢已經向總統府聯繫，確認馬總統的時間，再正式對馬英九發出傳票，出庭時間最快會在本周四。

不排除約談總統，北檢要釐清在9月5日特偵組偵結立法院長王金平替立法委員柯建銘關說之前，總長黃世銘連續兩天面見馬英九，兩人談了什麼。

“他是洩密的對象，總統去做說明，也許可以藉由這次的約談，也讓一般的大眾知道，其實他也並沒有了解什麼，或者也沒有去指示什麼”

事實上，傳喚總統出庭作證，馬英九並不是第一例。

2004年1月，前總統陳水扁到花蓮出庭，創下司法首例，檢察官李子春當時還遭到批評，傳喚總統驚世駭俗。

總統府方面也表示，尊重司法機關，只要有約談就會出庭

Prosecutors may question president as a witness in case against prosecutor-general (2013/10/01)

Taipei district prosecutors are considering questioning President Ma Ying-jeou as a witness in a case involving alleged information leaks. Prosecutors suspect that the head of the Special Investigation Division, Huang Shih-ming, leaked information on a case against Legislative Speaker Wang Jin-pyng to the president. 

Before wrapping up its investigation last month into alleged lobbying by Legislative Speaker Wang Jin-pyng, for two days straight Prosecutor-General Huang Shih-ming reported to President Ma Ying-jeou. The Taipei District Court wants to know exactly what the two talked about, and it hasn’t ruled out summoning the president for questioning.

He was the one told confidential information. Perhaps the president giving an explanation during questioning can provide an opportunity for people to see that he didn’t know anything or that he didn’t give any orders.

美財政懸崖

美國國會兩黨協商破局，聯邦政府因預算案未過，在台北中午十二點的最後期限一過，宣告停止運作。白宮管理及預算局已經下令，聯邦政府部會自即刻起，按照預定計畫，依序關門。雖然台灣民眾申請美簽的作業不受影響，亞股也多半都以上漲作收，但專家提醒未來匯兌的損失，可能不容小覷。

預算案沒過關，台北時間今天中午開始，美國部分政府機關服務被迫暫停，80萬名非必要性的聯邦政府公務員將被迫休假，還有368座國家公園被迫關門。

雖然亞洲主要市場依舊相信美國政府停擺只是短暫反應，股市大多收紅，但有台灣專家指出，這樣的僵局再拖下去，要擔心的可能將是匯率帶來的出口損失。

Taiex mostly level in spite of US political problems (2013/10/01)

Investors on the Taiwan Stock Exchange mostly reacted with a shrug to the US government shutdown, with shares closing up by over a tenth of a percent. But if the shutdown continues for an extended period of time, the impact felt in the United States could be felt around the world. 

With the US Congress failing to reach agreement on a budget, a partial government shutdown began today. About 800,000 federal workers who are considered non-essential face unpaid leave, and 368 federal parks will close.

In Washington, the Smithsonian museums, 18 in total, will be closed for business, bad news for tourists. The iconic Washington Monument won’t be accepting visitors. You will have to wait on your trip to the National Zoo as well. That will also be closed to the public.

國聯驟死戰

大聯盟季後賽今天開打，由國聯外卡驟死戰率先登場，今年的大黑馬海盜隊，在投打俱佳的情況下，以6:2擊敗紅人，接下來要與紅雀進行5戰3勝的系列戰。美聯的外卡驟死戰則是在明天登場，由印地安人對戰光芒。

生涯首度打季後賽的Byrd，第一個打席就讓滿場的海盜球迷開心不已。

一向在海盜主場，投得嚇嚇叫的紅人投手Johnny Cueto，今天變成餵球機器，面對捕手Russell Martin，這一球又被轟了出去。

Cueto只撐了3.1局，就被打出七支安打失掉四分。反觀今年對紅人一勝難求的Liriano，完全主宰比賽，主投七局只失一分，還送出五次三振。

不只先發投手Liriano，表現精采，捕手Martin在打擊方面，更是貢獻良多，單場打出三支安打，包括這支七局的第二轟。

海盜在投打表現都優於紅人的情況下，終場就以六比二擊敗紅人，睽違21年之後再度打進季後賽，下一輪將和國聯中區冠軍紅雀，進行五戰三勝的對戰。

一戰定生死的外卡割喉戰，明天輪到美聯登場，由印地安人在主場迎戰光芒，印地安人出乎意料之外派出菜鳥投手薩拉札擔任先發，光芒則是由近況最好，季末拿下三連勝的卡布主投。

Pirates host Reds in opening game of MLB postseason (2013/10/02)

The Major League Baseball postseason has opened with a pair of do-or-die wild card games. The first featured a pair of NL Central rivals, the Cincinnati Reds and the Pittsburgh Pirates. 

Playing in front of a capacity home crowd in Pittsburgh, Marlon Byrd made his first career playoff game a memorable one for himself and the fans.

In the past, Reds start Johnny Cueto had his way in PNC Park. Not in this game. The Pirates, led by catcher Russell Martin, treated Cueto like a pitching machine.

Lasting just three and a third innings, Cueto surrendered four runs and seven hits. His counterpart Francisco Liriano couldn’t get a win during the regular season against the Reds but dominated this game. Liriano gave up one run in seven innings while recording five strikeouts.

公車防死角

大型車輛轉彎的視線死角，常會造成行車意外。現在財團法人車輛研究測試中心，研發出全新的行車安全系統，運用廣角鏡頭，拍攝車體四邊的街景，再把影像疊合，即時顯示360度鳥瞰圖，讓駕駛視線沒有死角。還能監控駕駛行車狀況的臉部偵測器，相當便利。

車輛轉彎，側邊常出現死角，容易發生意外。現在有新法寶，只要裝上全周影像系統，就能出現車體鳥瞰圖。

“大車你在行駛當中，本身因為車身比較大，那我們能看的還是有限，那當你裝了這套系統之後，前後都有監視器的話，看的領域會更大。”

影像系統是在車體前後左右，各裝一隻廣角攝影機，將拍攝影像疊合，做出360度鳥瞰圖，視線零死角。

那要是開車開太久，駕駛不小心打瞌睡，還能叫醒駕駛。

靠的是這套臉部偵測系統，隨時監控駕駛視線，只要開車不專心，系統都會立刻警告。

“每個系統來講喔，它最主要的部分來講，要做過設計，還有開發，還有驗證測試，要完整的話大概都要2到3年時間，每套系統估計起來，大概都要2.3千萬的研發經費。”

最新的行車安全系統，預計明年就能上市，物流車行跟客運業者，也已經考慮加裝，未來也許就能減少，視線死角造成的行車意外。

New devices make truck driving safer (2013/10/02)

The state-run Automotive Research & Testing Center has developed two new devices that make truck driving safer. One compiles images from four cameras to form a bird’s eye view of the vehicle’s perimeter that eliminates all blind spots. The second monitors driver’s line of vision and sounds an alarm if it detects signs of drowsiness. 

When turning corners, blind spots on either side of the vehicle are common accident sites. To solve this problem, there is a new system available that presents images of the vehicle’s full surroundings in bird’s eye form.
