十月漲價潮 

今年十月份，不管是油、電、瓦斯還是高鐵票價都調漲，工商團體大老痛罵，國內經濟這麼差，根本不適合在這個時間點一次漲足，建議政府分階段漲，而小市民則擔心，十月份一到，是不是過去"油電雙漲"，帶動物價的夢魘，又要再發生？

聽到"漲價"兩個字，就很頭痛，十月過後，算一算民生調漲項目多達八項。其中，台電十月起，電價平均漲幅將高達10.65%。

交通部份，高鐵在10月1號，票價將平均漲幅百分之9。台鐵最快明年上半年，也將調整部分票價。"漲"聲四起，連工、商大老都看不下去。

看看國內經濟成長和物價走勢， GDP一路從保4，退到保2，CPI則微幅上升，主計處更保守預估，一但電價調漲，會拖垮今年經濟成長率0.02個百分點，物價上升0.06個百分點。

Businesses and consumers brace for higher electricity and gas rates in October (2013/08/19)

Businesses and the general public are bracing for a series of price hikes in October, affecting items ranging from electricity to rail tickets. There are concerns that the higher cost of goods will pose a serious threat to Taiwan’s sluggish economy. 

Hearing the phrase “rate hike” is enough to give many people a headache. Beginning in October, rate hikes in eight areas affecting consumers are slated. Among these, electricity rates may cause the greatest pain as Taipower warns the average rate increase could be over 10 percent.

The Ministry of Transportation also notes that beginning on Oct. 1, tickets on the Taiwan High Speed Rail will see an average increase of 9 percent. Taiwan Railways could adjust fares in the first half of next year. All of these planned rate increases have led industry and commercial leaders to speak out.

馬引渡挨批

馬總統和聖克里斯多福簽署引渡條約，不過有民進黨立委質疑，簽署這個條約，對打擊犯罪根本沒幫助。

Useless Treaty? (2013/08/19)

The extradition treaty that the Ma administration signed with St. Kitts and Nevis has come under fire from opposition lawmakers. They say it will contribute little in the fight against crime. 

Taiwan and St. Kitts and Nevis offer visa free-entry to each others’ citizens, but there are no direct flights and only limited travel takes place between the countries. DPP Legislator Chen Chi-mai also says that because St. Kitts and Nevis is smaller than Taipei, it would be highly unusual for a fugitive to attempt to hide there.

馬聖國引渡

馬總統賀誼之旅，抵達最後一個邦交國，聖克里斯多福，兩國簽訂了引渡條約，還在午宴吃了台灣豬腳。

抵達聖克里斯多福之後，重頭戲就是兩國外交部長，簽訂引渡條約。

剛才我們簽的這個條約，引渡條約，是30年來，貴我兩國所簽的、所締結的第一個條約，對於打擊犯罪、對於伸張正義，具有重要的意義。

讓克國政要驚喜的，還有午宴桌上，道地的台灣豬腳，由我國駐克國大使曹立傑的夫人精心準備。

Taiwan, St. Kitts sign extradition treaty (2013/08/19)

President Ma Ying-jeou is close to wrapping up his five-country diplomatic tour. His latest stop, to the island nation of St. Kitts and Nevis, was marked by the signing of a bilateral extradition treaty. 

The treaty was signed by the foreign ministers of the two countries.

The extradition treaty we just signed is the first bilateral treaty our two countries have concluded in 30 years (of diplomatic relations). It has important meaning in the fight against crime and the expansion of justice.

大埔佔內政

聲援大埔居民的群眾昨晚佔據內政部大門後，今天到晚間六點前仍死守不退，正在出訪的馬總統終於表態，認為這是地方政府的權責，但也會請內政部處理。不過民眾對總統卸責的說法不以為然，甚至內政部次長蕭家淇代表出面協調時，還被波水洩憤。

經過一整夜抗爭，聲援大埔居民的民眾死守內政部大門。面對情勢不斷升溫，正在出訪的馬總統，隔海喊話。

“他基本上是苗栗縣政府的行政決定。昨天我跟江(宜樺)院長有通過電話 他也會請內政部妥適來處理，應該由哪一個層級政府來負責的，就應該由那個政府負責，我想這樣的一個分際必須要做好”

內政部次長蕭家淇上午11點鐘，代表政府出面協調，卻無法平息民眾怒火，還冷不防被水襲擊。

蕭家淇話還沒講完就被轟回去。抗議民眾對總統把責任推給地方政府的說法，更是不滿，強調三年前政府曾經承諾保留。

儘管決定晚間六點撤守，台灣農村陣線早已派律師到最高檢察署，按鈴控告苗栗縣長劉政鴻圖利罪，打算長期抗戰。

President Ma calls Dapu land expropriation a local government issue (2013/08/19)

President Ma Ying-jeou has expressed concern over ongoing land expropriation protests. Ma urged the premier to resolve anger over the Dapu issue, yet at the same time reiterated that it is primarily a local issue decided by the Miaoli County government. 

An overnight protest showed solidarity with Dapu families who saw their residences demolished to pave the way for an industrial development project. Today, a number of protestors continued demonstrating outside the Ministry of the Interior. As the topic drew media attention and public support, President Ma was given little choice but to comment.

In principle, it’s a policy issue for the Miaoli County government to decide. Yesterday, I spoke with Premier Jiang (Yi-huah) by phone, and he said he would ask the Ministry of the Interior to deal with the situation. I think it’s important that the level of government responsible for the issue resolves it. 

潭美今日

氣象局表示，今年第12號輕颱潭美，最快週二將接連發布海上跟陸上警報，由於從各國預測路徑看來，潭美有機會從北台灣登陸，加上它外圍環流引進西南風，配合中元節大潮，對西半部也造成不小威脅，因此氣象局正嚴密監控，颱風動態。

颱風潭美正在東台灣海面，虎視眈眈，再過一天，就要轉個彎，直撲而來。氣象局預告，週二，海陸警，會接連發布。

從週二下半天開始，北部東半部，受到颱風影響，將出現長浪和短暫雨，週三後，潭美南邊拖著的長條水氣，也會攏罩西半部地區!

尤其週三中元節前後，適逢大潮，種種條件搭配下，儘管颱風強度不是很強，但民眾仍要提高警覺。

CWB says sea warning could be issued as early as Tuesday (2013/08/19)

The Central Weather Bureau says sea and land warning for Tropical Storm Trami could be issued as early as tomorrow. Forecasters predict that Taiwan will begin to feel the effects of the storm tomorrow and expect it to lash the island with heavy rains and wind on Wednesday. 

Tropical Storm Trami, poised off the east coast of Taiwan, will turn in the next day and end up on direct course for the island. The Central Weather Bureau expects to issue sea and land warnings tomorrow.

Tomorrow and the day after, (Trami’s) path to Taiwan will become more obvious, so we do not rule out issuing a sea tropical storm warning tomorrow morning. A land warning could come tomorrow afternoon or later in the evening. 

熱低壓警報

今天早上八點，在台灣東方250公里海面上，出現了新的熱帶性低氣壓，由於它非常靠近台灣，加上週遭環境水氣多，熱低壓隨時都有可能成第12號颱風"潭美"。

一旦形成颱風，氣象局隨時都會發布警報。但就算沒有形成，熱低壓也可能在未來三四天，為北部東半部帶來明顯豪雨。

Another Tropical Storm? (2013/08/16)

A tropical depression formed at eight o'clock this morning, 250 kilometers off the coast of eastern Taiwan. This weather system mixing with water vapor has the potential to become the 12th tropical storm of the year, Trami. 

Should the low pressure system become a tropical storm, the Central Weather Bureau would likely issue an alert. Even if it doesn’t strengthen to tropical storm status, the system is likely to bring significant rainfall to northern and eastern parts of Taiwan over the next three to four days.

臍帶血誇大
有車禍病童的家屬，指控臍帶血業務，誇大療效，早上業者出面反駁，應該是對方聽錯，其實市面上不只這家公司，有疑似誇大嫌疑，其他家業務在推銷時，有的還宣稱，可以用臍帶血搭配3D列印技術，來複製器官，衛福部已經表明，如果有人檢舉，就要開罰。

今年一月一場大車禍，導致珣珣終身癱瘓，雖然現在已經進步到會笑著說話，不過珣珣的媽媽卻笑不出來，因為三年前花了75000元向臍帶血公司購買服務，她說當時業務員曾告知能修復神經，但衛福部卻以技術不成熟、法令不允許否決。

“衛福部覺得這個東西不安全，他們覺得台灣可能技術也不到位，今天這麼不到位的東西，為什麼臍帶血可以賣，我覺得這個政府也很奇怪”

但臍帶血公司卻認為，是對方聽錯，業務員指的是未來的研究階段。

臍帶血公司有沒有'神化'療效，有媒體滲入調查，訊聯確實只說公司分管儲存技術佳，相較於強調臍帶血可以用來器官再造的台灣生寶及美商永生保守許多。

再看看目前台灣臍帶血應用，只能治療地中海型貧血和白血病，其他包括神經修復，器官再造，通通不可以，一但被檢舉，最多可開罰50萬元。

馬就職典禮

率團出訪的總統馬英九，今天抵達聖露西亞，在此之前，他出席巴拉圭新任總統卡提斯就職典禮，卡提斯特別在就職演說中，強調未來會跟台灣，加強深化兩國的合作關係。

巴拉圭新任總統卡提斯就職典禮上，馬總統的位子，被安排在第一排的元首席，左邊是烏拉圭總統穆西亞，右邊是巴西女總統蘿賽芙，典禮中，他不斷跟兩人交談，尤其是曾經在新任教宗就職典禮上，見過面的蘿賽芙，兩人更是有說有笑，現場介紹元首時，烏拉圭總統還特地提醒馬總統。

飛越大半個地球出席就職典禮，馬總統誠意十足，讓卡提斯在就職演說中，特地提起台灣。

Ma Ying-jeou attends inauguration of Paraguay’s new president (2013/08/16)

President Ma Ying-jeou is in the Caribbean nation of St. Lucia, where he is delivering a speech to the national congress. He arrived following a visit to Paraguay for the inauguration of President Horacio Cartes. 

For the inauguration of Paraguay’s new president, President Ma Ying-jeou was given a front-row seat with other national leaders. On his left was Uruguay President Jose Mujica, and on his right was Brazilian President Dilma Rousseff. Ma was chatty during the ceremony, and had a particularly lively conservation with the Brazilian president, whom he had met at the Vatican. During introductions of world leaders, the Uruguayan president let Ma know that his name had been called.

Ma traveled halfway around the world for the ceremony. The new Paraguayan president, Horacio Cartes, recognized the goodwill by mentioning bilateral relations with Taiwan in his inauguration speech.

大埔準備好

為了表達對於政府拆除大埔事件的不滿，今天晚間在苗栗縣政府前有一場「拆政府音樂會」。

演出者包括樂團拷秋勤和農村武裝青年，台上下高喊「今天拆大埔，明天拆政府」與「土地正義」、「官逼民反」的口號，伴隨著音樂表達他們的抗議。

A special concert was held this evening in front of the Miaoli County government office to express dissatisfaction over the demolition of residences in Dapu. 

Some of the notable performers included the rap group Kou Chou Ching along with Armed Youth, who took to the stage and chanted slogans such as “Today you tear down Dapu, tomorrow we tear down the government.” Other slogans included "land justice" and "forcing people to rebel.”

蘇訪泰野黨

民進黨主席蘇貞昌昨天展開為期四天的訪泰之旅，今天來到泰國國會，拜訪前總理，也是最大在野黨民主黨領袖阿比西，兩人會談半小時，對台泰合作交換意見。

握手寒暄，台泰兩國在野黨黨魁會面，雙方就政黨之間的彼此合作與東南亞區域經貿議題交換意見。

會談結束，訪問團立委們排隊和阿比西合照。

蘇貞昌訪問團此行，恰好碰到泰國國會審預算，立委們把握難得機會，進議場好好考察一下。

DPP chairman meets Thai opposition leader and tours parliament (2013/08/16)

DPP Chairman Su Tseng-chang is in Thailand on a four-day visit. Today he went to parliament to discuss areas of cooperation with the opposition party leader. 

Shaking hands today were opposition party leaders from Taiwan and Thailand. Today’s meeting ranged from potential cooperation among these political parties to exchanging views on economic and trade issues affecting Southeast Asia.

After the talks concluded, Taiwanese legislators on this visit lined up to take a photo with Vejjajiva.

Su’s visit coincided with the Thai parliament congressional budget review. Taiwanese legislators got a good look at how the Thai government operates.

洪案抗告成

洪仲丘案，542旅前副旅長何江忠、前連長徐信正和上士范佐憲，軍高院二度裁定交保，軍高檢二次提出抗告，在軍審法修正案生效移交一般法院審理後，台灣高等法院今天撤銷何江忠等三人交保裁定，發回桃園地院更裁，第三度羈押最快下周一召開。 

何江忠、徐信正、范佐憲交保裁定，軍檢的二次抗告成功。

高院撤銷交保，發回桃園地院，理由是認為何江忠在案發後有召集徐信正、范佐憲，教導回答軍檢的技巧，似乎有串証事實。

另外范佐憲8月3日交保後曾返回542旅，辯稱是拿私人物品，高院質疑難道沒有其他方法？

可議的還有，何江忠交保後申請易付卡手機，高院認為行事可疑。

軍審法新制上路，洪案第三次羈押庭最快將在８月19日由桃園地院召開。

3rd bail hearing for trio of suspects in dead soldier case to take place (2013/08/16)

Military prosecutors have successfully appealed the granting of bail to three suspects in the death of Army Corporal Hung Chung-chiu. A third bail hearing, to take place as early as next week, will be the first for the trio in a civilian court.

The appeal affects Colonel Ho Chiang-chung, Major Hsu Shin-cheng and Staff Sergeant Fan Tso-hsien.

The decision by the High Court sends the trio to Taoyuan District Court for another hearing. In granting the appeal, the court cited how Colonel Ho had gathered the other two for a meeting in which they practiced answering questions. This raises serious suspicion of collusion.

Also, Staff Sergeant Fan returned to the 542 Brigade after being released, a violation of his bail restrictions. Fan says he was retrieving personal belongings; the High Court suspects an ulterior motive.

監院內鬨烈

監察院長王建日前重話批評，"監院如果不能改革,廢掉算了"，還說部分監委都是被酬庸的，引爆監委大反彈，昨天不僅有19位監察委員，聯合發表聲明譴責王建，今天也有多位監委公開駁斥，雙方對槓，也是監察院史上的頭一遭。 

監察委員大陣仗，針對監察院長王建，近來說出監院廢掉算了，還有部分監委都是被酬庸的這些話表達不滿。

甚至還上演，十九位監委簽名連署對王建發表譴責聲明，強調王建指責基隆市長張通榮，彈劾案未成立，監院成員結構有問題，根本是信口雌黃。況且，院長對於彈劾案不得指涉或干涉，王建明知故犯，語多羞辱，令人不敢置信。

面對監委集體反彈，王建表示自己沒有犯錯，針對有人呼籲他辭職的事，他連想都沒想過。

Government watchdog wracked by infighting over president’s comments (2013/08/16)

The president of the Control Yuan is unflinching, despite open condemnation from nearly two-thirds of the government watchdog’s members. Wang Chien-shien slammed the supervisory body earlier this week for its failure to impeach a mayor convicted of interfering with police matters. His sharp tone has led to what amounts to an open coup from the members he oversees. 

A large contingent of Control Yuan members blasted Control Yuan President Wang Chien-shien. They took particular offense to Wang’s suggestion that the watchdog might as well shut down, and his criticism of some Control Yuan members receiving their posts as a political favor.

熱氣球的驚嘆號 

近幾年，熱氣球成了台灣的最新流行，最早是三年前，台東縣政府在暑假推出了為期兩個月的熱氣球嘉年華活動，帶動了數十億元的經濟產值，如此成功的城市行銷，也引發了其他各縣市爭相仿效。不過，這些繽紛的熱氣球升空，除了帶來商機，其實也暗藏危機，像是熱氣球活動已經行之有年的埃及和土耳其最近都傳出了死傷的意外，有專家就質疑國內的熱氣球活動，經驗不足，配套不夠，是否更安全堪慮。

2013年6月，台灣台東的鹿野高台上，正積極展開國際熱氣球嘉年華活動，色彩繽紛、造型特殊的熱氣球，一顆顆展示亮相。

還沒放暑假，台東縣就率先展開熱氣球活動，為的就是先吸引海外遊客，順勢帶動附近民宿，餐廳業者的收益。

可觀的觀光效益，不僅掀起熱氣球的風潮，更讓各地方政府，包括花蓮、台南、高雄、南投都紛紛搶搭這波熱潮。

但是，讓民眾為之瘋狂的熱氣球，背後所隱藏的安全危機，卻是大家最容易忽略的。

就在世界各地，傳出熱氣球意外事件，也因此飛行人員的訓練就更為重要。由於目前熱氣球沒有專業的法規管理，但不管是自由飛行或是繫留升空，都和飛機的標準一樣，視為航空器，因此採用民航法來規範。

而就飛行人員的訓練來說，國內現在並沒有熱氣球飛行員的考核制度，大多請的是外國飛行員來台。但由於熱氣球活動時間不長，很難吸引外國飛行員前來。

像我們綁繩子定點繫留，真正熱愛熱氣球的飛行員，他是不愛做這件事的，也就是說，變成我們綁繩子這種，要他待兩個月，這樣的人是很有限的。

從2012年開始，台東縣政府自己花錢培訓國內熱氣球飛行員，到美國受訓，一個飛行員平均花費新台幣五十萬至六十萬元，截至目前為止，已經培育出七位飛行員。

這些受訓回國的飛行員，到底專不專業，從美國受訓回來的飛行員邱盛富說，他們能在台灣載客，不但要在美國累積商用飛行時數二十五小時，回來台灣時，要再累積飛行時數三十五小時，才能有資格參加本國商業飛行員的考試，考取後才能載客。

那個時候我們從美國回來，二月份我們就開始做個人的自我訓練，那我們每天就是一個禮拜當中，我們會有三次的飛行訓練，來做模擬的載客飛行，然後在整個訓練當中，縣府也安排我們上有關於我們台東縣縱谷的一些導覽的課程，然後氣象的課程，然後民航法規的課程 。

而且國內的飛行人員，每年還要再接受檢定考試，起飛前也要檢測熱氣球，以及掌握天氣動向。

因為我們剛看氣象的話，就是有雷達回波，就雲雨一直靠過來，其實氣候不是很穩定，所以我們這顆球安全上的考量，就是說先不飛。

但看在國內唯一的熱氣球協會眼裡，覺得很憂心，認為這些才剛拿到執照的飛行員，馬上載客，安全性有待考驗。

國家補助，然後美國去拿照，其中有個飛行員回來之後，他警覺到他覺得很冒險，
因為他去美國只有十幾天二十天就拿到執照，完全陌生，完全對熱氣球、對飛行對氣象都不懂的人，他很恐懼，他說我如何保護自己，我如何去載客，那萬一出事，我是不是要去承擔所有法律責任?所以他很勇敢的退出。

各地仿效辦熱氣球活動愈來愈多，夏學常也認為，政府帶頭辦熱氣球活動，非常弔詭。

全世界我們來看，沒有一個國家辦熱氣球活動是政府在主辦的，由人民納稅錢來辦，沒有，而且我們一辦就幾千萬，這是不可思議的事情。 

面對批評聲浪，台東縣政府正面看待，他們認為，台灣剛起步的熱氣球活動由政府主辦，反倒能快速推動相關法令的健全。

因為以前我們的空域，是管的比較嚴格，發展比較慢，相對熱氣球又是比較休閒性的，法令還沒有完全，從官方來辦有個好處是，我們先走在前面，把法令整個制度健全了。

而這股「熱氣球城市行銷」的熱潮，的確讓熱氣球的安全問題獲得關注，甚至有配套拖施出現，只是其他還沒被政府重視的休閒運動，像是飛行傘、輕航機等等，
難道還要慢慢等到下一波熱潮出現才能讓消費者的生命安全，減少曝露在危機當中嗎?

Taitung takes steps to lower hot air balloon risks as popularity grows (2013/08/18)

In recent years, hot air ballooning has quickly grown in popularity in Taitung. Its success in generating tourism revenues has led other counties and cities to follow suit. But these balloons do not come without danger, as shown by deadly accidents that occurred this past year in Egypt and Turkey. To lower risk, Taitung is sending pilots overseas to train and also implement new regulations. 

On June 2013, Taitung’s Luye Terrace saw the opening of the Taiwan International Balloon Fiesta. It included balloons of different sizes and shapes.

Though summer vacation had yet to begin, Taitung County launched the balloon festival to attract foreign tourists to the area’s guesthouses and restaurants. 

Recognizing the potential for tourism benefits, other local governments clamoring to hold hot air balloon events include Hualien, Tainan, Kaohsiung and Nantou.

Lin Leads Camp (2013/08/18)

Jeremy Lin continues to be busy on his current visit to Taiwan. Last night, he appeared in three different locations to meet fans, and today, he woke up early in the morning to open a youth basketball camp.

Lin’s Houston Rocket teammate, Chandler Parsons, played the role of assistant coach as the two gave young basketball players on-the-spot instruction. Lin and Parsons also demonstrated their special pre-game ritual before each NBA game.

青少棒台灣
在美國密西根舉行的2013年世界次青少棒錦標賽，以桃園縣新明國中為班底的中華隊，今天在冠軍賽中，以11比2大勝美西隊，奪下暌違三年的冠軍。

瘋彩路跑 
今天早上在台北大佳河濱公園，舉辦了全台灣第一場彩色路跑活動，吸引超過1萬2千的名眾參與，用玉米粉和食用色素調製而成的彩色顏料，瀰漫現場，民眾也用各種造型如假髮和面具，現場宛如一場大型狂歡派對。

圓仔新動態
出生後42天，台北市木柵動物園的小貓熊圓仔，終於能張開雙眼，看見媽媽了！根據園方公布的新影片，圓仔每天都在圓圓懷裡，滿足的喝奶，不久在媽媽的臂彎裡睡著了，而圓圓也不太敢動，深怕把小寶寶吵起來。

Junior Little League Champs
Taiwan won the 2013 Little League Junior World Series held in the US state of Michigan on Sunday. A team of players from Taoyuan County’s Hsin-Ming Junior High School defeated a team from Arizona’s Rio Rico by a score of 11-2 in the championship round, bringing the title back to Taiwan after the last championship win three years ago.

Color Run
This morning at Taipei’s Dajia Riverside Park, nearly 12,000 people participated in the “Color Me Rad” 5k road race, which was festive and colorful by the liberal use of corn starch and food color which was sprayed on runners. A number of participants also dressed in special wigs and costumes to create a lively and entertaining scene.

總統聖文森

馬總統賀誼之旅，到邦交國聖文森，參觀植物園外，也主持由台灣援助的橋樑通車典禮，還視察了新機場航站大廈。

參訪有兩百四十八年歷史的聖文森植物園，馬總統親自種下一顆蓮霧樹，而植物園長曾拿台灣的獎學金，畢業於台中的中興大學，中文相當流利。

台灣除了提供獎學金，讓聖文森學生出國念書，更協助他們造橋鋪路。

特地把通橋儀式，留給來訪的馬總統，尤其這座橋，就在總理龔薩福的老家旁邊，讓他對台灣充滿感激。

President Ma visits St. Vincent and Grenadines on diplomatic tour. (2013/08/18)

President Ma continued his diplomatic tour with a visit to St. Vincent and the Grenadines. His itinerary included visits to a botanical garden and major infrastructure projects built with Taiwan aid, such as a newly opened bridge and ongoing work on an international airport.

Ma visited a 248 year old botanical garden where he personally planted a wax apple tree. The director of this botanical garden, Gordon Shallow, was the recipient of a scholarship from Taiwan, graduating from National Chung Hsing University in Taichung and speaking Mandarin Chinese fluently.

Taiwan has not only provided scholarships for local St. Vincent students, giving them the chance to study abroad, but has also helped with infrastructure projects such as an actual bridge.

A special bridge opening ceremony was attended by President Ma and St. Vincent and the Grenadines Prime Minister Ralph Gonsalves, who expressed his sincere gratitude for Taiwan’s contribution

凱道拆政府

今天是苗栗大埔四戶被強拆滿一個月，晚間包括農民陣線等多個聲援團體，號召民眾齊聚凱道。

晚會流程包括人民不服從論壇、人民拆政府行動及藝文界大合唱，估計有5000至1萬人到場。這次活動的四大訴求，包括了[道歉賠償]、[地歸原主]、[徹查弊案]、[立即修法]。

818 Protest (2013/08/18)

Today marks a full month since four households were demolished in Miaoli's Dapu Township. This evening, these families, together with farmers and other advocacy groups, protested together on Ketagalan Boulevard.

The crowd was estimated at 5,000 to 10,000 people. Organizers also presented four demands including: an apology and financial compensation, the return of confiscated land, a thorough investigation into financial scandals, and amendments to current laws.

潭美颱風 

週日一整天，出現兩個颱風，早上八點，台灣東邊的熱帶性低氣壓，增強成第12號颱風”潭美”，下午兩點，在距離台灣6千公里的海面上，也形成13號輕颱”皮瓦”，目前氣象局研判，最快週二，就會發佈潭美的海上颱風警報。

今年第12號潭美颱風，在早上八點形成。

“它現在的位置是在鵝鑾鼻東南東方，大約700公里的海面上，那估計最靠近我們，影響最大的時間，是在21、22號這兩天”

接著在下午兩點，距離台灣6千公里的熱低壓，也形成第13號颱風”皮瓦”。不過氣象局目前全力關注的還是輕颱潭美，因為在北邊熱低壓的牽引下，明天就會拐彎衝向台灣本島東北部，最快在週二下半天，氣象局就會發佈警報。

“不排除20號的下半天，就可能先發海上警報，然後差不多1天之後發陸警，那首當其衝，東半部，還有北部地區，受它的影響，會比較大一點”

氣象局不排除潭美，將會增強成中度，對台灣威脅性，相對大增。

Tropical Storm Trami to strike Taiwan mid-week. (2013/08/18)

Sunshine today may have been misleading as Tropical Storm Trami formed off Taiwan’s east coast. Another storm, Severe Tropical Storm Pewa, formed 6,000 km off the coast of Taiwan. Forecasters expect to issue a sea warning as early as Tuesday. 

This year’s 12th storm, Tropical Storm Trami, formed at eight in the morning today.

(Trami) is now the located to the southeast of Eluanbi, about 700 kilometers off the coast. We estimate that the time it draws nearest to us or has the greatest impact are the two days of Wednesday and Thursday.

為了阻擋核四公投提案，在立法院三讀成功，民進黨連續好幾天夜宿議場，卻不見國民黨立委有積極突圍動作，現在有陰謀論傳出，其實國民黨根本沒意願讓核四公投過關。

民進黨立委霸占議場，阻擋核四公投提案闖關成功，都已經進入第四天了，卻不見國民黨有積極反制作為，現在傳出，原來國民黨其實根本不想讓核四公投成案。

立法院的這種重大議案議決，他又沒有說非得在大議場進行，他們甚至都可以在立法院這個群賢樓的頂樓那個最大的會議室，就可以把門關起來，就可以表決。

外界提出質疑，因為就算沒有公投，現在核四廠依然天天按進度在施工，更何況，公投門檻之高，必須有至少915萬領票才能成案，並至少458萬人支持核四停建，才算通過，在台灣投票歷史上，根本就是不可能的任務。

馬英九真的以為台灣人民不會有絕對多數、過半的人民出來投票反對核四嗎?我認為這樣的機會是存在的，所以國民黨機關算盡，但他卻沒想到說，他現在的一些動作，其實都在激怒公民。

馬政府是否仍持續推動核四續建，在被列入立法院臨時會之前，都還是朝野僵持不下的議題。

Analyst says ruling party caucus uncommitted to nuclear referendum (2013/08/05)

For days DPP lawmakers have staked position around the legislative speaker’s podium. They are there to prevent the ruling KMT from holding a vote to approve a referendum on the controversial Fourth Nuclear Power Plant. But with virtually no pushback from the KMT following a scuffle on Friday, some analysts believe it has little desire to see the referendum passed. 

The DPP’s occupation of the speaker’s podium has lasted four days. After an early fight last week, the KMT has put up little resistance. According to analyst Chen Li-hung, the KMT caucus does not want to see the referendum pass.

A vote on this type of major proposal does not have to take place in the main assembly hall. They could go to the main conference room on the top floor of the Chun-Hsien Building, shut the door then hold the vote.

軍審法修法

陸軍下士洪仲丘枉死軍中，洪仲丘姐姐洪慈庸今天親自到立法院拜會藍綠黨團，爭取支持修法軍事審判法。

朝野協商達成共識，明天就會把修法列為第一案，最快週五就能完成修法，但民進黨團認為，如果朝野達成共識逕付二讀，只要一天就能完成。

Court Martial Amendment (2013/08/05)

The recent suspicious death of a conscript led to widespread calls for military personnel to be tried in civilian courts. Today the victim’s sister, Hung Tzu-yung, spoke with ruling and opposition lawmakers, urging them to pass the necessary revisions to the Code of Court Martial Procedure. 

The KMT promises to prioritize the amendment tomorrow and says it could pass as early as Friday. The DPP is even more eager to clear the amendment – it says a bipartisan agreement to send the bill directly to a second reading could secure passage tomorrow.
