高鐵發生近期內最嚴重的故障，上午台北站因為轉轍器訊號異常，造成台北站到板橋站雙向列車受到延誤，其中台北站還一度停駛，改從板橋站發車，3個半小時後才正常發車，總計造成24個班次，約1萬名乘客受到影響。

擠在進站口前，不滿情緒沸騰到了極點，因為上午9點24分，高鐵台北站轉轍器訊號異常，台北站到板橋站之間，班次受影響。

為了進行搶修，高鐵第一時間採取單線雙向通車，到了上午11點半，狀況依然無法排除，宣布台北站暫停服務，改由板橋站發車。

“我到高雄渡假去，結果全部都延誤了，朋友還在那邊等我，所以非常的煩惱”

高鐵花了將近3個小時才完成搶修。

“高鐵公司目前在12點20分左右的時候，已經由工程單位將我們轉轍器訊號異常的狀況搶修完成，並於1點鐘的時候完成了全線的通車”

高鐵表示，乘客搭乘班次延誤超過30分鐘，高鐵將退還一半的票價，超過60分鐘就會直接全額退費，未來一年內都能在各站辦理。

About 10,000 passengers were affected by the most serious of a recent spate of delays on the high-speed railway. A switch malfunction delayed traffic Tuesday morning between Taipei Main Station and Banqiao Station. More than three hours were needed to restore normal service.

“This afternoon I have to attend a company meeting, but now I fear that I won’t be able to make it.”

To carry out repairs, the operator of the high-speed rail originally decided to close one direction to traffic while keeping the other line open for two-way traffic. At 11:30, with workers unable to solve the problem, it announced the suspension of all service from Taipei Main Station. Instead, all trains would depart from Banqiao Station.

“I’m going to Kaohsiung for vacation but everything has been delayed. There are friends waiting for me. This really is a headache.”

Workers spent nearly three hours to complete repairs.

The Taiwan High Speed Railway engineering unit finished completing signal repairs at around 12:20. All lines were functioning regularly at 1 pm.

Passengers experiencing delays of more than 30 minutes qualify for a refund of up to half of their fare. Those delayed 60 minutes or more could get a full refund available at each station within one year.

生病的時候，病患的內心已經夠著急了，如果又遇上無法直接溝通的醫生，那麼病人的心肯定更煎熬，在台南市有一名醫生，受到病人的啟發後，開始學習手語，希望可以為許多有聽力、語言障礙的病患服務，現在她與有聽力或語言障礙的病患看診，透過手語來溝通，不只可以更直接的看診，還拉近了與病患的距離。

來到蔡悅琪醫生的門診中，只見她與病患比手畫腳，這無聲的對話，其實是專門為聽力和語言有障礙的人士，所開設的手語門診。

“聽障的病人來看我的門診，他就很喜歡我看診的方式很仔細，他就筆寫給我說 我要教你手語，你以後要成為聽障朋友的醫生”

當初是在病人的期待下，希望蔡悅琪可以成為一名好醫生，這是她對手語的最早接觸。直到後來有次她生病失聲，才真正發現到手語看診的重要性，於是下定決心學習手語。

“距離就拉近很多，而且他真的可以把他的不舒服，不用再經過別人，他也會擔心別人的翻譯錯啊，他打(比)完我再回復，他就知道我有沒有抓到他的重點”

蔡悅琪也鼓勵更多年輕醫生可以學習手語，為更多病患服務。

A doctor in Tainan was inspired to learn sign language after treating a hearing impaired patient. Now better communication skills allow her to provide better medical services. 

Arriving at Tsai Yueh-chi’s clinic, we see her moving her hand and feet to communicate with this patient. It is a silent form of communication, as this doctor specializes in treating those who are hearing or speech impaired.

A hearing impaired person who came to my clinic appreciated my thorough examination and treatment. This person wrote a note expressing an interest in teaching me sign language so I could become a doctor specializing in the care of the hearing impaired.

Initially, Tsai planned to gain familiarity with sign language to help her practice. Later, when she temporarily lost her voice due to illness, she learned how useful it was and took her studies quite seriously.

This helped close the distance between doctor and patient. Patients can say where they feel discomfort without the aid of an interpreter, alleviating worries of a mistake. When I respond to them, they know if I have grasped their meaning.

Tsai also encourages more young doctors to learn sign language to provide hearing impaired patients with better medical service.

中南部水庫已經開始拉警報，大家很期待梅雨季趕緊報到，來緩解旱象。五月初就會有第一波梅雨鋒面襲台，但根據氣象局預測，真正梅雨極大期，可能要等到六月才開始，五月底前，還是得作好抗旱的心理準備！ 

大雨嘩啦啦下，每年梅雨季節，連日下雨帶來豐沛雨量，今年恐怕要晚點才會看到。

北方的梅雨天氣系統，已經有特徵慢慢顯現出來，但是南邊的夏季風還沒有建立跡象，所以我們認為五月會有雨，但是很難一次很快就解除旱象。

春雨少，南投日月潭水位明顯偏低，上游的霧社水庫，蓄水量只剩16%。位於台南嘉義交界的曾文水庫邊，還出現一大圈枯黃的乾土。

今年的聖嬰會可能非常顯著，6月強降雨一來，就來得非常猛烈，整個降雨量以我們過去看起來，整個梅雨季統一起來還是偏多。

氣象局預估，恐怕要到六月梅雨才會真正多，到時反而得小心豪雨成災。

而今年第一波梅雨鋒面，5月4日就會報到。

Reservoirs in central and southern regions are nearing critical levels, leaving many eagerly anticipating the arrival of plum rains. The first plum rain front is expected later this week, but forecasters warn that the strong precipitation needed to alleviate drought conditions may not arrive until June. 

The sound of this torrential rainfall is associated with annual plum rains, which bring consecutive days of heavy precipitation. This year, the arrival of plum rains may be later than usual.

A northern area plum rain weather system has slowly emerged, though the southern area hasn’t seen formation of summer monsoon winds. We expect rains to arrive in May, but they may not be enough to alleviate the drought.

Little rain this spring has caused the water level at Nantou’s Sun Moon Lake to drop significantly. Upstream, the Wushe Reservoir is filled to only 16 percent capacity. Dried mud has appeared in the Tsengwen Reservoir between Tainan and Chiayi.

The El Nino effect this year is strong, and when heavy rains arrive in June they will be fierce. Accumulated rainfall could be more than past plum rain seasons.

The Central Weather Bureau forecasts that heavy plum rains won’t hit until June, and could be strong enough to cause hazardous conditions.

The first plum rain weather front is expected to arrive on Sunday.

高雄國際遊艇展，即將在五月八號登場，這次共有六十艘高級遊艇展出，總價值超過七十億。而展出地點高雄展覽館旁，也有國內首座私人遊艇碼頭，高雄海洋局預估，這次的展覽，將為高雄帶來無限商機。

這個月才正式啟用的高雄展覽館，五月八號起將舉辦國際遊艇展，屆時將有總價值超過70億的各式遊艇參展。

看看這些造價上千萬的遊艇，裡頭除了有廚房外，交誼廳都有，甚至還有私人KTV。遊艇平常如果不出海，就會停靠在碼頭邊，業者再以船隻大小來收費。

這個是台灣目前第一座私人的遊艇碼頭，我們也希望可以把它構建成一個非常專業的，非常適合我們遊艇停放的遊艇專業碼頭。

我們的遊艇產業一年目前的產值是50億，配合這次遊艇展之外，包括未來我們的遊艇專區設立成立之後，一年會有超過100億的經濟產值。

高雄的遊艇產業，除了造船技術一流之外，現在又加入私人碼頭，市府評估，這次的遊艇展，將替高雄帶來無限商機。

The Taiwan International Boat Show will debut at Kaohsiung Exhibition Center next week. On display will be luxury yachts and Taiwan’s first private marina. 

The Kaohsiung Exhibition Center officially opened in mid-April, and one of the first exhibitions will be the Taiwan International Boat Show on May 8. Organizers say that luxury yachts with a total value of more than NT$7 billion will be on display.

There will be more than 60 luxury yachts displayed indoors and outdoors.

Taking a look at these yachts costing upwards of NT$10 million and more, we can see that they come with a kitchen, social area and private KTV. Even if a yacht doesn’t frequently go out to sea, there are still expenses to be paid in the form of dockage fees.

明天就是五一勞動節了，勞工團體將號召民眾上街頭表達心聲，主題為「反低薪、禁派遣」。

這次遊行，有18個社運團體將參加，318學運總指揮林飛帆和陳為廷預料也會到現場，預估超過上萬人，是往年規模最大，警方也將派五百名警力到場維持秩序。

Labor organizations are urging people to join a demonstration in Taipei tomorrow. Main themes will be opposition to low salaries and use of temp workers.

A total of 18 organizations will participate, and Sunflower Movement leaders Lin Fei-fan and Chen Wei-ting are also expected to join.
