太陽花學運占領立院和闖入政院事件後，檢警連日來大規模偵辦。包括首謀和滋事份子共205人陸續遭到檢警約談，學運總指揮林飛帆上午開記者會，痛批馬總統"政府是報復性行動。

闖立院及政院二案，檢察官總共鎖定205人，將陸續遭到約談。

More than 200 people are under investigation for alleged offenses related to storming and occupying the Executive Yuan and Legislative Yuan. Student leader Lin Fei-fan describes this as President Ma Ying-jeou’s “revenge.” 

On March 18, students occupied the Legislative Yuan.

On March 23, student-led protesters stormed the Executive Yuan. Now, President Ma Ying-jeou wants them to face legal responsibility.

國民黨立委張慶忠,連排兩天服貿協議審查,昨天藍綠爆發拉扯衝突,今天民進黨團乾脆把會議室大門直接鎖上,還開玩笑說通關密語得講”馬英九下臺”才開門,國民黨立委不得其門而入,火大開罵,而張慶忠也鬆口,門鎖住開不成會只好擇期再審。

七點半委員會規定的簽到時間一到,原本被民進黨立委鎖住的會議室大門打開,瞧一瞧沒有國民黨立委來,又上重新再鎖上。

但這種通關密語,.國民黨立委怎麼喊得出來,

國民黨立委林德福猛敲大門,門就是不開,樓下更是諜對諜,民進黨立委看到國民黨大黨鞭林鴻池,跟會議主席張慶忠走進另一間會議室,也全跟進去,還一人盯一個,確定服貿協議審查不會改會議室召開

連張慶忠跟國民黨大黨鞭林鴻池起身要走上服貿審查九樓會議室,姚文智還發揮纏功,手勾手護送張慶忠。

到了會議室門口，林鴻池和張慶忠還是不得其門而入。

張慶忠則表示，既然門鎖住，就擇期再來逐條審查服貿協議。

The DPP blocked a review of a trade-in-services pact with China for the second day in a row. DPP lawmakers locked the door of the room in which the joint committee session was to be held, keeping out their KMT colleagues and preventing the meeting from taking place. Committee convener Chang Ching-chung said the review would have to be rescheduled. 

It was 7:30 a.m., time for committee members to sign in. DPP lawmakers opened the door to the committee room they had kept locked but didn’t see any of their KMT colleagues and locked it up again.

That door is now voice operated. You have to say “Ma Ying-jeou Resign” to get in. 

KMT legislators, of course, were in no mood to use the password.

KMT lawmaker Lin Teh-fu knocked on the door, but it didn’t budge. Downstairs, KMT whip Lin Hung-chih and conference convener Chang Ching-chung were in another meeting room, closely watched by DPP colleagues to make sure the pact review wasn’t being moved to a new venue. 

When the two KMT lawmakers got up and headed to the ninth floor to the locked meeting room, the DPP’s Yao Wen-chih wrapped his arm around Chang’s and walked him out.

When Lin and Chang arrived at the entrance to the room to review the services pact, they were locked out.

I think this is the worst possible example of democracy.

Chang said that since the door was locked, the line-by-line review of the services pact would be rescheduled, but he didn’t say when lawmakers would try again.

太陽花學運進入第17天，為了回應兩岸協議監督機制法制化呼聲，行政院今天提出政院版的兩岸協議監督條例草案，包括四階段監督及安全審查機制，但學運領袖強調包括加強國會和公眾監督的機制都沒有達到要求，無法接受這樣的版本。

行政院拋出政院版兩岸協議監督條例草案，回應學生訴求。

“第一個是對外溝通諮詢機制，就協議形成、業務溝通、簽署前及簽署後等，四個不同階段，分別對國會及社會大眾，來做確實的溝通。另外一個呢，就是所謂的國家安全審查機制，結合國安相關單位，每一個協議在簽署前，務必先經過國安審查”

拿出政院版與民間版的兩岸協議監督機制條例草案比一比：
協議簽署前，民間版要求納入公民監督機制，而政院版僅強調溝通。
協議內容部分，民間版要求立法院可以修，但政院版不能。
至於涉及主權議題，民間版要求交付公民投票，政院版則是透過行政院跨部會、和國安會議兩階段審查。

“民間版在設計上，會產生行政權跟立法權混淆的情況，所以行政院版在設計的時候，就希望說，一方面呼應這個現在輿論上對於兩岸協議的協商過程，應該要更加公開透明，應該有更多國會的監督，應該有更多的公眾參與”

不過學運領袖則不買帳，認為政院版的監督機制不符合民間要求的包括公民能參與、國會要監督等五大原則。

The student protest over the trade-in-services pact Taiwan signed with China is now in its 17th day. One of the demands of the students occupying the Legislative Yuan is that an oversight mechanism for pacts with China be created. The government submitted a proposed mechanism Thursday that it says would increase transparency in the process and get more people involved. But the students rejected it out of hand. 

The Cabinet has proposed its own version of a bill on overseeing agreements with China in response to the students.

First there’s a mechanism to communicate information in four stages to the Legislature and the public: as the pact is being shaped, as it’s being negotiated, before it’s signed and after it’s signed. The other point is a national security review mechanism that brings together national security agencies. Every pact must pass a national security review before being signed.

Here is a comparison of the government’s proposed bill and what the students want.
Before a deal is signed, the students want a civic supervision mechanism, while the government stresses communication.
The students want the Legislature to be able to change the content of any pact, which would not be allowed under the government version.
And on any bill involving Taiwan’s sovereignty, the students want it to be put to a referendum, while the government prefers reviews by the Cabinet and the National Security Council.

The students’ version would mix up executive and legislative authority, so the Cabinet version’s design hopes to echo current opinion on the process of negotiating cross-strait agreements, which would make things more transparent, and allow for more legislative supervision and public participation.

The leaders of the student movement did not accept the proposal, saying the government’s version did not meet five principles they demanded, including public participation and legislative oversight.

陳偉殷今年球季第一場先發，主投5.2局被擊出12支安打，失掉四分吞下敗投。不過陳偉殷認為大多數安打都沒被打得很紮實，他認為控球調整上沒有問題，也不擔心自己的狀況。

The Baltimore Orioles and Boston Red Sox entered the day with their season opening series tied at one game apiece. Looking to win the series for Baltimore in his first start of the year was Taiwan native Chen Wei-yin.

Chen Wei-yin hoped to get a win against the Red Sox after failing to beat them last year. He started by getting Mike Napoli to hit into a first-inning double play.

But from there it was downhill for Chen. After giving up a run in the second, Chen allowed this base hit to David Ortiz in the third. The runner scored as the ball eluded Nelson Cruz. The Red Sox added another run in the fourth off three base hits.

Matt Wieters put the Orioles on the board in the fourth with an RBI double off the wall.

Delmon Young added another run with a deep RBI single.

But the support wouldn’t be enough. Chen was pulled after surrendering his fourth run of the game in the sixth inning. Chen gave up 12 hits over 5 2/3 innings, but didn’t seem too worried.

I don’t think there’s a problem. I gave up a lot of runs today, but many were hits that just happened to get through the defense. They just landed in no man’s land.

The final score was Boston 4, Baltimore 3. Chen was charged with the loss.

行政院長江宜樺昨晚親上火線，宣布經貿國是會議，他還質疑學生團體提出的"民間版兩岸監督條例"，根本就是想改變國家認同和定位，把兩國論變成法律文本。負責提案的民進黨立委尤美女則反嗆，台灣本來就是主權獨立的國家。

行政院通過政院版的兩岸監督條例，要送立法院審議，江宜樺昨天就批評民間版的兩岸監督條例有問題。

這個兩岸協議的監督條例，民間版基本上不是在兩岸現有的憲政架構下展開，它開宗明義就是中華民國，跟中華人民共和國，他想透過這樣的協議，同時順便去更改我們的國家認同跟定位，讓所謂的兩國論變成一個法律。

民進黨立委尤美女反嗆，台灣老早就是主權獨立的國家。

馬英九總統你到底是中華民國的總統，還是中國的特首?我們台灣本來就是主權獨立的國家，當然是要站在對等的立場，所以站在一個對等的立場，當然是要站在我們台灣的主體性，來跟對方談。

江揆也批民間版本的兩岸監督條例，刻意拉長審查時間，延宕所有的兩岸協議。

尤美女反擊，服貿爭議在於馬政府黑箱作業，無法取得人民信任，卻把錯推到人民身上。

Another problem Premier Jiang Yi-huah has with the citizens’ version of the monitoring mechanism for cross-strait agreements is that it assumes Taiwan is a sovereign state. Jiang worries this would disrupt the cross-strait status quo by creating a legal basis for the two-nation theory.

The citizens’ version of the monitoring mechanism for cross-strait agreements is not based on the existing cross-strait constitutional framework, says Jiang. It opens with discussion of the Republic of China and the People’s Republic of China. An aim of this type of agreement is to change our national identity and status and thereby create a legal basis for the so-called two-nation theory.

DPP Legislator Yu Mei-nu wants Jiang to clarify why the government is opposed to affirming Taiwan’s sovereignty.

President Ma Ying-jeou, are you the president of the Republic of China or the chief executive of a special administrative region of China? asked Yu. Taiwan was originally a sovereign, independent nation, so of course we want to stand on equal ground. If you stand on equal ground, of course you want to hold discussions with the other side based on the idea of Taiwan subjectivity.


Another problem the premier has with the citizens’ proposed monitoring mechanism is that it would extend the review process and delay approval of agreements.

Yu retorted that the problem with the cross-strait trade-in-services pact is that it was negotiated in a non-transparent manner. She says the government has failed to win the confidence of the people, yet is trying to blame the people for delays.
