我國陸軍向美國購買的"阿帕契"攻擊直升機，第一批6架，這兩天在高雄港79號碼頭就地組裝後，有兩架在下午立刻試飛，在眾多船舶的高雄港區，竟然也出現難得的攻擊直升機盤旋的精彩畫面。

下午一點多 , 第一架阿帕契直升機主旋翼啟動 , 在高雄港七十九號碼頭 ,現地起飛.這種畫面,非常罕見.順利環飛了九分二十秒才緩緩降落。

“從一系列的清點驗收下架組裝, 到地面系統測試, 目前狀況都非常好, 非常順利, 而且進度也都超前, 所以狀況許可的話, 我們在七號可以把這第一梯次的組裝任務, 全部都完成”

今天先行試飛成功的兩架阿帕契直升機, 也在下午直接飛往台南歸仁基地。全部共六架新機，本週四將對外正式亮相, 預計明年7月前成軍服役。

Two Apache attack helicopters completed assembly and took off from Kaohsiung Harbor’s Pier 79 today. The helicopters are part of a larger initial shipment that will be officially unveiled later this week. 

It was final assembly and lift off for the US Army's main attack helicopter today at Kaohsiung Harbor.

Around one o'clock this afternoon, rotors of this Apache helicopter began spinning at Kaohsiung Harbor’s Pier 79. The chopper soon took off, a rare sight lasting just over nine minutes.

From a series of inventory checks to assembly and even ground testing, everything went smoothly. We are ahead of schedule, and, depending upon other conditions, the assembly of the first batch of (Apaches) can be fully completed by Nov. 7.

After the successful flight test, these two Apache helicopters flew directly to Tainan’s Guiren Base. An official unveiling is planned for Thursday and the aircraft are expected to go into service by July.

食安風波擴大，不少GMP認證過的油品大廠，像是頂新、福懋都中箭落馬，GMP認證破功，經濟部允諾，會提出改革的方案。 

混充油品風暴擴大，經濟部緊急宣布將撤銷福懋和味全油品的GMP認證資格，及標誌的使用權。

經濟部也亡羊補牢，決定將採"全廠全產品"的認證方式，單一工廠同類別產品，將全數認證，才能拿到GMP的資格。

這些大廠商基本上，基本上它們都從它們很多品項當中，選擇幾樣然後去得到GMP認證， 就大大放著微笑的標章，讓民眾誤以為這是"全廠全產品"GMP都被認證。

也因為這一次真的是有一些廠商，只有認證了幾個產品，但是會引起民眾、消費者的誤導，所以這是第一點我們將來的方向上，最重要是"全廠全產品"認證，重質不重量。

經濟部允諾，要在一個半月完成GMP認證的改革。

Good Manufacturing Practice is a set of guidelines meant to ensure consumers that the products they use and consume are safe. The government concedes that major reforms are needed after products certified under the GMP system were shown to be tainted or adulterated in the edible oil scandal. 

The government’s GMP standards are being revisited in the face of the oil scandal. First, the Ministry of Economic Affairs announced that both Formosa Oilseed and Wei Chuan would lose certification and have to remove the GMP logo from the labels of oil products.

Next, it will introduce stricter rules at other companies. It will take an all-or-nothing approach toward certification, meaning all products of a certain category must meet GMP standards for any to be certified.

Generally speaking, these large factories select a few products then seek GMP certification. They prominently display the smiling GMP logo, fooling people into thinking that all their products are certified.

In this case there were a few factories that, after certifying a couple products, deceived consumers. So our first strategy will be to require that all items in a factory’s product line meet requirements for any to be certified. We will emphasize quality, not quantity.

The ministry promises reforms to GMP certification within the next month and a half.

今天下午福懋油脂公司在證交所召開記者會，聲稱對於大統的油有問題並不知情，針對上個月在簽下切結保證書之前，股價有異常波動，被投資人投訴，有內線交易之嫌，財務長在說明會上澄清，毫無所悉。

知名大廠福懋先前被驗出有6款橄欖油摻偽，其中甚至有兩款是長期混合大統油。福懋被衛福部要求將相關問題油品下架，今天財務長親上火線面對媒體，宣布全面退出小包裝食用油的市場。

而福懋跟大統長基進貨橄欖油，長達6年，還強調都做過檢驗，聲稱他們並不知情。

基本上跟大統買的，就是原裝橄欖油，也都經過檢驗、入庫，所以這一部分的話，我們事業處長他這部分會接受檢調的調查。

而福懋在10月30日和衛福部簽下切結書的前一天，股票爆量一萬多張，投資人質疑有內線交易，財務長也表明公司毫無所悉。

因為是市場交易的情況，基本上我們公司內部毫無所悉，如果市場投資人對這有疑慮，我想說主管機關可以去調查，本公司的話也就是配合調查。

全面配合主管機關調查，也開放民眾退貨，擔保金也從800萬提高為2000萬元。 

An executive of Formosa Oilseed Processing Co. held a press conference today to deny allegations against his company. Chief Financial Officer Chen Shih-chang says his company had no idea that oil it bought from Chang Chi Foodstuff Factory was cheap cottonseed oil and not olive oil as labeled. He also denied insider trading allegations after a bumpy trading day last week. 

The reputation of Formosa Oilseed Processing suffered when six edible oils products were shown to be adulterated. Two of the products blended in inferior oil produced by Chang Chi Foodstuff Factory, the company at the center of the edible oil scandal. The Ministry of Health and Welfare already ordered Formosa Oilseed Processing to recall all six products, and today, the company’s chief financial officer went a step further. He announced the company will pull out of the home use oil market.

For six years Formosa Oilseed purchased oil from Chang Chi. It said it tested the products but never found any problems.

Generally, we only bought packaged olive oil from Chang Chi, and it passed all tests before we accepted it. In this area, our operations manager will cooperate with investigators and prosecutors.

Last week, one day before Formosa Oilseed provided an affidavit to health authorities guaranteeing its labels were accurate, trade in its shares was unusually heavy. Investors suspect insider trading could have occurred, a charge the CFO denied.

It was just market conditions. Internally, our company doesn’t know anything about this. If investors have suspicions, I think that overseeing agencies can go investigate. Our company will cooperate.

Formosa Oilseed also guarantees refunds on affected products and has raised its guarantee funds from NT$8 million to NT$20 million.

桃園黃色小鴨可真是命運坎坷。雖然找了高雄小鴨代班在陸上展示，但作者霍夫曼堅持得回到水裡，昨天下午四點停止展出，準備下水。但沒想到晚間九點多，小鴨竟然不明原因突然洩氣，只剩下一片鴨皮。以為今天上午可以再度充氣，但是無奈風勢太大，縣府因此決定今天小鴨不見客。

民眾一早趕來桃園新屋，想看黃色小鴨，卻又見一張鴨皮來見客。

原來是週日晚間九點多，小鴨無預警消氣。民眾也拍下了它洩氣的瞬間，彷彿在舉手求救。之後橘色扁嘴攤在地上，只剩下荷包鴨蛋在廣場中央。而小鴨消氣的原因，疑似是把空氣充進體內的鼓風機，出了問題。

“昨天晚上九點多的時候，其中有一組鼓風機是停止運作的，現場的安全鑑定，認為是消氣很好的時機，所以就順手把另外一組的鼓風機關掉”

本以為今天早上可以充氣，但因為天候關係，縣府決定今天不讓代班小鴨見客。

桃園黃小鴨在上週時，因為地牛翻身，造成屁股撕裂傷，灌氣過猛，而「爆」斃。因此桃園縣政府，向高雄出借高雄黃小鴨，但這次竟又無預警洩氣。桃園黃小鴨的悲慘身世，成了網友們KUSO的題材 。除了幫小鴨開好死亡證明書，死因是吸入過多氧氣，因公殉職外、還仿造賈柏斯，幫小黃鴨作了張紀念照。

Strong winds meant that the Rubber Duck on display in Taoyuan was left deflated Monday. Today’s letdown was the latest in a string of problems ever since the Rubber Duck arrived in Taoyuan County. 

Early this morning visitors to Taoyuan’s Xinwu Township looked forward to seeing the Rubber Duck. All they saw was what this child referred to as the duck’s “skin.”

Unexpectedly, on Sunday evening the duck deflated. Onlookers captured footage of it seeming to raising its wing to ask for help. Eventually, its beak hit the ground and all that was left was something that looked like a fried egg. Blame for this latest mishap is being attributed to a malfunctioning fan used to inflate it.

Last night after 9 o’clock one of the blower fans stopped operating. A safety official onsite felt it presented a good time to deflate the duck, so the other blower fan was shut down.

Originally, the duck was to be inflated today, before the visitors arrived, but stormy weather led the county government to decide to let the duck rest.

Typically seasonal winds from the northeast are strong. The wind here was expected to be especially strong because of the effects of a tropical storm periphery. 

The original Xinwu duck deflated in last week’s earthquake then burst when workers tried to re-inflate it too quickly. Kaohsiung then lent the duck it had displayed, but officials have had trouble keeping this one inflated. Mishaps are illustrated in parodies posted online. One person created a duck death certificate, citing over-oxygenation during work duties as cause of death. Another created a memorial modeled after the one to commemorate Apple co-founder Steve Jobs.

軍方所訓練出來的軍犬，首度開放給全國民眾，申請認養。

憲兵警務處表示，他們是以家庭認養的方式，給有意願來實施的家庭認養，如果申請的人太多，將以公開抽籤的方式決定。有興趣的民眾，可以在11月底前，於憲兵指揮部網站上申請。

Military dogs will soon be available for adoption by the general public.

For the first time the military police will let families adopt retired canines. Interested dog lovers can apply before the end of the month on the Military Police Command website, and if demand is strong, a drawing will be held.
