經濟制菲
台灣漁民慘遭菲律賓漁政船射殺，卻得不到正式道歉，外界要求政府實施經濟制裁的呼聲越來越高，不過今天經濟部長張家祝在立法院備詢時回應，受限於WTO規範，現在不考慮透過經濟手段，但雙方經濟合作的步調可以放慢。民間部分也贊成政府，做抵制的動作。
菲律賓漁政船射殺台灣漁民，全民激憤，希望經濟部硬起來，向菲律賓實施經濟制裁，但經濟部長說，現在不考慮。

“基本上現階段，不會考慮用貿易的手段來處理這個事情，因為我們是WTO的會員國，根據WTO的規範，一般是不可以用貿易手段，來處理這種事情，除非這個爭端到發生戰爭
張家祝解釋，經濟制裁使不上力，而且效果也不大，但可以用其他像活動、交流的部分來抵制。

“對方反應非常惡劣的話，我們將來經濟合作那部份，我們整個步調，還有方式(可放慢) ，雙邊每年都有部長，跟次長級的互動”
這股抵制的效應，也擴及民間，已有人力仲介業者出面呼籲，即日起不再引進菲勞； 依賴菲勞的科學園區業者，也表示支持政府做法，兩大工商團體更罕見的呼籲產業界，配合政府全力反制菲國。

Besides a military response some quarters are urging that the government hit the Philippines with economic sanctions. But Taiwan’s Ministry of Economic Affairs says World Trade Organization regulations prevent it from taking such action.
Public anger after a Philippines government vessel shot at a Taiwanese fishing boat, killing a fisherman, is leading to calls for economic sanctions. Economics Minister Chang Chia-juch says the conditions don’t warrant such a response.

In the initial stage we won’t consider using trade mechanisms to handle this matter. We are a member of the World Trade Organization. WTO regulations prevent us from using trade in this type of situation, unless the dispute reaches a point of war.
Chang claims that the effect of sanctions would be small. But he says there are other response mechanisms.

If the other side’s response is very poor, we can take action by changing the pace of our future economic cooperation. Each year there are exchanges at the minister and deputy minister levels.
In parts of the private sector the response is less measured. A human resources agency says it will no longer recruit Philippine laborers. Another science park company which relies on Philippine workers says it will support whatever action the government takes. In a rare move, two major industrial groups are also calling on industry to restrict Philippine exchanges.
