最新的全球最安全航空公司排名出爐，由澳洲航空公司摘下榜首，而我國的長榮航空也擠進前十名。

這項評鑑是透過七項指標來評分，包括是否名列歐盟黑名單、過去十年有沒有致命失事記錄等標準，作為給分依據。以長榮為例，除了連年無致命事故外，機艙內的娛樂品質高等，都是拿下高分的強項。

EVA Air Among Safest (2014/01/10)

Flyers who want to touch ground safely take note. Eva Air was named one of the 10 safest airlines in the world by AirlineRatings.com. 

Criteria included whether airlines had any fatal accidents in the past decade or had been cited by the European Union for safety violations. Eva Air also received the highest rating for its in-flight product.

國道收費爭議，現在連警方也來摻一腳。警政署發給高公局和遠通電收的公文曝光，內容提到為了偵查犯罪，要求提供全部車輛行駛國道紀錄，引發侵犯隱私以及違反個資法疑慮，人權團體批評，車主資料依法只能用於收費，警方要辦案，不應該搭遠通便車，而是得自己掏腰包裝攝影機。

全台三百多座國道ETC感應門架，都加裝攝影鏡頭認車牌。

這種辨識車牌的功能被警政署看上，還發文高公局與遠通電收，基於犯罪偵查與維護治安目的，希望能蒐集全部國道行車紀錄。

這也引發過度監控的疑慮，警政署澄清，此系統並非24小時全紀錄，而是藉著遠通的鏡頭，幫警方辨識贓車，但人權團體依然抨擊。

“如何追蹤贓車，警方應該用自己的預算，自己的方法去處理，能夠搭電子收費的便車，讓我們每一個人都成為，被國家監控的對象，我申請etag，我是為了要繳費，你遠通怎麼可以把我這個資料交給警察局呢?”

2006年ETC剛上路，警方就打過民間業者的主意，希望可以整合系統，合作抓贓車，當時遠通電收沒有答應，這次又再度被遠通拒絕。 

Far Eastern won’t provide freeway data to police, allaying privacy concerns (2014/01/10)

Far Eastern is also dealing with pressure from the National Police Agency. The agency wants to use the toll operator’s cameras to identify stolen cars, but Far Eastern is resisting due to potential privacy concerns. 

There are more than 300 electronic toll collection sensors on national freeways, with each one accompanied by a camera that can identify license plates.

The National Police Agency submitted a request to share license plate information collected by the National Freeway Bureau and Far Eastern. It believes the cameras could serve as an important tool for catching fugitives and maintaining safety.

Some groups raised concerns about surveillance and privacy. The agency clarified that the system doesn’t record information 24 hours a day. It said the primary purpose would be to identify stolen cars, but failed to temper criticism from human rights groups.

遠通電收eTag扣錯錢，昨天改口願意加倍奉還，以一年為期，一年後，會考慮成為賠償通則，引來通部長葉匡時說出重話，年底系統若沒改善，會考慮終止合約。

針對錯帳，遠通電收改口會「加倍奉還」，期限一年。

“我們先用一年為期是因為，我們認為這樣子的錯帳，在未來可以越來越少，但是也可以變成一個通則”

不過，一年後考慮成為賠償通則的說法，引來交通部長不滿。

“年底如果還發生這種事情，我覺得根本就是不可思議，那不只是處罰的問題，甚至我們會考慮，在合約機制上，有沒有什麼終止合約的可能性”

葉匡時說出重話，不過立委覺得，交通部對上遠通，總是軟趴趴。

“違約了那麼多次，早就該收歸國有了，難道我們國家連個門架，都沒有辦法管理嗎，很明顯就是交通部在包庇他，遠通又恩將仇報”

遠通曾因ETC使用率未達七成，遭高公局罰款四億餘元，卻分文未繳，還提出訴訟反制。而且國道人工收費，每年高公局編列10億元來營運，現在計程收費上路後，高公局每年卻要付給遠通電收17億元。

Transportation Ministry threatens to terminate contract with toll operator (2014/01/10)

As drivers continue to complain about errors with the new electronic toll collection system, the Ministry of Transportation has made its strongest threat to date. The ministry threatened to terminate Far Eastern Electronic Toll Collection’s contract to operate the system if improvements aren’t made by the end of the year. But with past action proving hollow, Legislator Lo Shu-lei doubts that the ministry would follow through. 

Far Eastern gave into the Ministry of Transportation once. After resisting calls for extra compensation when its eTag system overcharges drivers, it agreed to refund at least double the amount overcharged for up to a year.

全國大專校院校長會議昨天登場，總統馬英九出席發言，引爆震撼彈！他對於爭執已久的大學學雜費調整問題，鬆口表示可以討論，還舉油電調漲為例，說久了就習慣了。這席話引來朝野立委痛批失言，學生及家長也認為，這是置學生的死活於不顧。

昨天的全國大學校院校長會議，外頭就有反教育商品化的學生來抗議，沒想到總統馬英九，在會議上這一席話，更引發批評聲浪。

先前有5所私立大學打算漲學費，引發學生反彈，目前只剩實踐大學、淡江大學、世新大學，仍研擬調漲。

目前在檢討的這個調漲政策辦法裡面，必須要擴大參與，到目前調漲的辦法，我們仍然認為是黑箱作業。

教育部長蔣偉寧則表示，他會向立法院提出「常態性」學雜費調整機制版本，以後不需每年都談一次。

I think it’s similar to rising gas and electricity prices. When an announcement arrives that prices will go up, go quickly to fill up your tank. If prices will soon fall, wait a little to fill up. People just need to get used to this.

Travel Alert for Beijing (2014/01/10)

In the wake of the H5N1 bird flu outbreak in China, the Mainland Affairs Council has issued a yellow travel alert for Beijing, warning against unnecessary travel.

The same alert was already in place for several parts of southern China. One week ago, a Canadian traveler who had just returned home from Beijing died of H5N1.
