行政院長江宜樺昨晚宣布召開經貿國是會議,預計在兩個月內舉行,將邀請產官學代表,以及公民團體,一起參與,更首度開放網路平台直播並整理網友意見納入討論,不過學生批馬政府,不該把台灣面臨的憲政問題,矮化為經貿問題來處理。

率領相關部會官員一字排開,行政院長江宜樺親上火線,回應反服貿學生召開公民憲政會議訴求,提出經貿國是會議。

主軸談的是台灣的經貿問題,但是我們完全不迴避,這個問題背後所蘊含的,關於兩岸關係的一些考量。

(服貿)不只是經貿層次的議題,它同時反應的是,整個台灣憲政制度的危機,它同時也是馬政府,執政正當性喪失的一個危機,所以在這樣的情況底下,我們認為應該召開的是公民憲政會議。

儘管反服貿學生不接受,但行政院已經確定,最快在六月上旬召開經貿國是會議,由江宜樺和民間代表共同擔任召集人,再由120位產官學人士,舉行分區會議。

Another area of dispute between the government and the students is whether to hold a national affairs conference on trade and economics or a citizens’ constitutional conference. The government has agreed to the former, which would concentrate on the trade-in-services pact and other economic issues. The students want the latter, which would be wide-ranging and even address government structural reform.

The trade-in-services pact goes beyond economics and trade, says student leader Lin Fei-fan. It also reflects a crisis faced by the Taiwan constitutional system, and a crisis of legitimacy faced by the Ma government. In this kind of situation, we believe that a citizens’ constitutional conference is necessary.

The Cabinet plans for the national affairs conference on trade and economics to begin as early as June and be headed by the premier and public representatives. Another 120 experts from industry, government and academia will hold regional meetings.

太陽花學運抗爭戰線擴大!學運總指揮林飛帆今天宣布,明天開始,將召開「人民議會」,審議兩岸協議監督條例!。

禮拜六開始,議場內和群賢樓外以及青島東路的佔領區,都要同步召開人民議會,審議兩岸協議監督條例。

“我們用馬拉松接力的方式,分成六十組,至少1500人,用審議民主的方式,來共同審議兩岸協議監督條例,政院版跟民間版,所以明天開始,國會議場裡面,我們會將桌子收拾得整整齊齊,各位委員大家坐在底下,我們親自開議”

期盼民意發聲,審議式民主其實國內外都有先例。

“譬如說像丹麥,他們就用審議式民主,來審查一些所謂的基因食品的問題,有很多環境風險,都需要讓人民知道以後,然後來做共同的決議,希望能夠達到一種民間的共識,在台灣其實在民進黨執政期間,也有所謂的青年國是會議”

學生代表陳為廷坦言,開會結果雖然沒有強制性,但程序嚴謹,代表全台人民的意見,也可以作為未來的參考。

With normal operations at the Legislature on hiatus, student demonstrators plan to hold their own people’s assemblies. Through deliberations they will review proposed monitoring mechanisms to be used for all agreements signed with China.

We will rely on a marathon relay format with 60 groups and at least 1,500 people, says student leader Lin Fei-fan. Using deliberative democracy, together we will review the proposed monitoring mechanisms for cross-strait agreements put forward by the Cabinet and the people (citizens). Beginning tomorrow, we will clean up the tables in the legislative assembly. Each of our committee members will sit on the ground and we will hold our own session.

In deliberative democracy, deliberations are central to decision making. Adjunct professor Ku Chung-hwa says it is practiced domestically and overseas.

Denmark uses a deliberative form of democracy to review bills related to issues like genetically modified foods, says Ku. There are environmental risks that the people need to be informed of so a joint decision can be made. The hope is for a public consensus. In Taiwan, when the DPP was in power, there was also a so-called youth national affairs conference.

Student leader Chen Wei-ting says that while the assemblies have no legal bearing, they will be handled carefully. They will seek to represent the view of the Taiwanese people and can serve as a reference for future decision-making.

反黑箱服貿,繼330五十萬人上凱道之後,下午學生又發動新一波行動,號召學生到國民黨大黨鞭林鴻池的選區發傳單、掃街施壓。學生點名林鴻池等四名立委,是服貿禍首,還另外點名11名吊車尾立委,揚言未來抵制行動,會擴及這些立委選區。

學生發傳單說明反服貿的內容,也向選民指控林鴻池的罪狀,不過擔心擦槍走火,掃街路線避開林鴻池服務處。而學生要喊話的對象,可不只林鴻池。

林德福面對指名,表示自己坦蕩蕩,不與學生一般見識。

而學生點名的,還有11位以些微差距勝選的立委,包括王惠美、廖正井等。

以輿論向立委施加壓力,學生開闢新戰場,回敬馬政府的反撲。

Students occupying the Legislature over the trade-in-services pact that Taiwan signed with China hope that their movement can have a lasting impact. A new tactic they used today is street demonstrations against specific lawmakers whom they hold responsible for non-transparent governance. 

To expand their movement against the trade-in-services pact and its perceived lack of transparency, students demonstrated today in the electoral district of KMT caucus whip Lin Hung-chih.

Our objective is simple: to tell Legislator Lin Hung-chih to respect popular will and stop acting as a lackey for President Ma Ying-jeou. Listen to the people’s voice, says this student demonstrator.

Students handed out pamphlets that discuss their reasons for opposing the trade-in-services pact. They also described their objections toward Lin, but stayed clear of his office to avoid confrontation with supporters. Several other lawmakers are also in the students’ crosshairs.

Besides KMT Policy Committee chief Lin Hung-chih, there is KMT caucus deputy secretary-general Chang Ching-chung, former KMT caucus secretary-general Lin Teh-fu, and KMT Legislator Wu Yu-sheng. We want to strongly criticize and put pressure on these four culprits, says student leader Chen Wei-ting. 

In response, Lin Teh-fu said he is nothing like the students described.

The students also named 11 lawmakers they feel will be vulnerable in future elections based on past poll performance.

We told them to break free of Ma (Ying-jeou’s) control as early as possible. This could benefit their future election prospects, says Chen.

The students hope that by turning public opinion against ruling party lawmakers, they can send a message to the Ma administration.

I like the older designers, like Jil Sander. I think long practice is needed before designers can create such pure products.

Austin Wu was committed to fashion from his early days as a student. Athena Chuang began later but has likewise seen success.

The combination of white and grey gives an appearance of elegance. After graduating with a degree in sociology from National Taiwan University, Chuang began studying design. She became the first designer of Chinese descent to be hired by the fashion house Fendi.

I think this experience helped me understand how a brand achieves high standards in design and visual arts.

The four-day Taipei In Style event begins tomorrow at Songshan Cultural and Creative Park. It opens to the general public over the weekend.

花蓮到台東的鐵路電氣化即將通車,而在今天早上先以電聯車試車,台鐵確定在今年6月26號全線正式通車,預計通車後台北到台東將從原本的近五小時車程縮短為三個半小時。

等了多年,花蓮到台東鐵路電氣化,終於進入試車階段。

花4年的花東鐵路電氣化工程,全台最後一段電氣化花蓮到台東,終於在6月26號要正式通車,台北到台東車程從原本的四個多小時縮到三個半小時。,而計價方式和現有的太魯閣號及普悠瑪號相同。

“都很順利,到花蓮只不過是一個半小時而已,差很多,時間速度的話,時間就是金錢 , 他們就可以很順利到達台北”

為了趕在六月能順利通車,工程人員正在不斷進行各階段的測試。預計屆時搭車人潮肯定又能創下另一波高峰。

Testing is underway for electrification of the railway line between Hualien and Taitung. When service officially begins in June, travel between Taipei and Taitung will be cut to about three and a half hours. 

After years of waiting, electrification of the rail line between Hualien and Taitung has finally entered the testing stage.

It’s stable. Speeds are maintained and the train is punctual.

Four years were spent electrifying the line between these two eastern Taiwan cities. It is the last line to be electrified in Taiwan, with service slated to officially begin on June 26. Travel time between Taipei and Taitung will be reduced from over four hours to about three and a half. Ticket rates will be similar to those on Taroko and Puyuma trains.

Everything is going smoothly. It’s a big change, with travel to Hualien now only taking about an hour and a half. Time is money, and now (the people of Taitung) will be able to easily get to Taipei.

Various tests are underway in order for the new system to begin in June. At that time, more travelers are expected to take advantage of Taiwan Railways’ eastern line service.
