因為涉及在去年偵辦立法委員柯建銘的司法關說案時，向馬英九總統報告相關事證，黃世銘3月遭台北地院判刑，隨後辭職，馬總統今日准辭。但由於反服貿學生占領立法院，新的檢察總長人事同意權案無法處理，新任檢察總長恐將面臨難產。

After he was convicted last month by Taipei District Court, Huang fulfilled a promise to resign. Today, President Ma Ying-jeou approved his resignation. But with lawmakers unable to review Ma’s new choice for prosecutor-general, the office will be left vacant.

但是佔領立法院已經兩個多禮拜了，就算成功號召大批群眾上凱道，僵局依舊無解，加上場外週邊抗議噪音，還有的父母出面哭訴要孩子回家，壓力逐漸倒向學生。

學運拖得越久越失去動能，也對學生越不利，要如何退場又保住戰果，該好好思考。 

Lin Fei-fan gave an interview to Bloomberg in which he suggested that an exit from the Legislature could be discussed should certain conditions be met. But when the local media focused on the story’s headline that said an end to the occupation was in sight, Lin felt compelled to clarify his stance. 

The interview with Bloomberg was titled “Taiwan Students See End to Occupation With China Oversight Bill.” It was a headline that Lin felt overstated his position, which he clarified on Thursday.

I think the Bloomberg article’s headline was too arbitrary and too soon. What I said was that we could discuss the idea of leaving the Legislature if the oversight bill can be legislated. We are not currently considering any mechanism to pull out and we are not answering any questions related to such a mechanism. The one who should be thinking about a retreat mechanism is President Ma.

But even if the effort to mobilize a large crowd on Ketagalan Boulevard succeeded, the occupation has continued for more than two weeks and the stalemate remains. As protests against the students erupt and parents plead with their children to return home, the pressure is gradually mounting on the student protesters.

The Legislature is not the students’ bargaining chip. They have become the bargaining chips of others. Think about it. Why hasn’t (Legislative Speaker) Wang Jin-pyng gotten involved? It’s simple. Because the students give him very good leverage in taking on Ma Ying-jeou. Why isn’t the DPP interested in talking? Because it is worried about being accused by others of selling out the student movement.

The longer the occupation continues, the more momentum the students are losing. The students may soon have to consider how best to pull out while preserving their gains.

闖立院及政院二案，檢察官總共鎖定205人，將陸續遭到約談。

More than 200 people are under investigation for alleged offenses related to storming and occupying the Executive Yuan and Legislative Yuan. Student leader Lin Fei-fan describes this as President Ma Ying-jeou’s “revenge.”

國民黨立委張慶忠,連排兩天服貿協議審查,昨天藍綠爆發拉扯衝突,今天民進黨團乾脆把會議室大門直接鎖上,還開玩笑說通關密語得講”馬英九下臺”才開門,國民黨立委不得其門而入,火大開罵,而張慶忠也鬆口,門鎖住開不成會只好擇期再審。

七點半委員會規定的簽到時間一到,原本被民進黨立委鎖住的會議室大門打開,瞧一瞧沒有國民黨立委來,又上重新再鎖上。

到了會議室門口，林鴻池和張慶忠還是不得其門而入。

張慶忠則表示，既然門鎖住，就擇期再來逐條審查服貿協議。

The DPP blocked a review of a trade-in-services pact with China for the second day in a row. DPP lawmakers locked the door of the room in which the joint committee session was to be held, keeping out their KMT colleagues and preventing the meeting from taking place. Committee convener Chang Ching-chung said the review would have to be rescheduled. 

It was 7:30 a.m., time for committee members to sign in. DPP lawmakers opened the door to the committee room they had kept locked but didn’t see any of their KMT colleagues and locked it up again.

KMT legislators, of course, were in no mood to use the password.

KMT lawmaker Lin Teh-fu knocked on the door, but it didn’t budge. Downstairs, KMT whip Lin Hung-chih and conference convener Chang Ching-chung were in another meeting room, closely watched by DPP colleagues to make sure the pact review wasn’t being moved to a new venue. 

When the two KMT lawmakers got up and headed to the ninth floor to the locked meeting room, the DPP’s Yao Wen-chih wrapped his arm around Chang’s and walked him out.

When Lin and Chang arrived at the entrance to the room to review the services pact, they were locked out.

Chang said that since the door was locked, the line-by-line review of the services pact would be rescheduled, but he didn’t say when lawmakers would try again.

太陽花學運進入第17天，為了回應兩岸協議監督機制法制化呼聲，行政院今天提出政院版的兩岸協議監督條例草案，包括四階段監督及安全審查機制，但學運領袖強調包括加強國會和公眾監督的機制都沒有達到要求，無法接受這樣的版本。

協議簽署前，民間版要求納入公民監督機制，而政院版僅強調溝通。
協議內容部分，民間版要求立法院可以修，但政院版不能。
至於涉及主權議題，民間版要求交付公民投票，政院版則是透過行政院跨部會、和國安會議兩階段審查。

“民間版在設計上，會產生行政權跟立法權混淆的情況，所以行政院版在設計的時候，就希望說，一方面呼應這個現在輿論上對於兩岸協議的協商過程，應該要更加公開透明，應該有更多國會的監督，應該有更多的公眾參與”

不過學運領袖則不買帳，認為政院版的監督機制不符合民間要求的包括公民能參與、國會要監督等五大原則。

The student protest over the trade-in-services pact Taiwan signed with China is now in its 17th day. One of the demands of the students occupying the Legislative Yuan is that an oversight mechanism for pacts with China be created. The government submitted a proposed mechanism Thursday that it says would increase transparency in the process and get more people involved. But the students rejected it out of hand. 

The Cabinet has proposed its own version of a bill on overseeing agreements with China in response to the students.

First there’s a mechanism to communicate information in four stages to the Legislature and the public: as the pact is being shaped, as it’s being negotiated, before it’s signed and after it’s signed. The other point is a national security review mechanism that brings together national security agencies. Every pact must pass a national security review before being signed.

Here is a comparison of the government’s proposed bill and what the students want.
Before a deal is signed, the students want a civic supervision mechanism, while the government stresses communication.
The students want the Legislature to be able to change the content of any pact, which would not be allowed under the government version.
And on any bill involving Taiwan’s sovereignty, the students want it to be put to a referendum, while the government prefers reviews by the Cabinet and the National Security Council.

The students’ version would mix up executive and legislative authority, so the Cabinet version’s design hopes to echo current opinion on the process of negotiating cross-strait agreements, which would make things more transparent, and allow for more legislative supervision and public participation.

The leaders of the student movement did not accept the proposal, saying the government’s version did not meet five principles they demanded, including public participation and legislative oversight.

The Baltimore Orioles and Boston Red Sox entered the day with their season opening series tied at one game apiece. Looking to win the series for Baltimore in his first start of the year was Taiwan native Chen Wei-yin.

Chen Wei-yin hoped to get a win against the Red Sox after failing to beat them last year. He started by getting Mike Napoli to hit into a first-inning double play.

But from there it was downhill for Chen. After giving up a run in the second, Chen allowed this base hit to David Ortiz in the third. The runner scored as the ball eluded Nelson Cruz. The Red Sox added another run in the fourth off three base hits.

Matt Wieters put the Orioles on the board in the fourth with an RBI double off the wall.

Delmon Young added another run with a deep RBI single.

But the support wouldn’t be enough. Chen was pulled after surrendering his fourth run of the game in the sixth inning. Chen gave up 12 hits over 5 2/3 innings, but didn’t seem too worried.

行政院長江宜樺昨晚親上火線，宣布經貿國是會議，他還質疑學生團體提出的"民間版兩岸監督條例"，根本就是想改變國家認同和定位，把兩國論變成法律文本。負責提案的民進黨立委尤美女則反嗆，台灣本來就是主權獨立的國家。

江揆也批民間版本的兩岸監督條例，刻意拉長審查時間，延宕所有的兩岸協議。

尤美女反擊，服貿爭議在於馬政府黑箱作業，無法取得人民信任，卻把錯推到人民身上。

The citizens’ version of the monitoring mechanism for cross-strait agreements is not based on the existing cross-strait constitutional framework, says Jiang. It opens with discussion of the Republic of China and the People’s Republic of China. An aim of this type of agreement is to change our national identity and status and thereby create a legal basis for the so-called two-nation theory.

President Ma Ying-jeou, are you the president of the Republic of China or the chief executive of a special administrative region of China? asked Yu. Taiwan was originally a sovereign, independent nation, so of course we want to stand on equal ground. If you stand on equal ground, of course you want to hold discussions with the other side based on the idea of Taiwan subjectivity.


Another problem the premier has with the citizens’ proposed monitoring mechanism is that it would extend the review process and delay approval of agreements.

Yu retorted that the problem with the cross-strait trade-in-services pact is that it was negotiated in a non-transparent manner. She says the government has failed to win the confidence of the people, yet is trying to blame the people for delays.

Another area of dispute between the government and the students is whether to hold a national affairs conference on trade and economics or a citizens’ constitutional conference. The government has agreed to the former, which would concentrate on the trade-in-services pact and other economic issues. The students want the latter, which would be wide-ranging and even address government structural reform.

The trade-in-services pact goes beyond economics and trade, says student leader Lin Fei-fan. It also reflects a crisis faced by the Taiwan constitutional system, and a crisis of legitimacy faced by the Ma government. In this kind of situation, we believe that a citizens’ constitutional conference is necessary.

The Cabinet plans for the national affairs conference on trade and economics to begin as early as June and be headed by the premier and public representatives. Another 120 experts from industry, government and academia will hold regional meetings.

學生代表陳為廷坦言，開會結果雖然沒有強制性，但程序嚴謹，代表全台人民的意見，也可以作為未來的參考。

With normal operations at the Legislature on hiatus, student demonstrators plan to hold their own people’s assemblies. Through deliberations they will review proposed monitoring mechanisms to be used for all agreements signed with China. 

People’s assemblies will take place from Saturday in the main assembly of the Legislature, outside the Chun-Hsien Building and in an occupied section of Qingdao East Road. The assemblies will review proposed monitoring mechanisms for cross-strait agreements.

We will rely on a marathon relay format with 60 groups and at least 1,500 people, says student leader Lin Fei-fan. Using deliberative democracy, together we will review the proposed monitoring mechanisms for cross-strait agreements put forward by the Cabinet and the people (citizens). Beginning tomorrow, we will clean up the tables in the legislative assembly. Each of our committee members will sit on the ground and we will hold our own session.

In deliberative democracy, deliberations are central to decision making. Adjunct professor Ku Chung-hwa says it is practiced domestically and overseas.

Denmark uses a deliberative form of democracy to review bills related to issues like genetically modified foods, says Ku. There are environmental risks that the people need to be informed of so a joint decision can be made. The hope is for a public consensus. In Taiwan, when the DPP was in power, there was also a so-called youth national affairs conference.

Student leader Chen Wei-ting says that while the assemblies have no legal bearing, they will be handled carefully. They will seek to represent the view of the Taiwanese people and can serve as a reference for future decision-making.

而學生點名的，還有11位以些微差距勝選的立委，包括王惠美、廖正井等。

以輿論向立委施加壓力，學生開闢新戰場，回敬馬政府的反撲。

Students occupying the Legislature over the trade-in-services pact that Taiwan signed with China hope that their movement can have a lasting impact. A new tactic they used today is street demonstrations against specific lawmakers whom they hold responsible for non-transparent governance. 

To expand their movement against the trade-in-services pact and its perceived lack of transparency, students demonstrated today in the electoral district of KMT caucus whip Lin Hung-chih.

Our objective is simple: to tell Legislator Lin Hung-chih to respect popular will and stop acting as a lackey for President Ma Ying-jeou. Listen to the people’s voice, says this student demonstrator.

Students handed out pamphlets that discuss their reasons for opposing the trade-in-services pact. They also described their objections toward Lin, but stayed clear of his office to avoid confrontation with supporters. Several other lawmakers are also in the students’ crosshairs.

Besides KMT Policy Committee chief Lin Hung-chih, there is KMT caucus deputy secretary-general Chang Ching-chung, former KMT caucus secretary-general Lin Teh-fu, and KMT Legislator Wu Yu-sheng. We want to strongly criticize and put pressure on these four culprits, says student leader Chen Wei-ting. 

In response, Lin Teh-fu said he is nothing like the students described.

The students also named 11 lawmakers they feel will be vulnerable in future elections based on past poll performance.

We told them to break free of Ma (Ying-jeou’s) control as early as possible. This could benefit their future election prospects, says Chen.

The students hope that by turning public opinion against ruling party lawmakers, they can send a message to the Ma administration.

Austin Wu was committed to fashion from his early days as a student. Athena Chuang began later but has likewise seen success.

The combination of white and grey gives an appearance of elegance. After graduating with a degree in sociology from National Taiwan University, Chuang began studying design. She became the first designer of Chinese descent to be hired by the fashion house Fendi.

花蓮到台東的鐵路電氣化即將通車，而在今天早上先以電聯車試車，台鐵確定在今年6月26號全線正式通車，預計通車後台北到台東將從原本的近五小時車程縮短為三個半小時。

等了多年，花蓮到台東鐵路電氣化，終於進入試車階段。

花4年的花東鐵路電氣化工程，全台最後一段電氣化花蓮到台東，終於在6月26號要正式通車，台北到台東車程從原本的四個多小時縮到三個半小時。，而計價方式和現有的太魯閣號及普悠瑪號相同。

為了趕在六月能順利通車，工程人員正在不斷進行各階段的測試。預計屆時搭車人潮肯定又能創下另一波高峰。

Testing is underway for electrification of the railway line between Hualien and Taitung. When service officially begins in June, travel between Taipei and Taitung will be cut to about three and a half hours. 

After years of waiting, electrification of the rail line between Hualien and Taitung has finally entered the testing stage.

Four years were spent electrifying the line between these two eastern Taiwan cities. It is the last line to be electrified in Taiwan, with service slated to officially begin on June 26. Travel time between Taipei and Taitung will be reduced from over four hours to about three and a half. Ticket rates will be similar to those on Taroko and Puyuma trains.

Everything is going smoothly. It’s a big change, with travel to Hualien now only taking about an hour and a half. Time is money, and now (the people of Taitung) will be able to easily get to Taipei.

Various tests are underway in order for the new system to begin in June. At that time, more travelers are expected to take advantage of Taiwan Railways’ eastern line service.

Signs of strength returning to the economy have led to increased hiring at major enterprises. The Wowprime, Hon Hai and Ruentex groups have already announced plans to expand their workforces, and Farglory Group followed suit today. 

Nine units of the Farglory Group will hire a total of 8,000 people. About 3,700 of these will be in its life insurance unit, and 1,500 will be needed to assist with building Taipei Arena.

After becoming the 11th Taiwanese baseball player to play in the major leagues, pitcher Wang Wei-chung discussed the experience and his approach to big league batters. 

Following a 12-game wait, on Monday against the St. Louis Cardinals Wang Wei-chung finally had the opportunity to make his major league debut. He shared his excitement with fans on Facebook, saying that April 14 is a day he will never forget. Wang noted it was the first time he saw snow, and the first time he received a major league paycheck. More importantly, he was given a chance to take the mound to prove to himself and others that he has what it takes to compete in the big leagues.

Brewers fans are beginning to pay attention to this 21-year-old pitcher from Taiwan who also, as it turns out, sports a flashy glove embroidered with the Chinese character for “God.”

太陽花學運落幕，警方著手調查學生違法案件，根據了解，學運總指揮林飛帆和陳為廷，將在一週內將被警方約談，至於跟中正一分局長方仰寧嗆聲的洪崇晏，則是已經收到通知單了，到案時間是明天上午十點，不過他說跟律師討論後，不會到警局做筆錄，到時將直接跟檢方說明。

就是這句''小心被暗殺''，讓台大學生洪崇晏惹上麻煩，涉嫌恐嚇，手上拿著的，是台北市刑大寄出的通知單，要求他在週四到案說明。

Reports say that two students who led the recently ended occupation of the Legislature could face questioning within a week. Another student who made inflammatory comments against the chief of Zhongzheng First Precinct has already received a summons notice. 

Hung Chung-yen’s uttering of the phrase “bring about your own assassination” has got him into deep trouble. This National Taiwan University philosophy student is holding a notice from Taipei City’s Criminal Investigation Division calling him in for questioning on Thursday.

Tomorrow morning (4/17) at 10 o'clock I won’t appear at Taipei City’s Criminal Investigation Division. My lawyer believes the Taipei Police Department should avoid investigation, so he recommended that I make an appointment to directly speak with prosecutors.

The student Sunflower Movement has long upheld non-violent principles, so serious things like assassination shouldn’t be blurted out. They shouldn’t even enter the imagination.

Sunflower Movement members Lin Fei-fan and Chen Wei-ting led protests against the services trade pact Taiwan signed with China. They have been identified for their apparent leading role in occupying the Legislature and could face questioning within a week.

In a press conference today, China’s Taiwan Affairs Office said there is no precedent for renegotiating cross-strait agreements. It also wrote off initiatives to create a monitoring mechanism for cross-strait agreements as a ploy by Taiwanese independence forces to put the two-state theory into law. 

Following student demonstrations, review of the cross-strait services trade pact has been hindered. Today, China's Taiwan Affairs Office held a press conference today to respond to the matter.

There is no precedent for renegotiating cross-strait trade agreements that have already been signed. Agreements reached by the two authorized groups participating in the negotiations should be upheld.

China also issued a harsh warning when it came to legislating a monitoring mechanism for cross-strait agreements.

Taiwanese independence forces are actively using the name of the cross-strait monitoring mechanism in an attempt to legislate a two-state theory or the idea of one country on each side of the strait. 

At a KMT Central Standing Committee meeting, President Ma Ying-jeou echoed this sentiment.

It should be consistent with the Constitution, take a pragmatic view and be truly useful. And later, it should be viable. If you include a two country theory in this law, then it will fail to achieve the purpose of being a monitoring law. It will take cross-strait relations a step backwards.

The pan-green camp accused Ma of pursuing his own objectives while ignoring popular opinion.

黨籍立委苦口婆心，希望馬主席放下，畢竟馬王不和解，政務怎麼推動。年底又要如何團結，打贏七合一選舉。

By withdrawing from the race to become next chairman of the DPP, Su Tseng-chang is paving the way for a generational transition. His example has led KMT lawmakers to urge Ma Ying-jeou, who is president and chairman of the KMT, to also create opportunities for a new generation of leaders to rise to the top of the ruling party. But Ma made no such concessions in a caucus meeting last night.

It is a crucial time for the party. Everyone, from top to bottom and including me, must closely examine the problems we face. Our organization and our publicity and new media departments must reflect on the damage we have suffered.

Ma’s call for reflection follows damage caused to the party during the student-led Sunflower Movement. KMT members who felt he didn’t go far enough instead praised the lead opposition party.

I greatly admire the DPP’s response this time. Some of its senior members who are in prominent positions acted quickly. Within one night, Chairman Su Tseng-chang decided not to run again (for party chairman). Its response and reflection were quite rapid.

KMT members also criticized Ma’s insistence that the party appeal a ruling which allowed Legislative Speaker Wang Jin-pyng to keep his party membership.

If there’s a legal problem, Speaker Wang will face punishment. If there is no legal problem, then the issue lies within our party. This should be settled in-party.

The lawmakers urge Ma to recognize that failure to make amends with Wang will make it difficult for the administration to achieve its political goals. Infighting at the top will also prevent the party unity needed to do well in year-end elections.

民進黨主席蘇貞昌禮拜一以一紙聲明稿，宣佈退出黨主席選舉，今天他退選後首度公開露面，表示自己是為黨好，希望黨能打贏2014，只要少一分廝殺就能少一次傷害，更能贏得勝選。而未來，蘇貞昌明白表示，2014只會輔選不會參選。至於2016，路要一步一步走。

沉寂兩天，蘇貞昌收拾好心情，把自己退出黨魁之爭的心境，公開說明。

身為民進黨創黨黨員，前行政院長謝長廷表示，對民進黨的改造，會非常期待。

Su Tseng-chang made his first public appearance today after announcing that he will not seek another term as DPP chairman. He said he will stump for candidates in the year-end elections but will not run. As for the presidential election in 2016, Su simply said he is taking matters one step at a time.

This is for the good of the party. From my first day as chairman, I have hoped to see this party win the 2014 elections. One less competition means one less round of attacks and one less round of damage to the party.

Calls have emerged for Su to run in a local election. Some want him to make another run at the New Taipei City mayorship, while others hope he can lead the DPP into power in Taoyuan.

For the end of this year, I will stump for candidates but I won’t run. I have always said that I will take matters one step at a time. 2016 can only happen if 2014 (is a success). People should think about 2014, not 2016.

Su still has more than a month as DPP chairman. He plans to continue reforming the party and gave a three-step process for reform at today’s Central Standing Committee meeting.

The student movement was a shock to the constitutional government, government and political party systems. A variety of responses are needed. 

One of the DPP’s founders, Frank Hsieh, said today that he looks forward to the changes ahead.

但不同於現行無線訊號，可以隨處接收。可見光傳輸，怕雨滴造成折射，所以只能裝在室內，使用者也必須要在能看的到訊號傳輸機的地方，才能使用。

A Taipei research team has developed a new kind of visible laser wireless internet technology that can transmit information at ultra-fast speeds. The researchers say it is up to 100 times faster than the latest 4G technology. 

Besides performance art like that seen here, there are many uses for lasers. Researchers at National Taipei University of Technology spent three years and more than NT$20 million to develop ultra-fast wireless internet that relies on visible laser light. It takes less than a second to download a film requiring 4.5 gigabytes of memory.

When I block the red laser, you can see that the image on the screen and the eye diagram disappear. The instant I remove this paper, the image and the eye diagram return.

Current wireless technology can be received in a variety of settings, but visible laser light transmission is refracted by raindrops. This means it is only suited to indoor environments. Users also have to be in sight of signal transmitters.

環保風盛行，吹向服飾界，之前就有設計師使用寶特瓶，抽出環保纖維，作出環保運動衣，現在有廠商用喝完椰子水不要的廢棄椰殼製作T恤。

廠商還大幅降低衣服製程的碳排放量，將每件衣服控制在11到21公斤的碳排量。甚至得到環保署肯定，獲得碳標籤認證。

A clothing designer has developed a new type of t-shirt made from discarded coconut rinds. 

The environmentally friendly clothing can significantly reduce waste. It was awarded a carbon footprint label from the Environmental Protection Administration.
