郵電雙漲

天氣越來越悶熱，可能已經有不少人，開始吹電扇和冷氣，但6月開始，恐怕要節制點了！因為下個月起，電費是夏季的價格，每度電會比現在貴13%到25%，換算下來，每個月會增加147元的電費。而且就連國際郵資，6月也要調漲。

開燈、吹冷氣，以後都得節制點了！6月起，夏月電價上路，電費漲幅高達13%~25%，用電越多，荷包傷的越兇，民眾感嘆，日子只會越來越難過。

“電扇、冷氣都在開了阿，都是會增加，現在薪水什麼都沒有加，就是什麼都猛漲，我們真的會受不了”

除了電漲價外，郵費也是!下個月開始，國際函件掛號費，要從45元漲到65元，漲幅超過4成，[[cg in]]針對國際郵件的保價費，也改為1千元以下就收20元，每增加1千元，也從4元調高到10元。[[cg out]]

郵電漲價，薪水凍漲，民眾真的吃不消。

Electricity and postal fees go higher next month (2013/05/13)

Price hikes continue, though salaries don’t seem to be rising. Next month consumers will face higher electricity costs when summer rates take effect. International postage fees will also increase. 

Turning on the lights or air conditioner will be a little more expensive when summer rates take effect in June. People may need to exercise restraint as electricity rates will rise between 13 and 25 percent. This will make the summer heat a little more unbearable.

“The cost of running the fan or the air conditioner will go up, but salaries remain stagnant. We can’t handle the sharp rise in prices.”

In addition to higher electricity prices, postage rates are increasing. Starting next month the cost of sending a registered international letter will increase from NT$45 to NT$65, a rise of more than 40 percent. The cost of insuring international mail will increase to NT$20 for up to NT$1,000 in coverage, with each additional NT$1,000 in coverage rising from NT$4 to NT$10. 

經濟制菲

台灣漁民慘遭菲律賓漁政船射殺，卻得不到正式道歉，外界要求政府實施經濟制裁的呼聲越來越高，不過今天經濟部長張家祝在立法院備詢時回應，受限於WTO規範，現在不考慮透過經濟手段，但雙方經濟合作的步調可以放慢。民間部分也贊成政府，做抵制的動作。

菲律賓漁政船射殺台灣漁民，全民激憤，希望經濟部硬起來，向菲律賓實施經濟制裁，但經濟部長說，現在不考慮。

“基本上現階段，不會考慮用貿易的手段來處理這個事情，因為我們是WTO的會員國，根據WTO的規範，一般是不可以用貿易手段，來處理這種事情，除非這個爭端到發生戰爭


張家祝解釋，經濟制裁使不上力，而且效果也不大，但可以用其他像活動、交流的部分來抵制。

“對方反應非常惡劣的話，我們將來經濟合作那部份，我們整個步調，還有方式(可放慢) ，雙邊每年都有部長，跟次長級的互動”

這股抵制的效應，也擴及民間，已有人力仲介業者出面呼籲，即日起不再引進菲勞； 依賴菲勞的科學園區業者，也表示支持政府做法，兩大工商團體更罕見的呼籲產業界，配合政府全力反制菲國。

Minister says economic exchanges with Philippines could slow (2013/05/13)

Besides a military response some quarters are urging that the government hit the Philippines with economic sanctions. But Taiwan’s Ministry of Economic Affairs says World Trade Organization regulations prevent it from taking such action. 

Public anger after a Philippines government vessel shot at a Taiwanese fishing boat, killing a fisherman, is leading to calls for economic sanctions. Economics Minister Chang Chia-juch says the conditions don’t warrant such a response.

In the initial stage we won’t consider using trade mechanisms to handle this matter. We are a member of the World Trade Organization. WTO regulations prevent us from using trade in this type of situation, unless the dispute reaches a point of war.

軍艦全出動

宣示護漁決心，海巡署在昨天已經派遣海軍拉法葉艦支援海巡台南艦，並且在這個星期四，派出火力更強大的紀德級驅逐艦，在南海展開軍事操演，也表示空軍F-5E戰機、和經國號戰機都加強空中巡弋密度，藉由兵力展示，喝阻菲律賓。

海巡署2000噸級台南艦，12日上午高雄港出發，前往南海海域巡航。

“重疊海域裡面，有3艘我們的巡防艦，1艘是台南艦 另外1艘是福星艦，還有巡護一號，國防部在(12日)中午時間，也派一艘「康定艦」(會合)”

康定號艦除了搭載飛彈，並配有S-70C反潛直升機，接著，海軍還會再加碼。

“我們在星期四有一個規劃項目，紀德艦、成功艦還有，另外兩艘海軍軍艦，到附近的海域操演去”

不論菲律賓72小時後的答覆是什麼，國軍確定加派紀德艦級驅逐艦。

“台灣26艘船裡面，派出任何1艘，就可以把整個菲律賓海軍全部消滅”

比較兩國海軍實力，台灣在海軍人數、驅逐艦、巡防艦上都遠遠勝過菲律賓的兩艘漢彌爾頓級護衛艦。

“我們只要用(F-16)小牛飛彈，跟魚叉飛彈，就可以把兩條大的，百分之百打沉”

再比較兩國空軍戰力，台灣擁有3.5萬名空軍，菲律賓僅1萬6500人，國軍戰機包括F-16、經國號、幻象、F-5E戰機共385架，反觀菲國只有F-5和輕戰機約40架。

Taiwan deploys more ships and fighter jets in dispute with Philippines (2013/05/13)

As the dispute over a dead Taiwanese fisherman intensifies, Taiwan has decided to deploy powerful Kidd-class destroyers in expanded military drills in the South China Sea. The show of naval force will be accompanied by deployment of F-5Es and indigenous fighter jets. 

Sunday morning the Coast Guard deployed its 2,000-ton Tainan vessel from Kaohsiung to patrol the South China Sea.

Inside these seas, which have overlapping territorial claims, we have three boats patrolling. There is the Tainan vessel, the Fushing vessel as well as Patrol Boat No. 1. At noon yesterday the Defense Ministry also sent a Kangding class frigate. 

暫定執法線

台灣漁民遭到菲律賓公務船開槍殺害，海巡和海軍艦艇展開護漁作業，但立委質疑，只在暫定執法線內巡護，根本就是畫地自限，才會讓菲律賓吃人夠夠，要求執法線向南延伸。

準備漁船，琉球漁民照常出海，聽到政府出動軍艦護漁，大家安心不少。

“如果發生什麼事情，看能不能趕快過去護救，不然他們看到台灣漁船就開槍了”

期待政府的保護力量，因為目前海巡艦的巡護範圍僅限於暫定執法線內，但出了線外，還有一大段台菲重疊海域，漁民捕魚難免心驚膽跳。 

今天有多名立委，要求檢討改善有關暫定執法線一事。

“暫定執法線請教(農委會)副主委是誰畫的，內政部，這是我們自己消極自訂的啦，這叫畫地自限，因為這是一個重疊爭議的海域，所以在這種有爭議的暫定執法線的重疊範圍裏面，老實講比的就是拳頭大小”

對此，海巡署和農委會都支持將暫定執法線繼續往南延伸，並表示這不會影響到主權問題。

Lawmakers say Taiwan government must do more to protect fishermen (2013/05/13)

Taiwanese lawmakers are urging the government to increase protection for fishermen in disputed waters in the Bashi Channel. Some suggest redrawing a temporary enforcement line to let Taiwan’s Navy extend its range of protection. 

These Pingtung County fishermen are preparing to go out to sea as usual. They were relieved when they heard the government dispatched warships to protect them.

If something happens, we will see if we are able to quickly go over towards them for protection. Otherwise they may simply open fire upon us if they see that we are Taiwan fishing boats.

Despite the protection offered by Coast Guard patrol ships, the ships are only permitted to operate within the area bordered by the temporary enforcement line. Outside this area, there is a large overlapping economic zone which still worries the fishermen. 

漁民怒吼菲

抗議菲律賓，今天下午全台上百位漁民串聯到菲律賓駐台代表處抗議，在遞交抗議書時，有漁民對著菲國官員高喊「血債血還」和「宣戰」，場面非常火爆。

抗議民眾蛋洗菲律賓駐台代表處、焚燒菲國國旗表達不滿。漁民要做政府最強力的後盾，逼迫菲律賓政府，給個交代。

Fishermen Protest (2013/05/13)

Taiwanese fishermen are reacting fiercely to the death of one of their own at the hands of a Philippine government vessel. More than a hundred fishermen on Monday protested outside the Philippine de facto embassy in Taipei and gave a protest letter to a Philippine official. Some yelled out “revenge” and “war.” 

The protesters threw eggs at the de facto embassy and burned Philippine flags. The fishermen are backing a strong response from the Taiwan government, urging Manila to make amends.
