立法院的這種重大議案議決，他又沒有說非得在大議場進行，他們甚至都可以在立法院這個群賢樓的頂樓那個最大的會議室，就可以把門關起來，就可以表決。

外界提出質疑，因為就算沒有公投，現在核四廠依然天天按進度在施工，更何況，公投門檻之高，必須有至少915萬領票才能成案，並至少458萬人支持核四停建，才算通過，在台灣投票歷史上，根本就是不可能的任務。

馬英九真的以為台灣人民不會有絕對多數、過半的人民出來投票反對核四嗎?我認為這樣的機會是存在的，所以國民黨機關算盡，但他卻沒想到說，他現在的一些動作，其實都在激怒公民。

馬政府是否仍持續推動核四續建，在被列入立法院臨時會之前，都還是朝野僵持不下的議題。

Analyst says ruling party caucus uncommitted to nuclear referendum (2013/08/05)

For days DPP lawmakers have staked position around the legislative speaker’s podium. They are there to prevent the ruling KMT from holding a vote to approve a referendum on the controversial Fourth Nuclear Power Plant. But with virtually no pushback from the KMT following a scuffle on Friday, some analysts believe it has little desire to see the referendum passed. 

The DPP’s occupation of the speaker’s podium has lasted four days. After an early fight last week, the KMT has put up little resistance. According to analyst Chen Li-hung, the KMT caucus does not want to see the referendum pass.

A vote on this type of major proposal does not have to take place in the main assembly hall. They could go to the main conference room on the top floor of the Chun-Hsien Building, shut the door then hold the vote.

軍審法修法

陸軍下士洪仲丘枉死軍中，洪仲丘姐姐洪慈庸今天親自到立法院拜會藍綠黨團，爭取支持修法軍事審判法。

朝野協商達成共識，明天就會把修法列為第一案，最快週五就能完成修法，但民進黨團認為，如果朝野達成共識逕付二讀，只要一天就能完成。

Court Martial Amendment (2013/08/05)

The recent suspicious death of a conscript led to widespread calls for military personnel to be tried in civilian courts. Today the victim’s sister, Hung Tzu-yung, spoke with ruling and opposition lawmakers, urging them to pass the necessary revisions to the Code of Court Martial Procedure. 

The KMT promises to prioritize the amendment tomorrow and says it could pass as early as Friday. The DPP is even more eager to clear the amendment – it says a bipartisan agreement to send the bill directly to a second reading could secure passage tomorrow.

林杰樑人物

毒物科專家林杰樑今天不幸病逝，得年55歲。林杰樑堪稱是台灣曝光度最高的醫生，除了他懂得把艱澀的醫學知識淺顯的解說，更難得的是，即使周末休假他也願意受訪，因為他希望幫助更多民眾遠離毒害。

個性溫和的林杰樑，只有談到政府錯誤食安政策，才會特別義憤填膺，從2008年的三聚氰胺、毒銨粉事件到瘦肉精，美國牛肉解禁，都可以看到他用力發言。

相當的荒謬，比起全世界各個有毒重金屬標準來，我們比人家高上百倍、千倍。

不料，當實習醫生時，一場不明原因的腎炎差點奪命，日後得靠洗腎度日，卻也讓林杰樑因此立下要幫助更多人的志願，從腎臟病友，靠苦心鑽研變成腎臟病及毒物科的權威。除了盡力救人，他也努力推廣健康飲食概念。

Lin Chieh-liang’s passing is a tremendous loss for the medical community. He will be remembered for his ability to clearly explain complicated medical issues and for sharing his knowledge with the people of Taiwan. 

Known for his gentle personality, Lin Chieh-liang became particularly animated when discussing the government’s errors in food safety policy. In particular, melamine in 2008, ammonium bicarbonate, and leanness enhancing drugs, when the government decided to ease restrictions on US beef. Lin frequently spoke about all of these issues in public.

林杰樑病逝

在昏迷四天後，知名毒物科專家林杰樑，因為肺部病毒感染，導致敗血性休克，併發多重器官衰竭，在中午12點42分，宣告不治。長庚醫院副院長葉森洲表示，由於家屬不願意讓林杰樑受苦，因此決定拔管。

一左一右，陪伴毒物科專家林杰樑的遺體，妻兒哀傷地步出加護病房。

林杰樑的上司，林口長庚副院長葉森洲，下午語帶哽咽宣布消息。

林杰樑教授，不幸於今天8月5號12點42分辭世，享年55歲，事實上他生命跡象已經沒有，家屬希望可以減少林教授的痛苦，所以決定，家屬決定就不再使用維生設備。

這一切，發生太突然，上週五清晨6點，林杰樑感覺頭暈，呼吸困難，7點30分，他被送進林口長庚急診室時，當時意識非常清楚，醫院診斷出嚴重肺水腫，緊急幫林杰樑洗腎，卻沒想到當天下午三點，病情快速惡化，林杰樑不僅裝上葉克膜，同時陷入昏迷，週一，就因為出現敗血性休克，併發多重器官衰竭，宣告不治。

追究致死原因，院方表示，由於完全找不到細菌感染源，推測可能是病毒感染。

第一時間，林杰樑大兒子在臉書上，po出不幸消息。

院方也決定成立林杰樑研究基金，希望將林杰樑為守護國人健康的精神，繼續傳承下去。

Leading toxicologist Lin Chieh-liang dead at 55 (2013/08/05)

After four days in a coma, renowned toxicology expert Lin Chieh-liang was taken off life support and pronounced dead at 12:42 Monday. He was just 55 years old. Lin was best known for public health advocacy, particularly in the area of food safety, and Chang Gung Memorial Hospital has promised to create a research fund in his name. 

The body of toxicology expert Lin Chieh-liang was escorted out of the ICU unit flanked by his family.

Lin’s supervisor, the vice president of Linkou Chang Gung Memorial Hospital, was emotional as he announced the news this afternoon.

Brazil launched a program Monday to lure thousands of foreign doctors to fill vacancies in its public health system, a move criticized by many domestic health care professionals.

Improving public health services was one of the key demands made by hundreds of thousands of Brazilians who staged three weeks of nationwide street protests last month.

President Dilma Rousseff said the initiative, which will be implemented by presidential decree, will involve 10,000 posts and an investment of around $1.27 billion.

Early settlers resorted to cannibalism at Jamestown, the first permanent English settlement in America, researchers said after unveiling forensic analysis on the bones of a 14-year-old girl.

Japan’s biggest yakuza organised crime group has published a magazine for its members that includes a poetry page and senior gangsters’ fishing diaries, reports said Wednesday.

The annual Def Con hacking convention has asked the U.S. federal government to stay away this year for the first time in its 21-year history, saying Edward Snowden’s revelations have made some in the community uncomfortable about its presence.

Following the suspicious death of a soldier more than three weeks ago, President Ma Ying-jeou ordered a human rights report from the military. Today Defense Minister Kao Hua-chu presented this report at the Presidential Office. 

After, Kao held a press conference. He promised again that evidence would guide the case, and that there is no limit on officers who can be subject to prosecution. As for changes in the military, Kao said he was open to amending the Criminal Code of the Armed Forces and to reducing prosecutorial authority of the military. Institutional changes could include a mechanism for rotating officers and reform to the military correctional system, he said.

原本海專畢業的黃文仁，後來進入航空公司工作，繼而自行創業當貿易商，而他對於創業的毅力，可以歷經十一次還不放棄。

”進入新娘禮服是一個意外， 因為當時只是想脫離那個環境，什麼地方有錢賺 就去賺，所以在成立新娘禮服公司之前，我有十一個不同的公司失敗過， 有一天， 我們的一個業務，把新娘禮服的相片寄到國外去，寄到美國去，當時的客人都打電話過來說，Andy我要這款衣服25件，什麼時候可以出貨，我想好像方向對了”

1998年， 黃文仁從三個員工開始到現在工廠遍布兩岸三地， 斯里蘭卡和越南，他打造了一個別人望塵莫及的 婚紗王國， 每年全世界有將近六十萬件婚紗，都是出自他的旗下工廠。

從成衣代工出發的黃文仁 ，為了讓自己的生存權 掌握在自己手上， 他認為「設計 研發」， 是他一定要努力的方向。

”我們是外行， 只是有這個理想，有前途的行業而已， 所以當時的設計， 都是仰賴外面請的設計師， 自己請的設計師 ，他打(樣)什麼我們就去賣什麼 ，有一年設計師打出來之後，我們全軍覆沒 ，沒有客人喜歡， 那我才知道設計這麼重要”

不惜成本讓旗下的設計師 ，不斷研發新的花樣 產品。而且這位大老闆對待自己的事業，不管是從前到現在，都是一樣的認真， 這或許就是一個產業王國 ，可以屹立不搖二十多年的祕法之一。

從零開始的創業， 當然免不了資金周轉兒 ，甚至大環境景氣的打擊 ，但看著牆上的標語， 和周遭跟隨他 一二十年的老員工就知道， 在這個王國內，領導的人 一直不斷地給予自己， 和協助他的員工們信心。

從北朝鮮的角度，當年的朝鮮戰爭，是美帝支持南韓先發動的，紀念館裡，記錄著當年朝鮮戰爭保衛家園的艱辛，以及一場場北朝鮮勝利的關鍵戰役，尤其記錄著當年金日成主席領導作戰、在各戰地前線指揮、視察的過程。

紀念館入口，就是一座超大型的金日成青年時期雕像，展覽室裡更陳列許多金日成在解放戰爭時代的照片和圖像，讓人容易聯想到第三代領導人金正恩的外型酷似他的祖父。領著李源潮參訪紀念館，讓國際媒體一度有機會近距離拍攝金正恩元帥本人。

當晚北朝鮮自製的煙火低空放射，也讓平壤夜景璀璨萬分，也添增慶典的光彩。 

North Korea unveils memorial to its Korean War ‘victory’ (2013/07/28)

After staging a massive armistice anniversary parade, North Korea unveiled a special memorial to the conflict it calls the Fatherland Liberation War. If nothing else, the event showed the power of this socialist nation to mobilize large numbers of people. 

The Pyongyang memorial was unveiled on the 60th anniversary of the armistice that ended the Korean War. Leader Kim Jong-un was joined by Chinese Vice President Lee Yuanchao in cutting the ribbon. 

Thousands watched, including hundreds of foreign guests, representatives of the armed forces and soldiers who fought in the war.

反核四催票

由於立法院可能會在七月底的臨時會通過"停建核四公投"，數十個公民團體今天成立了"終結核四催票大聯盟"，希望號召更多民眾出面，投下反對核四一票。

依照現行公投法，公投要過關，必須投票率過半，並要獲得一半以上的人支持，門檻並不低。今天包括人本基金會董事長史英、導演柯一正、台大醫師柯文哲等人都出面催票，期盼政府最終能停建核四。

Anti-nuclear Alliance (2013/07/28)

During an extra session next week the Legislature will consider a referendum on the Fourth Nuclear Power Plant. To drum up votes for the anti-nuclear cause, more than 10 civic groups gathered today to form an alliance. 

Stiff thresholds for passing a referendum mean that the activists will need all the support they can get. Joining their cause today were director Ko I-chen, NTU doctor Ko Wen-je, and Shih Ying史英, the chairman of the Humanistic Education Foundation.

禁閉室模擬

陸軍下士洪仲丘命案，案發第25天，軍檢署會同家屬重返269旅禁閉室，實地模擬6小時，也重返國軍新竹醫院，模擬勘查洪仲丘在醫院體檢的過程。

今天軍檢署找來家屬，及當時在場的人包括戒護士、禁閉生、醫官等，重返禁閉室做實地模擬。

我們把當時在練場上面所發生的事，所有的細節做一次現場模擬，洪仲丘不適倒地之後，到送到救護車上面，整個流程還有施救流程，做一個現場模擬。

此外，軍檢署也在找來士官長陳以人，與一名尤姓排長，重返國軍新竹醫院，模擬當時洪仲丘在醫院體檢的過程，確認陳以人與范佐憲，為何能在短短半天時間，取得體檢報告。

不只軍檢大動作偵查，桃園地檢署就家屬提告滅證部分，借提在押被告范佐憲。

Military investigators reenact hospital, brig scenes in dead soldier case (2013/07/28)

Investigating the suspicious death of Hung Chung-chiu, military prosecutors conducted simulations today at the brigade detention center where the corporal was locked up, and the hospital where he received a health check. Many of the officers and soldiers who were present during Hung’s time in the brig attended, as did family members of the victim. 

Corrections sergeants, soldiers who had been locked away with Hung and health officials joined the brig simulation. The proceedings were watched by family members of the victim.

狂犬11鼬獾

農委會防檢局今天公佈又有五例鼬獾，被驗出狂犬病毒，合計目前共有十一隻鼬獾染病，防檢局也宣布週一起，將針對第一線人員，預防性施打疫苗，疾管署也將從國外進口動物用及人用的狂犬病疫苗，來因應疫情。

昨天在17件裡面 有5件鼬獾，確診這個狂犬病。

台中新社，台南南化，以及高雄田寮，紛紛出現狂犬病新增個案，合計目前共11隻鼬獾體內，存在狂犬病毒。台大小兒感染科主任黃立民表示，人的傷口沾到染病動物的唾液，就可能染病。

面對疫情燃燒，防檢局規劃在八月底進口30萬劑的動物疫苗，疾管署也會在八月底進口一萬七千多劑人用狂犬病和免疫球蛋白疫苗。

As the number of animals found infected with rabies continues to grow, the government says it will step up vaccinations. Pets in mountainous areas and people on the front lines of fighting the disease are among those targeted.

Among 17 specimens we looked at yesterday, five ferret-badgers were confirmed as having rabies, says Bureau of Quarantine director, Susan Chang.

The new cases were found in Taichung’s Xinshe, Tainan’s Nanhua and Kaohsiung’s Tianliao. The total number of ferret-badgers found infected with rabies stood at 11. Huang Li-min, a pediatrician at National Taiwan University, says that rabies is passed to humans when an infected animal’s saliva enters a wound. If the disease is allowed to progress, most people die. The few that survive typically lose all cognitive function. 

范佐憲組頭

涉嫌害死洪仲丘的上士范佐憲，月薪4萬8卻愛玩重機，開名車，現在他不只被指控在軍中放高利貸，還被簽賭公司幹部爆料，他是運動簽賭網站大組頭，不過，對於爆料，軍方說，還沒有查到具體證據。

一名綽號叫小陳的簽賭公司幹部踢爆范佐憲是運動簽賭網站的上游組頭。還透露，范佐憲每月獲利至少1、2百萬。

外界還進一步點名，這間簽賭網站是堪稱國內最大運動簽賭網站的天下運動網，賭客人數超過十萬人，每天投注賭金保守估計至少10億。

Sergeant involved in death of conscript thought to run a gambling website (2013/07/19)

The death of the corporal has cast an unwanted spotlight on staff sergeant Fan Tso-hsien. Fan earns less than NT$50,000 a month, but still has enough cash to drive a Mercedes. There is suspicion that his job in the military is a front and that he earns most his money operating a major gambling site. 

Using the nickname Xiao Chen, Fan Tso-hsien is rumored to be the head of an internet sports betting website where he earns monthly profits of at least NT$1-2 million.

813駁賄絡

洪仲丘案，家屬指控上士范佐憲買飲料賄賂國軍813醫院，讓體檢半天就過關，在飲料店協助下，還找出疑似范佐憲買飲料的畫面。但院方喊冤，表示飲料是護士自己訂外送的，而且醫院監視器畫面也錄到，范佐憲被指控買飲料的同一時間點，他穿軍服出現在院內。

監視器畫面裡，6月27日上午11點14分，被洪仲丘家屬指認就是542旅上士范佐憲的男子，出現在新竹中正路的飲料店，六分鐘後，提了一大袋飲料離開，洪仲丘家屬指控，這些飲料就是范佐憲拿來賄賂國軍813醫院，讓洪仲丘體檢報告迅速過關的重要證據。不過，院方喊冤。

813醫院拿出當天的監視器畫面顯示，范佐憲10點57分進入醫院，一直到11點21分才離開，11點14分怎麼會出現在飲料店？

飲料店高層，信誓旦旦的說，畫面中的人就是范佐憲。但重回這一間位在新竹的店家，店員根本不敢確認，范佐憲到底有沒有來消費。

軍檢署進一步指控飲料店不老實，因為他們也曾經要求業者提供影片，不過，得到的答案，卻是畫面已經洗掉、不存在了。

Family, hospital at odds over procedures used to clear soldier for punishment (2013/07/19)

Dispute rages on between the military and family members of a dead soldier. Central to the case is Staff Sergeant Fan Tso-hsien, who played a role in delivering the harsh punishment to Corporal Hung Chung-chiu that ended up killing him. The victim’s family believes the sergeant bribed staff at a military hospital to gain the medical documents needed to punish Hung. 

The family’s claim is based on this footage from June 27 at 11:14 am. It says the man in the white shirt is Fan Tso-hsien, a staff sergeant in the 542 Armor Brigade. He is buying drinks from a shop on Hsinchu’s Zhongzheng Road. Six minutes later he leaves, to deliver the beverages to staff at the 813 military hospital as a bribe for speeding passage of Hung’s medical report. The hospital denies this account.

Those drinks were bought by their own nurses. The nurses feel these reports are unfair and that they’ve been misunderstood.
