馬主導覆議

爭議不斷的會計法修正案，終於可以解套，馬總統上午臨時舉行記者會，親自上火線向全國民眾道歉，強調會計法修法後，出現民代公款私用除罪化，以及漏字等疏失，因此決定由行政院提出覆議。

總統馬英九帶著行政院長江宜樺、立法院長王金平，共同召開記者會，要解決會計法修正案爭議。

“今天召開記者會，向社會各界道歉，整個修法的過程，包括民意代表等人員，不當使用公款的除罪化，以及修法的時候，法條漏字的疏誤等等，執政黨確實是思考不周，也違背社會大眾的期待”

亡羊補牢，總統決定由行政院提出覆議。

“所謂提出覆議，就是把整個修正案，這個交回給立法院，那麼如果這個覆議案成立的話，那就是回到原點”

立法院長王金平敲定下週一，召集朝野協商。目前國民兩黨團都傾向通過覆議案，不過國民黨團沒打算，在臨時會中，解決問題。

“這個案子我們希望，就暫停在那裡，希望讓社會更多的討論，更多的共識，再來看怎麼處理”

這是馬總統自2008年執政以來，政府首次提出的覆議案。

President Ma tells Cabinet to reconsider amendment to Accounting Act (2013/06/07)

For the first time of the Ma Ying-jeou presidency the Cabinet has sent an amendment back to the Legislature for reconsideration. Ma wants the Legislature to fix a flawed amendment to the Accounting Act that was supposed to exempt public research grants for university professors from being audited , but somehow left out the word “professors.”

President Ma Ying-jeou along with Premier Jiang Yi-huah and Legislative Speaker Wang Jin-pyng held a press conference to address the amendment to the Accounting Act.

Today’s press conference is to apologize to the community. The ruling party’s thought process was incomplete when it amended the law to decriminalize improper use of public funds by elected officials. There was also the issue of the missing character. The ruling party thinks this runs contrary to public expectations.

To remedy the situation, Ma has decided the Cabinet will ask that the amendment be reconsidered.

This proposed reconsideration means that the entire amendment will be given back to the Legislature. If it approves reconsideration, the process would then begin again.

Legislative Speaker Wang Jin-pyng said a bipartisan meeting will be held on Monday. Both the KMT and DPP legislative caucuses are generally in agreement to pass the reconsideration, but the KMT does not sound like it wants to push a new amendment through.

We hope this case can be temporarily suspended. We hope society can discuss the issue in more detail and reach a consensus before the Legislature deals with it again.

Since President Ma took office in 2008, this is the first case of the government sending a bill back to the Legislature for reconsideratio
