二軍變一軍

再過一個月就是畢業季，人力銀行和商業週刊，調查國內147所大學，21萬社會新鮮人，以實際就業率，做出了最新統計，結果發現在37所就業率領先群的學校中，科技大學比率超過一半，反而清大過去大家認為企業愛用學校，竟然跌出就業率前五大排行榜，明顯看出就職環境在改變！

畢業季廠商最愛前進台大辦徵才，網羅一流人才，但名校就業光環，可能已經悄悄褪色。

根據人力銀行和週刊調查，全台147所大專院校，21萬的社會新鮮人發現，其中台科大就業率70.44%。

“因為技職課程的設計，以實作的經驗、實作的教學、跟機器設備的操作、和研發為主，所以在國立技職的表現上，相對是優於像是國立一般或是私立技職或是一般的私立大學”

而且冷門科系反而翻紅成為職場新寵兒，像是政大韓語系和土耳其語系，中央大學的法文系，成為就業率前三名科系。

大環境改變就業市場大洗牌，名校招牌不再燙金，原本被認為是二軍的技職科大，意外翻身成為職場新一軍。

NTUST graduates lead in employment rate (2013/05/02)

Graduation season is approaching, which means a flood of new entrants into the job market. Based on a new survey, students from National Taiwan University of Science and Technology could have the easiest time finding a job. Their employment rate led the nation from 2008 to 2010. Other technical and vocational schools, which offer practical skills, likewise performed well. 

When graduation nears leading enterprises head to National Taiwan University to recruit staff. They are looking for the best new talents, but it’s becoming clear that they will also need to increase their range to less famous schools.

Based on a joint survey released by a job bank and a business weekly, National Taiwan University of Science and Technology has the highest employment rate, at 70 percent. The survey looked at 147 of Taiwan’s universities and technical schools and included 210,000 new graduates.

即時通大戰

智慧型手機越來越普遍，即時通訊軟體的用戶，也不斷擴大，現在各大通訊業者正進入戰國時代，有的主打可愛圖案，免費打電話，有的業者則是結合行動社群平台，成為全方位軟體!

隨著智慧型手機用戶，越來越多，手機通訊軟體，已經成為現在人的社交方式之一，看準商機，各大通訊軟體業者，紛紛進軍台灣。

現在台灣最多人用的，分別是最早進軍台灣的美國whatsapp、韓國的line、及中國微信，微信為了衝人氣，除了找藝人楊丞琳代言，也在今天宣布，推出「跨行動社群平台」。

“我們在台灣也是剛剛公布這個平台，但我們已經收到很多台灣廠商、 公司，都很有興趣，因為我們平台最大的特性是可以做很多互動，可以串接到企業本身的系統，對他們來講很簡單”

業者腦筋動的快，平台不但能搜尋美食地圖，還能網路叫車，查電影票。

Mobile messaging services compete in Taiwanese market (2013/05/02)

As smartphones become pervasive, mobile messaging services are gaining critical momentum. Communication providers are entering an age of stiff competition fought with cute stickers, free calls and other benefits for users. Others are attempting to integrate with cross-platform mobile social networking to attract users. 

As the number of smartphone users rises, mobile messaging services have become a major mode of socializing. Various telecommunication software companies are targeting Taiwan to take advantage of this growing trend.

Currently the most popular options include US software Whatsapp, which was earliest to appear on the Taiwanese market, Korean software Line, and Chinese software WeChat. In order to boost popularity, WeChat has contracted entertainer Rainie Yang as its spokesperson. Today, WeChat announced its cross mobile community platform.

防汛傳簡訊

年度防汛、颱風季節即將到來，行政院會今天通過，要推出手機軟體APP或是手機簡訊服務，通知民眾淹水警訊，不過，像是屏東茄冬、林邊等逢雨必淹的地區，多數老人家不只沒有手機，有些人更不識字，行政院與時俱進的新措施，對他們來說，根本沒有幫助。

低頭族玩手機，會發現行政院機關，也很跟得上時代，水利署最新推出的APP軟體"行動水情"，告訴民眾，哪裡淹水、哪裡下大雨，提醒民眾嚴加注意。

沒有智慧型手機，也能透過手機簡訊，接收防災訊息。

“用APP的方式通報，(手機簡訊)每三分鐘送一次，連送三次，包括一般的手機，包括智慧型手機運作，都非常正常”

氣象局、公路總局、水保局，也都推出APP服務，只是這樣的新措施，立刻被立委打槍。

“完全是台北看天下的思維，民眾沒有辦法因為這樣子，得到即時訊息，得利的 反而是一些電信業的業者”

邱志偉立委看法或許是對的，但政府也有透過像是電視、廣播等不同的媒介，來傳達天災消息。

Cell phones become a tool for disaster warnings (2013/05/02)

Typhoon season is fast approaching, which means people need to be ready for floods and landslides. Several government agencies offer apps and text message services warning of potential disaster areas. 

A new cell phone service shows that Cabinet agencies are taking advantage of the latest technologies. The Water Resources Agency has released an app that alerts users of flood locations and heavy rain. People can use this program to avoid danger.

For those who don’t have a smartphone the agency can send text messages that also include disaster information.

博弈法草案

行政院會今天通過〝觀光賭場管理條例〞草案，規定博弈事業只能在離島設置。

而且，為了避免民眾好賭成性，草案當中還特別訂定”防嗜賭條款”，只要配偶和親屬，都可以向交通部申請，禁止自己的家人進入觀光賭場。

Draft Gaming Act Passes (2013/05/02)

The Cabinet passed its draft version of a new tourism gaming management act. It stipulates that large casinos can only be established on outlying islands. 

To prevent the public from becoming addicted to gambling, the draft includes anti-addiction measures. Family members can apply to the Ministry of Transportation to ban an individual from entering gambling venues.

林益世輕判

正當各界質疑司法不公時，法界人士也拿出幾個案例對照，顯示出司法矛盾，其實，馬英九總統兩年前，也因為陳水扁二次金改無罪判決，罕見的發表意見，馬總統說：不能漠視部分法官做出違背人民期待的判決，如今綠營痛批，因為林益世是馬英九愛將，所以馬總統現在選擇漠視。

外界痛批法官輕判林益世一案，有律師舉出案例做強烈對比。

曾有男子幫朋友把風搶超商，僅獲得700元贓款，卻被法官判刑7年6個月。反觀林益世，收了上千萬喬合約，判決結果只涉及恐嚇取財判，並只判刑7年4個月，法界認為司法失去公平性。

“(林益世)比較惡質的貪污，怎麼會變成無罪、恐嚇取財，判了7年，這個貪污，應該用貪污(判刑)。變成恐嚇取財6個月以上(刑期) ，這個落差天地之別”

而不得干涉及評論司法的馬英九總統，兩年前，可是為了陳水扁二次金改獲判無罪，冒著被批評的風險，也要對達體諒人民的憤怒。

“我個人身為總統，當然不能干涉審判中的司法個案，就算會因此捱罵，我還是不能干涉，我尊重司法不等於漠視人民對於"部分"法官，做出違背人民"合理期待"判決 的失望與憤怒”

對於扁案，馬總統有出來說話。但這回愛將涉貪輕判，外界反彈聲浪大，司法威信重創，馬總統則是沒任何回應，引發綠營批評。法務部長曾勇夫滅火，表示尊重檢方再提上訴，也透露案件來到高院二審，可能有不同見解。

Legal professionals consult precedents in Lin case (2013/05/02)

Alongside public discontent, legal professionals are making comparisons with precedents to show inconsistencies in former presidential aide Lin Yi-shih’s light sentence. As President Ma had previously sympathized with public anger over former President Chen’s innocent verdict two years ago, the DPP now criticizes his silence as the case involves one of his trusted aides. 

As public outcry over former presidential aide Lin Yi-shih mounts in intensity, many are making stark comparisons with legal precedents. 

Four years ago, a man in New Taipei City who assisted in the robbery of a convenience store made only NT$700, but was sentenced to seven years and six months. For Lin, however, receiving a bribe of millions and being convicted of extortion also received a comparable sentence. Those in the legal profession criticized the judiciary for this blatant injustice.
