In their home opener, the Baltimore Orioles took on the Boston Red Sox. Both clubs started their ace in a game that played out as a pitcher’s duel. 

Major League Baseball’s opening week continued with the Orioles taking on the Red Sox. The Orioles had confidence in ace Chris Tillman, who recorded 16 wins last year. 

Tillman would go five innings, giving up just one run on a Grady Sizemore home run.

Red Sox starter Jon Lester also had a terrific outing, going seven innings and recording eight strikeouts. The score was even at the middle of the seventh before Lester surrendered a home run which would prove to be the decider. 

The Orioles won by a score of 2 to 1.

林飛帆對政府所謂的合法性提出質疑，並表示必要時，全民應該做出反抗。

In an interview with Al Jazeera, a leader of the student occupation of the Legislative Yuan argued that civil disobedience is justified because the government broke the law. Lin Fei-fan said that the students plan to continue their protest until a “proper response” from the Ma Ying-jeou administration is received.

So far, we’ve entered the 14th day of our occupation. So far, we are still waiting for a proper response from the presidential palace. Basically we hope that the movement can continue. We hope to keep occupying the parliament.

The anchor asked Lin how the students could justify illegally occupying the Legislative Yuan. Lin said that the government’s forcing of the trade-in-services pact through legislative committee was illegal, making it the right of the students to disobey the government.

The procedure is not justified and is not legal. That is why we people have to occupy the parliament and not cooperate with the government.

Lin believes the government’s action put its legitimacy into question and made civil disobedience necessary.

今天上午，有十幾名學生、教師，以及律師團體，到監察院遞交陳情書，要求監委彈劾行政院長江宜樺，以及警政署長王卓鈞。學生們認為江宜樺引起服貿爭議，又指示王卓鈞發動324行政院暴力驅離學生行動，這兩人應該負起政治與刑事責任。

十多名學生以及教師律師代表，一早聚集在監察院門口，舉牌抗議行政院和警政署，暴力攻擊學生，要求行政院長江宜樺及警政署長王卓鈞下台負責。

不滿警察暴力和服貿爭議，學生從星期天開始在網路號召，兩天之內累積超過兩千人連署，律師團也參與發聲。

“律師團現在已經研議好，也已經開始行動，會針對這些人提出告訴，包括國家賠償，各種訴訟行動，我們認為在這起事件裡面，我們呼籲所有被害人，所有在現場的人都站出來，我們不能容許在國家暴力事件裡面，只有被害人，沒有加害人，我們絕對追究到底，一個都不放過”

一行人進入監察院，由值日監委錢林慧君接收陳情書。

Students are urging the government watchdog to impeach officials who ordered and led last week’s bloody crackdown on demonstrators who stormed the Executive Yuan. Chief among the officials who the students want the Control Yuan to investigate is Premier Jiang Yi-huah. 

Early in the morning, a delegation of more than 10 students and representatives of professors and lawyers appeared at the entrance to the Control Yuan. They protested the use of excessive force by the Executive Yuan and National Police Agency against students, and demanded the resignation of Premier Jiang Yi-huah and police agency chief Wang Chuo-chiun.

We want to stand up and demand that the Control Yuan begin impeachment proceedings against the premier and the police chief. The premier’s support of the trade-in-services pact did not take into account the concerns of the public. We believe this administrative negligence is enough for the Control Yuan to begin impeachment proceedings.

Dissatisfaction with the use of excessive police force led students to begin an online petition on Sunday. In just two days, they accumulated more than 2,000 signatures. Lawyers are also contributing.

Lawyers groups have deliberated and begun to initiate lawsuits for state compensation and other legal actions against these people. We appeal to all victims and everyone at the scene to come forward. We cannot allow violence in our country, nor can we allow for there to be victims without pursuing the offenders. We will pursue this case till the end.

Members of the group were granted access to the Control Yuan and delivered the petition.

服貿協議被國民黨立委張慶忠以30秒的時間宣布送交院會，引發爭議，國民黨政策會執行長林鴻池跟張慶忠出面道歉，林鴻池還說已經二度向黨主席馬英九請辭，還確定將服貿協議退回委員會逐條審查，但民進黨現在持要先將監督條例立法，再審服貿。

國民黨確定服貿退回委員會，週三開始排案審查。

強調將依照當初朝野協商，在委員會逐條審查，但綠營已經不買帳，表示要先將兩岸協議監督立法再審查。

The spark that led students to occupy the Legislative Yuan was when a KMT legislator rammed the trade-in-services pact through committee in just 30 seconds. Students decried the ruling party over what they perceived to be a failure to follow democratic procedures. Since then, the responsible legislator and caucus whip have apologized and agreed to send the pact back to committee for review. 

Twice, KMT caucus whip Lin Hung-chih and Internal Administration Committee co-convener Chang Ching-chung bow to apologize. They say they regret the disturbance which erupted after forcing the trade-in-services pact through legislative committee to the general assembly in just 30 seconds. Lin offered his resignation as caucus whip to KMT Chairman Ma Ying-jeou on Friday and Monday. Today, his desire to resign hadn’t changed.

The chairman urged me to stay. But last night, after the press conference here ended, I returned to party headquarters to again hand in my resignation letter.

The KMT has decided to send the services trade pact back to committee. It will be scheduled for review on Wednesday.

If the ruling and opposition parties can achieve a consensus, then review of the trade-in-services pact will proceed accordingly.

The KMT has now agreed to fulfill its original pledge for a line-by-line review in committee. But events over the past couple weeks have led the DPP to change its demands. The opposition now wants a legal mechanism for monitoring cross-strait agreements to be completed before review of the trade-in-services pact can take place.

張安樂和馬總統的關係，一直以來，也是外界關注的焦點，從08總統大選期間，就曾爆出馬大姐馬以南到中國密會張安樂，向他募款拉票！。

週刊上，斗大標題寫著有關08年總統大選前不到一個月，馬總統大姐馬以南爆出和張安樂兩度見面，像黑幫募款拉票。而當時馬總統，對這件事輕描淡寫。

如今交保期間，又率眾到立法院對抗學生，綠營要求對張安樂撤銷交保。

For years President Ma Ying-jeou has been dogged by rumors that he and former gang leader Chang An-lo are close associates. Some of the most damaging allegations came just before Ma’s first election as president, in which he admitted that his sister had met Chang in China while Chang was a fugitive of the law. 

Less than one month before the 2008 presidential election, a report appeared in Next Magazine that President Ma Ying-jeou’s sister, Ma Yi-nan, had met with Chang An-lo twice. Apparently, Ma Yi-nan sought campaign funds from the former gang leader. This was Ma Ying-jeou’s response:

She previously met with some Taiwanese businesspeople in China. I will tell her to be more careful about these types of gatherings in the future.

Before the 2012 presidential election, Chang was still a fugitive hiding out in China. He publicly voiced support for Ma Ying-jeou.

I hope that Ma Ying-jeou can continue in office. Then, these hard won, favorable cross-strait relations can continue.

Chang is out on bail but not staying under the radar. After he led protesters to the Legislative Yuan today, pan green supporters urged that his bail be rescinded.

事實上，挺服貿群眾和反服貿學生不是完全沒有交集，雙方一度各派出三位代表希望以對話尋求共識。

但挺服貿代表一開頭就質疑，學運代表林飛帆和陳為廷沒出面，對話不對等，學生反嗆挺服貿代表應該將矛頭對準政府，而不是弱勢的學生，雙方各說各話，對話不到一分鐘就結束。

For a moment, there was talk of discussion between demonstrators for and against the cross-strait trade-in-services pact. At one point both sides dispatched representatives for talks. 

But those who support the pact immediately expressed dissatisfaction. They wanted to speak with student leaders Lin Fei-fan and Chen Wei-ting. The students argued that those who support the trade-in-services pact should bring their grievances to the government. In less than a minute, the dialogue ended without any resolution.

白狼張安樂與支持服貿的群眾，揚言進議場找學生"好好談談"，議場裡難免緊張氣氛。學運領袖回應，基於安全考量，不會讓他們進議場，只願意透過警察代接訴求書。還呼籲白狼應該向造成僵局的馬總統表達訴求，而且無論反或挺服貿都應該一起支持兩岸協議監督條例。

聽到白狼號召勞團要衝進來，議場大門口"椅子山"用繩索緊緊纏繞，還派了兩名志工警戒。議場外頭的走廊上，樓梯間更是站滿員警，如臨大敵。

“如果說他真的堅持，要遞這個訴求書給我們的話，那我們會希望他能夠交給警方之後，請警方代轉給我們在場外的同學，場外同學會再把它帶回來，那因為基於安全上的疑慮，所以我們不可能，可能沒辦法讓他進到場內”

學運代表強調，白狼找錯對象，真正造成僵局的是馬總統。

“我們很歡迎他把他的訴求，交給馬政府，馬總統，讓他出面回應，但同時，我認為他在訴求上面，應該要跟我們具有一致性，因為無論是挺服貿，還是反服貿，我們都應該要有一個，人民可以參予，而且能夠監督的機制”

陳為廷、林飛帆以及學運幹部，也透過看電視轉播，隨時掌握場外狀況，畢竟兩方人馬短兵相接，就怕擦槍走火，讓原本訴求和平、理性的學運變了調。

Student leaders have generally tried to keep occupation of the Legislative Yuan peaceful. They were pleased when former gang leader Chang An-lo left the Legislative Yuan today without major incident. 

Upon hearing Chang An-lo had called on labor groups to help him enter the Legislative Yuan, the pile of chairs forming a barricade inside the assembly was fortified with extra rope. Two extra volunteer security staff were deployed, and police filled the stairways.

If he really insists on giving us his demands, we hope he can give them to police and they can pass them to our fellow students outside who will bring them in. Basic security concerns mean that we cannot let him inside the Legislative Yuan.

Student leaders say Chang’s anger is misdirected and that the real culprit behind the impasse is President Ma Ying-jeou.

We welcome him to present his demands to the Ma administration. At the same time, I think his request is a lot like ours. Whether you support or oppose the trade-in-services pact, we probably all would like a monitoring mechanism that allows citizen participation.

Leaders of the student occupation watched developments outside unfold on TV. Fortunately, there was no violent outbreak.

挺服貿團體今天前進立院，前竹聯幫大老「白狼」張安樂，儘管強調只是聲援，並非活動主辦人，但他一到場，仍引起最強烈的關注，面對媒體鏡頭簇擁，白狼兩度不只痛批學生違法佔領國會，行為宛如土匪，更批評警方毫無作為，該負最大責任。

狼來了，數十名穿著黑衣的私家保全，連忙上前護駕。

白狼停下腳步受訪，出「土匪」兩字，大罵學生霸佔國會的行為。

支持與反服貿的群眾，在忠孝東路鎮江街口對峙一下午，警察夾在中間，全力阻隔雙方人馬，儘管有零星衝突，但總算在晚間反服貿群眾逐漸散去後，回復平靜。不過白狼說議場若不清乾淨，還會再來。

Tension was high today at the Legislative Yuan when a former leader of the Bamboo Union gang and pro-China activist confronted student protesters. Chang An-lo compared the students to kidnappers and demanded that they leave the lawmaking body. 

Dozens of bodyguards decked in black shirts escorted Chang An-lo, also known as the White Wolf, outside the Legislative Yuan. 

After stopping he immediately shouted the word “bandits,” accusing the students of illegally occupying the Legislative Yuan.

The Legislature belongs to the public. It is not theirs. This is equal to someone blackmailing your family, or bandits kidnapping your grandson and then saying that he’s one of their bargaining chips. Your grandson is in their hands and how much do you want to pay? By making the Legislative Yuan their home, they are acting in the same way. 

Chang also took his turn at police, accusing them of doing nothing and failing to take responsibility.

Today our police suffer dereliction of duty, with the students and the police acting illegally. If you don’t evict them, there will be social costs which could lead to greater social unrest. And who is to blame? The police.

Chang’s group encountered those opposing the trade-in-services pact at the corner of Zhongxiao East Road and Zhenjiang Street this afternoon with police in the middle, separating both sides. A few clashes erupted, though both sides eventually backed down. Chang vowed to return if the students don’t leave.

學生佔領立法院已經進入第16天，全國動員7萬多名警察輪流站崗執勤，雖然3月23日，強制驅離學生大作為，飽受外界批評，但府院不但力挺，行政院長江宜樺今天下午，還發放加菜金。

警政署長王卓鈞接過30萬元加菜金大紅包，大廳頓時響起如雷掌聲，行政院長江宜樺一開口，先來個溫情打氣。

江揆還認為323學生闖進行政院那天，警方的驅離動作，已經夠人道。

致詞完畢，江宜樺逐一和員警握手，學運持續抗爭，江揆力挺警察到底。

Student occupation of the Legislative Yuan has led to overtime for many of the nation’s police officers. Today Premier Jiang Yi-huah met with some of the officers and thanked them for their hard work.

There was loud applause as Premier Jiang Yi-huah presented National Police Agency Director-General Wang Cho-chiun with NT$300,000 to award local police officers.

I feel sad because the 12-hour shifts police have to work affect their family life. During this period, I have seen relatives of police shed tears due to the dangers associated with this job.

Jiang believes the police eviction of students occupying the Executive Yuan on March 23 was done humanely.

反服貿學運要求召開公民憲政會議，行政院發言人孫立群昨表示決定召開「經貿國是會議」，預計本周四行政院會前規劃完成，今天學運領袖明確表達不接受，堅持必須由公民團體與學生為主體開"公民憲政會議"。

針對馬政府以召開"經貿國是會議"來回應"公民憲政會議"的訴求，陳為廷直接挑明說，只談經貿不夠，就是要拉高到憲政層次！

從一開始對服貿協議的不信任，太陽花學運的訴求，現在擴大到修憲，企圖主導憲政改革。

The Cabinet seems likely to propose a national affairs conference on trade and economics to discuss opposition concerns over the cross-strait trade and services pact. This has failed to satisfy student demonstrators who insist on a citizens’ constitutional conference. 

Students believe the Ma administration’s offer to convene a national affairs conference on trade and economics is disrespectful of their demand to form a citizens’ constitutional conference. Student leader Chen Wei-ting said that a discussion about trade was not substantive enough and the debate would have to include constitutional talks.

The recent proposal by the Cabinet downgrades our request to just a national affairs conference on trade and economics. (Spokesman) Sun Lih-chyun said a conference about trade wouldn’t blur the focus (of our protest). But actually, the Cabinet is deliberately avoiding our demands for reform.

Preparations for a citizens’ constitutional conference should be held with students and civic groups. They should include a discussion of reforming the constitutional system and basic policy for future development.

From the beginning, students have been distrustful of the government’s sincerity in discussing the trade-in-services pact, which is why they have expanded the debate to include constitutional reform.

文化部長龍應台，今天在立法院稱讚，太陽花學運行動層面，令人嘆為觀止，但她也認為，學運思想上薄弱，充滿矛盾，還說學生應該退出議場！

被立委要求，對學生佔領立法院的行動表態，文化部長龍應台有讚揚。

讚揚學生的行動層面，對於思想層面及做法，龍應台也有批評。

“我覺得思想非常薄弱，它充滿了矛盾跟沒有想透的東西，這一次行動者，採用的是破壞法制的方式，來號稱支持民主”

不過這番談話，引來民進黨立委的攻擊。

龍應台也認為，對於學生的訴求，馬總統已做了能做的，而且有滿大步的退讓，呼籲年輕人退出國會的議場，讓國會能正常運作。

Culture Minister Lung Ying-tai praised students occupying the Legislative Yuan for their ability to organize a movement. But she also called their occupation of the lawmaking body illegal and unjustified. 

The culture minister gave her opinion on the student-led demonstration in response to a lawmaker’s question.

While praising the students’ style, the culture minister said their substance is lacking.

I find their ideology to be very weak. It’s filled with contradictions and half-thought out ideas. Those taking part in this movement have broken the law in the name of supporting democracy.

Without democratic authority or oversight, President Ma skirted the Legislature to unilaterally sign a trade-in-services pact with China.

The culture minister also said President Ma has gone as far as he can in yielding to the students’ demands. She urged the students to leave the Legislative Yuan so it can be back to business as usual for lawmakers.

服貿有沒有可能重啟談判，中國國台辦主任張志軍表態強調，歷史上少有重談的慣例，不過，其實，包括美韓FTA、美加墨NAFTA等，都曾重啟談判，但重談需要雙方都同意，因此藍營立委就向中國喊話，別讓服貿成為"不樂之簽"，應該可以緩一緩，條文也可以改一改，為僵局解套。

中國國台辦主任張志軍和台灣學者會面時強調，歷史很少有重談的慣例。但有立委回嗆張志軍睜眼說瞎話。

因為在國際上像美韓FTA; 美加墨NAFTA; 中南美墨西哥、哥倫比亞、和委內瑞拉的三國集團自由貿易協定，都有重啟談判。

國民黨立委羅淑蕾也表示，既然國際上有重談的案例，就看中國願不願意放。

To give President Ma the space he needs to end the student-led occupation of the Legislative Yuan, KMT Legislator Lu Shiow-yen suggested that Beijing allow adjustments to the trade-in-services pact. But a Chinese official threw cold water on the idea by remarking that there are few precedents for trade talks being renegotiated. 

Student protestors requested the cross-strait trade-in-services pact be sent back to China for reconsideration. A KMT legislator asked for Beijing’s understanding.

If the Chinese authorities can agree to a gradual line-by-line review and adjustments, then I think Taiwanese will have a better impression of China. This will give President Ma more time and space to reassures some citizens and students. Then, everyone can happily sign the agreement.

This doesn’t seem to be China’s position. In a meeting with Taiwanese scholars, China’s Taiwan Affairs Office Director Zhang Zhijun remarked that few times in history have trade talks been renegotiated. Lawmakers, however, were quick to rebuke his comment. 

A number of international examples exist where there have been renegotiations, such as recent free trade agreements between the United States and South Korea, NAFTA, and a trade pact between Mexico, Colombia, and Venezuela.

NAFTA saw Canada, the US and Mexico, overcome different degrees of opposition requiring renegotiation. Internationally, renegotiations are not always needed, but they are not extraordinary.

擔心先立法、後審查的訴求落空，學生齊聚要給院內的立委壓力，即使有人已經累到打瞌睡、還有人睡倒在地，都要堅持坐在一起。

同一時間，另一個團體「民主黑潮學生聯盟」，也發動近40名學生，前往國民黨中央黨部前抗議，呼應「先立法、再審查」的訴求。

Fearing that the government will reject their demand for a review mechanism to be completed first, the students put additional pressure on lawmakers. Several people were tired, but they still remained at the sit-in.

They’re showing us no respect. After seeing half a million people take to the streets on Sunday, I don’t think the government should act recklessly. It should respect the voice of the people.

At the same time, the group Democracy Kuroshio sent nearly 40 students to KMT headquarters to protest. They too called for completion of a monitoring mechanism before review of the pact takes place.

馬總統今天出席國民黨中常會，再度強調，和中國簽訂協議是"利大於弊"，呼籲全民要有信心，但民進黨主席蘇貞昌痛批馬總統，從來不說明，只是不斷跳針重複"利大於弊"。對於馬總統昨天形容，就算服貿生效，像結婚一樣也是可以離婚，蘇貞昌諷刺說，如果有人還沒結婚就跟你說會離婚，千萬不要結。

國民黨中常會，焦點當然還是服貿爭議，馬總統再度信心喊話。

他好像只剩下這一句話，不斷地重複像跳針一樣，利在哪裡弊在哪裡，也從不講清楚，就算有利，也不是全民獲利，而獲利者是那麼少數，以至於大多數人受衝擊影響。

在野黨駁斥馬總統的說法，要求服貿協議直接重啟談判，不過，馬總統像是鐵了心。

服貿協議人家說萬一訂了之後，說不定又不能改、又不能動怎麼辦呢，你要的話是可以終止的，這點就像婚約一樣，你不能說結了婚後，永遠不能離婚，沒有這個道理啊。

對於這樣的比喻，在野黨認為，既然會有離婚的風險，簽協議前為何不好好審視條約，要等出狀況才要終止，恐怕傷害已經造成。

For those suspicious of the cross-strait trade-in-services pact, yesterday President Ma Ying-jeou said not to worry because the pact is just like a marriage – it can always be terminated. Today the DPP took Ma to task for this and other comments by asking why Taiwan should enter into an agreement if the people aren’t sure how it will be beneficial.

When it comes to cross-strait development, our government’s basic principle is to put Taiwan first and do what’s best for its people. So these agreements that we’ve signed with the mainland all have more advantages than disadvantages.

It’s like he’s a broken record that keeps repeating the same thing. He has yet to clearly explain where the advantages and the disadvantages are. Even if there are advantages, they won’t benefit everyone. There’s a small minority of beneficiaries and a large majority of people who will be affected negatively.

The DPP wants the pact renegotiated with China. Ma implied that there’s no reason to worry because once the pact is implemented, it can always be changed.

Some people worry that the trade-in-services pact cannot be changed or altered once it is approved. But you can terminate it if you so desire. This is like a marriage. You can’t say that once you’re married, you can never divorce. That would be unreasonable.

The DPP asked: If there is a risk of divorce, why not carefully consider matters before entering into matrimony? Waiting for problems to emerge before terminating the pact could end up doing more harm than good to Taiwan.

沒多久，費鴻泰和國民黨大黨鞭林鴻池，等人出現，馬上被包圍。

會議室門口一片混亂，而主席張慶忠則在樓下，就被民進黨團總召柯建銘帶隊攔阻。

說自己只是要去簽到，民進黨立委不放心，像保鑣跟著他進電梯，上到會議室，連電梯門都出不了。

民進黨團要求先監督立法再審查，國民黨團卻認為並行不悖，硬要開會審查，民進黨立委人牆強力阻擋，讓聯席會一整天無法動彈。

Review of the trade-in-services pact Taiwan signed with China is scheduled to take place tomorrow in legislative committee. But if today’s failed attempt at reconciliation is any indication, the review is unlikely to take place.

Upon stepping out of the elevator, KMT Legislator Hsu Shao-ping was surrounded by DPP lawmakers. Unable to enter the conference room, she left. Other KMT lawmakers who arrived to review the cross-strait trade-in-services pact met the same fate.

Next came KMT Legislator Alex Fai and caucus whip Lin Hung-chih. They, too, were immediately surrounded.

As disorder reigned at the entrance to the conference room, downstairs, committee co-convener Chang Ching-chung was blocked by a group including DPP caucus whip Ker Chien-ming.

Chang said he just wanted to sign in, but the DPP lawmakers wouldn’t let him pass. They crowded into the elevator and wouldn’t let him get off on the conference floor.

The DPP wants a cross-strait agreement monitoring mechanism to be completed before review of the trade-in-services pact proceeds. The KMT thinks this mechanism should be done in parallel with review of the pact. In the end, today’s scheduled review never happened. No agreements were reached and no discussion took place.

Starting from tomorrow, on the fourth, fifth and sixth, or the three-day Tomb Sweeping holiday weekend, Taiwan will be affected by northeast seasonal winds. These will bring drier air and better weather. Temperatures will fall slightly, but they will remain comfortable.

The long weekend is expected to bring heavy traffic. Starting from Friday, free travel for the first 20 kilometers on national freeways will temporarily be suspended. Instead, tolls will be lifted between midnight and 5 am, and carpool restrictions will be in effect for the first time on National Freeway No. 5 between Yilan and Hualien.

Taiwan Railways will operate a total of 237 additional trains from Friday to Monday, and a 30 percent discount will be available for its red-eye service. The high-speed rail will operate 107 additional trains and could run even more trains with only non-reserved seating.

來自花蓮國風國中的王晨宇，3月底奪下第十屆世界青少年跆拳道錦標賽冠軍，今天受訪時表示，好成績源於自信及聽教練的話，也期許自己能更上一層樓，往奧運邁進。

在世界青少年跆拳道錦標賽中，對決哈薩克選手，來自花蓮的王晨宇，憑俐落的防守和犀利的踢擊，一路領先，第三回合更是連續得分，將比數拉大，順利摘下金牌。

來到王晨宇就讀的國風國中，即使剛拿下好成績，和同學一起練習時，絲毫不敢鬆懈。

Tonight we go to Hualien to visit one of Taiwan’s best young taekwondo athletes. Fresh off a gold medal performance late last month, Wang Chen-yu says his goal is to eventually win gold at the Olympics. 

At the WTF World Junior Taekwondo Championships, Hualien resident Wang Chen-yu faced Kazakh opponent Artur Kim in the finals. Between careful defense and fierce kicks, Wang was in control the entire bout. In round three he built a big lead and easily held on to win gold.

This is Wang at junior high school following his latest accolade. When practicing with classmates, Wang still remains alert.

Wang is in his third year of junior high and stands 177 centimeters tall. He began learning taekwondo seven years ago and started piling up awards when he entered junior high. His ultimate goal is to win gold at the Olympics.

學生占領立法院，也意外引發檢察總長可能出現空窗期的問題。

因為涉及在去年偵辦立法委員柯建銘的司法關說案時，向馬英九總統報告相關事證，黃世銘3月遭台北地院判刑，隨後辭職，馬總統今日准辭。但由於反服貿學生占領立法院，新的檢察總長人事同意權案無法處理，新任檢察總長恐將面臨難產。

The student occupation of the Legislative Yuan has indirectly left the nation without a top prosecutor. 

Last year former Prosecutor-General Huang Shyh-ming leaked confidential information related to an ongoing investigation. After he was convicted last month by Taipei District Court, Huang fulfilled a promise to resign. Today, President Ma Ying-jeou approved his resignation. But with lawmakers unable to review Ma’s new choice for prosecutor-general, the office will be left vacant.

但是佔領立法院已經兩個多禮拜了，就算成功號召大批群眾上凱道，僵局依舊無解，加上場外週邊抗議噪音，還有的父母出面哭訴要孩子回家，壓力逐漸倒向學生。

學運拖得越久越失去動能，也對學生越不利，要如何退場又保住戰果，該好好思考。 

Lin Fei-fan gave an interview to Bloomberg in which he suggested that an exit from the Legislature could be discussed should certain conditions be met. But when the local media focused on the story’s headline that said an end to the occupation was in sight, Lin felt compelled to clarify his stance. 

The interview with Bloomberg was titled “Taiwan Students See End to Occupation With China Oversight Bill.” It was a headline that Lin felt overstated his position, which he clarified on Thursday.

I think the Bloomberg article’s headline was too arbitrary and too soon. What I said was that we could discuss the idea of leaving the Legislature if the oversight bill can be legislated. We are not currently considering any mechanism to pull out and we are not answering any questions related to such a mechanism. The one who should be thinking about a retreat mechanism is President Ma.

But even if the effort to mobilize a large crowd on Ketagalan Boulevard succeeded, the occupation has continued for more than two weeks and the stalemate remains. As protests against the students erupt and parents plead with their children to return home, the pressure is gradually mounting on the student protesters.

The Legislature is not the students’ bargaining chip. They have become the bargaining chips of others. Think about it. Why hasn’t (Legislative Speaker) Wang Jin-pyng gotten involved? It’s simple. Because the students give him very good leverage in taking on Ma Ying-jeou. Why isn’t the DPP interested in talking? Because it is worried about being accused by others of selling out the student movement.

The longer the occupation continues, the more momentum the students are losing. The students may soon have to consider how best to pull out while preserving their gains.
