財政部公布九月的出口值252億美元，跌破大家眼鏡，不僅比上個月衰退，更比去年同期更衰退了7%, 保二危機再起。

台灣的科技業，研發能力一流，又有上、下、游整合的優勢。只是這些優秀的產品，仍要努力拚出口。

財政部公布的九月出口值252億美元，不僅低於八月，還比去年同期衰退了7%！ 出口表現差，歸因於礦產品，像汽油、及光學器材，像LCD(液晶顯示器)兩個項目，下跌幅度最多。

電機電子公會理事長郭台強表示，希望第四季能追起來。

根據財政部資料，九月對日本出口衰退最多，高達10.9%，另外對中國、美國和東協的減幅也超過8%, 讓人憂心今年GDP能不能保二？

以第三季的出口總值來看，原先預估780億美元，但實際上為761.9億美元，對全年GDP影響為0.25%, 對照之前預估2.31%的經濟成長率，第四季保2，要很拼！

Industry leaders hopeful for strong fourth quarter after September slide (2013/10/08)

Business leaders are optimistic about the fourth quarter despite a sharp decline in exports. Official data released yesterday showed that exports fell by 7 percent in September compared to the same month last year, primarily due to double-digit declines in exports of fuel and LCD products. 

Taiwan is known for its strong electronics industry, R&D capabilities and supply chains. Still, it is an export-driven economy highly dependent on other nations.

According to Ministry of Finance data, Taiwan faltered on this front last month. Exports were US$25 billion, lower than August and 7 percent lower than the previous year. The poor performance was attributed to declines in mineral product exports, such as gasoline, and optoelectronic devices, such as LCDs. 

Despite these setbacks, the director-general of the Taiwan Electrical and Electronic Manufacturers’ Association expressed optimism about his industry’s prospects next quarter.

國防部今天公佈最新國防報告書，兩岸軍力比較部分，不但國防預算相差11倍，陸海空軍的兵力也越來越懸殊，國防部官員坦承，共軍2020年，「將建置完成對台作戰能力」。

日前海軍實彈射擊標準二型防空飛彈，展現國防武力，但根據國防部最新出版的「102年度國防報告書」，兩岸軍力卻已經嚴重失衡。

2013年中國國防預算達到7201億人民幣，約台幣3兆4千多億，是我國的11倍，總兵力部份，中國是台灣的9倍多。

報告書明確指出，「共軍規劃於2020年建置完成對台用武，全面作戰能力」。

國防部官員透露，中國航空母艦遼寧號已經成軍，大型兩棲登陸艦、氣墊艇也陸續建造，將大幅增加進犯台灣能力。

除了戰力，報告書也首度納入因洪仲丘疑似在禁閉室遭凌虐致死案而衍生的軍中人權制度檢討。

Defense Ministry warns China will be ready for all-out attack in 2020 (2013/10/08)

The latest National Defense Report warns that China is working toward being ready for an all-out attack on Taiwan by the year 2020. Already China far exceeds Taiwan in terms of military budget, troop strength and equipment. 

The Navy recently fired air defense missiles, showing its military might. However, a recently compiled National Defense Report warns of a serious cross-strait military imbalance.

China's defense budget in 2013 reached 720 billion renminbi, which is the equivalent of about NT$3.4 trillion. This is 11 times Taiwan’s budget. When it comes to troop strength, China outnumbers Taiwan 9-fold.

The report clearly states: “China’s military is working towards completing its tactical capability to launch an all-out attack on Taiwan by the year 2020.”

法務部監聽調查小組發函立法院，要求配合監聽調查小組需要，能夠實際測試0972總機，還原監聽狀況，但基於國會自主，立院朝野一致拒絕。

立院拒絕實測，還要評估有無其他替代方案解決，到底法務部監聽報告何時出爐？法務部不敢說出時間表，但目前得知已朝結案方向，國慶日前後將是關鍵。

Request Rejected (2013/10/08)

A Ministry of Justice task force, investigating the wiretapping of a central phone at the Legislature, asked to test the phone. Lawmakers, angered over the wiretapping by the ministry’s Special Investigation Division, roundly rejected the request. 

The Legislature also wants to know when the ministry’s internal report on the wiretapping will be released. The ministry has not provided a timetable and it is unclear if the report will be available before Thursday’s holiday.

十號當天，除了有慶祝活動，更有不少民間社團準備嗆馬，除了公民1985聯盟發起的"天下為公"，"還權於民"活動，公民倒馬行動聯盟也有動作，更有反核團體要求，擁核的馬總統能趕快下台，總共有四路人馬要一起抗議馬政府。

日前號召25萬人上凱道的"公民1985行動聯盟"，這次在十月十日也有活動，中午過後，將從立法院走到中正紀念堂，以靜坐的方法，表達對馬政府的不滿。

在立法院大門口，還有反核團體發起的雙十反核四的活動，訴求"反核民意升上來，擁核總統滾下台"。

沒有缺席的還有台灣國，他們將在上午11點19分，在凱道升起台灣國旗。

公民倒馬行動聯盟則會在立法院附近，發送反馬海報和貼紙。

Numerous groups plan to protest Ma administration on National Day (2013/10/08)

As some people celebrate the founding of the Republic of China on Thursday, others will use the holiday to protest President Ma Ying-jeou. At least four separate groups will protest against topics ranging from the Ma administration in general to specific issues such as the Fourth Nuclear Power Plant. 

After recently urging a mass protest on Ketagalan Boulevard, the group Citizen 1985 will hold another event on Double Ten day. In the early afternoon, demonstrators will walk from the Legislative Yuan to Chiang Kai-shek Memorial Hall. They will hold a sitting protest to express their dissatisfaction toward the Ma administration.

From human rights in the military to other issues, we are finding much unfairness and injustice in society.

Anti-nuclear activists opposed to the Fourth Nuclear Power Plant will hold their own protest on the same day outside the Legislative Yuan. They will call for the removal of any president who supports nuclear power.

上週因為菲特颱風暫停的新竹市「海山流行夜」晚會，明天晚上六點半將在海山漁港登場，剛好接上後天國慶日在新竹漁港舉辦的海上煙火秀，民眾接連兩天都能在新竹欣賞煙火演出，大飽眼福。

新竹市長許明財和主辦單位，手放水晶球上，象徵2013年國慶煙火在新竹正式啟動。

新竹港邊和浮動碼頭上，四萬發煙火都已經佈局完畢，而這顆直徑35公分的圓球形煙火，將在空中施放出鴛鴦圖樣。

我們有這個高空低空，跟中程的這個煙火的施放，尤其是有一粒全國最大的16吋的煙火會施放，非常的漂亮，(全程施放)時間長達40分鐘之久。

主辦單位提醒民眾，要看煙火秀，最好搭乘大眾交通工具前往，以免塞車，敗興而歸。

Hsinchu will host fireworks spectacles on Wednesday and Thursday (2013/10/08)

Typhoon Fitow led last Saturday’s Fireworks in Hsinchu City to be delayed until Wednesday night at 6:30 at Haishan 海山Harbor. As it turns out, the following day another fireworks show will take place at Hsinchu Harbor for the Republic of China’s National Day celebration. 

Hsinchu Mayor Hsu Ming-tsai placed his hands on this crystal ball to signify the start of the 2013 National Day Fireworks in Hsinchu.
