南北韓熱線

北韓昨天透過國營電視台,表示希望和南韓進行對話,目前雙方已經確定9日將在北韓,先舉行一場會前會、12日再到南韓首爾正式會談。而雙方中斷的紅十字會熱線,也在台北時間今天下午兩點,正式重啟。

北韓六日釋出善意表示願意和南韓和談,讓朝鮮半島緊張局勢出現緩和跡象, 而且這回,北韓姿態放得很低,說時間地點由南韓決定,南韓也立刻釋出善意,決定日子就在12日,地點是南韓首都首爾。

不過北韓在7日立刻做出回應,表示雙方互信不夠,應該在9日先在開城舉行工作會議,南韓也痛快答應。至於兩韓民眾,對於南北韓政府願意心平氣和坐下來談,都表示樂觀其成。

北韓自從去年底,成功發射衛星後,又進行核試爆,並在3月11日切斷兩韓間的紅十字會熱線電話,情勢劍拔弩張,不過就在今天,北韓重啟南北韓邊界板門店的紅十字會熱線,恢復雙方的溝通管道。

 

North and South Korea agree to hold talks this weekend (2013/06/07)

In a goodwill gesture North Korea says it has re-established a bilateral hotline with South Korea. The two nations have also agreed in principle to preliminary talks on Sunday ahead of ministerial-level talks next week. They plan to discuss restarting operations at the Kaesong factory zone, one of the few areas of industrial cooperation between the two sides. 

Yesterday, North Korea expressed its willingness to engage in peace talks with South Korea, an indication that tensions are abating. The North took a humble posture, saying the date and location of the talks would be up to the South. In response, South Korea expressed its goodwill, deciding to hold talks on Wednesday in the South Korean capital of Seoul.

North Korea responded today by saying more preparatory work needs to take place before the meeting is held, suggesting a working-level meeting on Sunday in the Kaesong complex. South Korea agreed in principle, as Korean people on both sides of the border are optimistic their respective governments will engage in fruitful peace talks.

Tensions began escalating at the end of last year when North Korea successfully launched a satellite and carried out nuclear test explosions. In March, North Korea severed a hotline they share, making matters even worse. But on Friday the North said it would reopen this hotline to restore communications.
