彭淮南日幣

央行總裁彭淮南，出席在印度舉行的「亞銀年會」時，公開批評歐、美、日等國家，採取「極度寬鬆貨幣政策」，不但不能解決經濟問題，熱錢還會不斷的湧入亞洲市場，尤其日幣狂貶，會對台灣等新興市場，造成二度傷害！另外，彭淮南還在演講當中，強烈抗議，亞銀會再度片面更改我國會籍名稱！

趁著典禮開始前，央行總裁彭淮南，主動向印尼代表致意，希望拓展兩國關係！

在亞銀年會上，彭淮南表示， 當世界最大的經濟體系都採取「極度寬鬆貨幣政策」時，過剩的全球流動資金，會冒著讓世界金融體系加速衰弱的風險。

尤其日幣狂貶，衝擊亞洲各國出口競爭力，引發亞幣競貶，對台灣等新興市場造成二度傷害。

不過一位經濟學者並不像彭淮南一樣，擔心大量資本金額流向台灣。

“熱錢一直在進進出出，會導致資產價格的波動，但是現在看起來，這問題(對台灣)不是那麼嚴重，目前國內大家關心的是，如何透過有效政策提升"內需"”

除了經濟議題，彭淮南也連續第15年抗議從1986年中國入會後，我國的會籍名稱從「Republic of China」變成「Taiwan,China」。

The head of Taiwan’s central bank, Perng Fai-nan, spoke at the annual meeting of the Asian Development Bank in India Saturday. He warned of the ills of “exceedingly accommodative monetary policy” and Japan’s devaluation, saying such measures would not eradicate the root of the world’s economic problems, the lack of demand. 

Prior to his speech, central bank governor Perng greeted Indonesia’s alternate central bank governor and hoped for improved relations between the two countries.

At the forum, Perng said that at a time when some of the world’s largest economies are all adopting accommodative monetary policy, the global liquidity glut may only build up further and put the already fragile global financial system at risk.

Perng also warned that emerging economies are bearing the brunt of the impact of quantitative easing policies taken by advanced economies and the volatile capital flows and wild swings in exchange rates caused by those policies.

One economist was not as concerned as Perng about the huge flows of capital coming into Taiwan.

Hot money has always flowed in and out. It leads to volatility in asset prices. But right now, it’s not a serious problem for Taiwan. What everybody is more concerned about is how to improve domestic demand through effective policies.

Aside from addressing economic issues, Perng also objected for the 15th consecutive year to Taiwan having its name in the organization changed from Republic of China to Taiwan, China in 1986.

永和中和路

新北市的中、永和，許多民眾常常搞不清楚，而且中和也有永和路，永和也有中和路，更讓外縣市民眾，時常搞混迷路。

新北市民政局為了有效解決路名混淆問題，從5月1號起一直到年底，著手改路名，中和永和路部分路段巷道，名子都會取新的，影響戶數大約2200戶。

New Street Names (2013/04/30)

Travel in New Taipei’s adjoining Zhonghe and Yonghe districts can be confusing. One problem is that Zhonghe has a street named Yonghe Road, and Yonghe has a street named Zhonghe Road. 

New Taipei’s Department of Civil Affairs is working on a solution. From Wednesday it will begin changing these street names, as well as the names of adjoining alleys and address plates. Over 2,000 households will be affected.

張家界後續

雄獅湖南張家界旅遊團，昨天發生嚴重的翻車事故，造成3死11輕重傷。司機被公安帶走訊問，釐清肇事責任。但旅行社今天強調，當時並沒有趕路超速，可能是因為大雨影響視線，才會出意外。昨天跟今晚都有安排旅客家屬搭機趕往當地，處理善後。

針對昨日張家界的嚴重翻車事件，開車的駕駛目前，仍被當地公安訊問要釐清肇事責任。不過外界猜測，駕駛司機是否是為了趕路，而沒保持行車安全距離 ?

“不是很趕的行程，司機也不會開太快，當時車速大概60到70公里左右，前方大約在200到300公尺處，臨時發生事故，視線也不是很好(天雨路滑狀況)的狀況，導致事故發生”

在此意外中的旅客，仍餘悸猶存。

“有一部小轎車打滑，打滑就在那邊滾，滾的時候(遊覽車)緊急煞車，不然會撞到它(小轎車) ，遊覽車緊急煞車，一煞車，遊覽車這麼高就甩尾了，甩尾時駕駛要硬轉過來，已經上到旁邊的護欄上面了”

死者家屬，可獲得意外險、醫療險共213萬元，仍在考慮是否要當地火化; 至於倖存旅客，除了一名傷勢較重的梅姓旅客外，其餘最快5月1號可以返回台。

Driver of tour bus questioned over deadly crash (2013/04/30)

Police in China are still trying to determine responsibility for the tour bus crash in China that killed three Taiwanese tourists and injured another 11. Most of the injured will be able to return to Taiwan as early as Wednesday while families of the deceased are deciding whether the victims should be cremated in China or Taiwan. 

The accident occurred as the bus was on route to Hunan province’s Zhangjiajie. Police on Tuesday questioned the driver of the bus. Many people think the bus might have been traveling too quickly or tailgating, though the Taiwanese travel agency that arranged the trip disagrees

It wasn’t a rushed itinerary, and the driver wasn’t going too quickly, probably 60 to 70 kilometers an hour at the time. An accident suddenly occurred 200 to 300 meters ahead of the bus, and visibility was poor. These factors caused the accident.

H7N9最新

H7N9流感才剛在台灣爆出首例個案，國內都還在加強防疫機制的同時，緊接著而來的是中國五一連假，到時候將有大批中國客來台觀光，這對台灣的疫情勢必造成衝擊，疾管局已經擬定好了中國客在台就醫的補助方案，以及相關防疫的加強措施。

明天即將開始的五一連假，萬一有中國客在台發病，疾管局訂出一套醫療補助方案。

“在這知道結果之前的這些費用，都是我們在負擔，知道這個結果是確診，除了我們支付四項費用之外，其他費用必須要由你自己來負擔”

政府支應的醫療費包括病房費、H7N9流感病毒檢驗費、克流感一個療程五天、醫院膳食費，由病患自行吸收的部分包括，葉克膜、其他藥物、醫師巡房費，一天約需要自行負擔1萬2仟多塊，

疾管局向外國旅客呼籲，來台灣前最好先買保險。

Government to subsidize portion of H7N9 treatment costs for foreign visitors (2013/04/30)

Fears that Chinese travelers could bring a deadly new strain of bird flu to Taiwan has renewed debate over who should pay should they need treatment and quarantine. The Centers for Disease Control says that it will subsidize part of the screening and treatment costs, though a significant portion would have to be paid by the patient. 

Tomorrow is the start of a five-day holiday in China, which will bring more Chinese tourists to Taiwan. Before then the Centers for Disease Control explained subsidies it will offer for foreigners not covered under Taiwan’s National Health Insurance system.

經濟成長率

台灣第一季經濟成長率原先預估是3.26%，不過今天主計總處一口氣下修到1.54%，主要原因是中國和歐盟經濟疲軟，加上國內手機出貨量不如預期，但是主計處強調，台灣的經濟狀況在亞洲只輸給泰國，全年保3還是有望。

HTC推出的新機皇，民眾搶著買，可是宏達電卻沒有貨，導致宏達電第一季稅後每股盈餘只有0.1元，間接讓台灣第一季經濟成長率，卻一口氣從原本預估的3.26%下修到1.54%。

內需方面，民眾消費意願降低也是拖累GDP的原因之一。

主計處承認復甦力道趨緩，但比起其它差的國家，還是不錯的。

“我國(前兩月成長率)2.4%，在東協國家，以及亞洲四小龍國家當中，是僅次於泰國的4.1%”

這一比，讓在野立委更加不滿。

主計處強調，即使第一季GDP表現不佳，但對全年保3還是很有信心。

Statistics bureau announces first quarter growth of 1.54% (2013/04/30)

The statistics bureau is confident that growth this year will surpass 3 percent despite disappointing first quarter figures. The bureau announced today that growth in the quarter was 1.54 percent, less than half an earlier estimate. 

The new HTC One is proving to be a popular item. But the inability of the Taiwanese company to meet demand dragged down its earnings per share in the first quarter to just a tenth of an NT dollar. This was just one contributing factor to Taiwan’s anemic 1.54 percent growth in the first quarter, down from an earlier government forecast of 3.26 percent.

The main reason for the decline is that exports failed to meet expectations.
