張盛和報稅
今天五月一日是申報所得稅的第一天，不少民眾趕著第一天報稅，財政部長張盛和也特別到國稅局了解報稅狀況，他表示凌晨二點就有四千多筆在網路上完成報稅，而今年因為有軍、教納入報稅，因此今年所得稅稅額目標，應該可以達到！

媽媽嘴開幕
今年三月，媽媽嘴咖啡店因為捲入八里雙屍命案，一度被檢警封鎖列為刑案現場，直到3月底，排除咖啡店負責人呂炳宏等人犯罪嫌疑，終於將咖啡店解除封鎖，咖啡店也在今天重新開幕，現場湧入大批民眾。

建仔完投勝
等待重返大聯盟的王建民，今天放棄月底可以使用的逃脫條款，繼續留在洋基3A出賽，他在客場出戰白襪3A的夏洛特騎士隊，王建民又投出七局僅失一分的精彩好球，不但控球精準，而且滾飛比高達12:4，完全展現出伸卡球的威力，王建民也拿下第二勝。

Finance Minister Speaks
Today is May 1, the first day that people can file their income tax for the past year. Finance Minister Chang Sheng-ford paid a special visit to the National Taxation Bureau to survey the scene. He noted that at 2 am more than 4,000 people had already completed their online tax filing. He said that the decision to require military servicemen and teachers to pay taxes will allow the bureau to reach its taxation target.

Troubled Cafe Re-opens
In March this year the boss of New Taipei’s Mommouth Coffee Shop, Lu Ping-hung, was suspected of involvement in a double murder case. Prosecutors closed the Bali County cafe to carry out a crime scene investigation that lasted till the end of March. After the cafe’s manager confessed to the murder, Lu was absolved of any involvement and was free to re-open the coffee shop. A large crowd of customers was on hand Wednesday as the cafe resumed normal operations. 

Wang’s Return
Wang Chien-ming is continuing his quest to return to the major leagues, pitching another Triple A game against the White Sox affiliate, the Charlotte Knights. Wang went seven innings giving up only one run. He had excellent control and his ground ball to fly ball ratio was 12:4. More importantly, his powerful sinker was working well as he earned his second win.

高雄市議會上午出現一支美麗的隊伍，由捷克籍的世界汽車小姐領軍，八位選美佳麗為交通安全代言。

Eight beautiful women appeared at Kaohsiung City Council on Wednesday for a traffic safety campaign. They were led by Miss Motors International 2012.

The women supported a local anti-drunk driving campaign. Each shared personal experiences to discuss the risks of drunk driving, hoping to inspire others to follow the law.

首梅鋒面涼

梅雨季第一波峰面昨晚報到，突如其來的強降雨，還打亂機場的空中交通。桃園機場超過20個國際航班受到影響，被迫轉降。昨天跟今天比較起來，北台灣白天溫差更超過十度，讓很多民眾覺得好不適應。但氣象局說，這樣不穩定的天氣，至少要持續到周末假期！

嘩啦嘩啦的大雨加上陣陣強風，昨晚首波梅雨鋒面帶來大雨，打亂許多飛機航班。氣象局表示這兩天各地都還是會下雨。

“今天到明天這個過程當中，各地還是偶爾會有一些短暫性的陣雨，但是不至於像昨天晚上下的這麼大”

氣象局表示，這兩天雨勢雖不會那麼大，但到週末受鋒面影響又會有大雨。

“今天到明天降雨的情況，是比較有一些空檔的，但是星期五之後再延續到週末 又會受到滯留鋒面的影響，所以星期五到週末這幾天，各地還是有機會出現陣雨 甚至是雷雨的情況”

除了大雨外，也很明顯感受到北台灣氣溫驟降，氣象局表示週四開始溫度會逐漸回暖。

Forecasters predict rainy weekend (2013/05/01)

Taiwan is experiencing the arrival of the plum rain season. Forecasters say the rains will ease a bit on Thursday but people should brace for a wet end of the week. 

Heavy rain and strong winds marked the arrival of the first plum rains of the year on Tuesday night. Poor conditions even disrupted flights heading into Taoyuan Airport. The Central Weather Bureau says the wet conditions will continue on Thursday.

三通脫團跑

國內航管出現漏洞，金門昨天上午發生第一起中國客脫團，成功搭機闖關飛往台灣的案例，這名78歲的山東老翁，脫隊搭乘華信班機抵達松山機場，在出關時才被航警攔下。這也是金門開放小三通一日遊兩年多來，首次發生這麼離譜的狀況。

穿著黑色上衣的吉姓男子，拿著簡單行李，在航警局員警的陪同下，走出金門機場，大批媒體一擁而上。

這名老翁在30日上午從廈門搭乘小三通客輪抵達金門，接近中午卻悄悄脫團，搭乘下午一點多的飛機抵達台北，遭航警攔獲。

面對記者詢問，老翁沉默不語，坐上移民署的車，循小三通模式遣返出境。由於老翁身上帶了字畫，航警推測，老翁可能想賣字畫。

只是，這名老翁，明明入出境許可證上有註記「限停留金門地區」，但為何航空公司櫃台沒注意，負責第二線把關的航警也沒發現，相關責任歸屬，還有待釐清。

78-year-old evades security, flies to Taipei (2013/05/01)

Officials are investigating how a 78-year-old Chinese man from Shandong was able to board a plane to Taipei, despite having a visa that only permitted him to stay in Kinmen. Since being stopped at Songshan Airport the man has been repatriated. 

The Chinese man wearing black is named Ji Yu. He carries little baggage as he walks out of Kinmen Airport, accompanied by Aviation Police. Reporters quickly gather around him.

On Tuesday morning Ji took a boat from China’s Xiamen to Taiwan’s Kinmen, taking advantage of the three mini-links. Around noon he left the tour group he had arrived with then took a plane just past 1 in the afternoon, heading for Taipei. It was there that he was finally stopped by Aviation Police.

After his capture Ji didn’t answer reporters’ questions. He got into a National Immigration Agency vehicle to return to China the way he came. Ji had calligraphy with him, which officers suspect he had planned to sell.

林益世只輕判七年四個月，主要是因為法官認為，林益世當時的職位，無權干涉中聯和中鋼，這兩間「民營公司」的人事，但比較陳水扁"二次金改"的案子，不但被認定有"實質影響力"，還被重判18年，綠營立委就痛批這"根本是雙重標準"。

從特偵組的求處無期徒刑，變成只輕判他七年四個月，林益世被平面媒體拍到，臉上藏不住得意的笑容，但綠營立委卻氣炸了。

綠營立委拿林益世案和扁案做比較。

陳水扁在二次金改弊案中，收受元大馬家和前101董座陳敏薰的現金，法官採納"實質影響力"為量刑因素，判處他"18年徒刑"。

不過在林益世案，法官認定遭施壓的中鋼、中聯屬於民營公司，推翻了特偵組的"實質影響力說"，不過聽聽林益世在關鍵錄音帶中，確曾說出這樣的話。

法官的"實質影響力說"，讓綠營立委不能接受。

“我想從陳前總統的案子，到林益世的案子，我們看到了司法單位做了不一樣的判決，讓大家覺得，是不是只要是國民黨的人，就一切都不會有罪”

綠營也質疑，關於台北市議員賴素如、前南投縣長李朝卿的貪污弊案，會不會到最後，也是重重舉起，輕輕地放下。

The opposition DPP is accusing the judiciary of having a double standard when it comes to ruling on cases involving pan green and pan blue members. It is furious that the pan blue, KMT figure Lin Yi-shih received a sentence of just seven years and four months after extorting a payment of NT$63 million from a contractor. In a similar case former DPP President Chen Shui-bian was sentenced to 18 years in prison. 

The severity of the accusations against former Cabinet Secretary-General Lin Yi-shih led prosecutors with the Special Investigation Division to request a life sentence. Instead the court only gave Lin seven years, four months. The cover of the Apple Daily on Wednesday revealed the joy felt by the former Ma Ying-jeou aide. The opposition DPP was irate.

The judges were lenient on Lin Yi-shih and let his accomplices off unscathed. The people are completely disappointed in the court.

DPP lawmakers compared Lin’s case with a case involving former President Chen Shui-bian.

During Chen’s second-wave financial reforms program he accepted money from members of Yuanta Financial Holding’s Ma family as well as Diana Chen, a former chairwoman of the Taipei Financial Center Corporation. As president Chen was not a decision-maker who could directly benefit either the Ma family or Diana Chen. But judges ruled that he had substantial influence and sentenced him to 18 years.

The Special Investigation Division used the substantial influence argument again for the Lin Yi-shih case, arguing that he influenced contracts handed out by the China Steel subsidiary CHC Resource Corporation. It based the case on a recording in which Lin bragged about his decision-making power.

But the judges said Lin did not have the power to pressure CHC. The DPP feels the courts have a double standard.

I think the examples of the former President Chen case and the Lin Yi-shih case show that the judicial system has no way of making consistent rulings. Everyone has begun to think that if it’s a member of the KMT, he or she will be found innocent of all charges.

The DPP worries that other high-profile KMT figures accused of corruption will likewise receive light sentences. It will be closely watching the cases involving Taipei City Council Lai Su-ru and former Nantou County Commissioner Lee Chao-ching.
