新北搶小鴨

風靡香港的"黃色小鴨鴨"，在維多利亞港掀起黃色炫風，帶來觀光收益。卡哇伊魅力，如今在台灣發酵，像是新北、基隆與高雄，都有民代為鴨鴨請命，力邀來台展出。

但其實早在去年，新北市府就曾與黃色小鴨團隊，洽談展出事宜，但新北礙於經費預算，自動放棄。

“不曉得今年那麼紅，以後會不會預算有大幅增加”

不只新北市，基隆、高雄都有民代希望這隻遊歷超過10 國、共12個城市的黃色小鴨鴨，下一站能駐足自家城市。

A huge rubber duck floating in Hong Kong’s Victoria Harbor is sparking a surge in tourist income. The buzz has spread to New Taipei and other cities in Taiwan that are also eager to host this floating icon. 

A 6-story Rubber Duck is drifting across Victoria Harbor in Hong Kong, attracting the interest of tourists who snap photos. Affection for this cheerful duck has spread as far away as Taiwan.

手機信用卡

以後辦信用卡，將可以在"空中"接收新卡！

金管會核准國泰世華銀行和中華電信合作的首張「空中下載式手機信用卡」，銀行不發實體信用卡，而是讓民眾把信用卡下載到手機裡，三千元以下的消費就可以用手機感應刷卡。不過目前只對中華電信和國泰世華員工約1千人試辦。

Mobile Credit Card (2013/05/10)

Taiwan may soon have a mobile credit card system that is only available on smartphones. 

The Financial Supervisory Commission has approved a pilot program run by Cathay United Bank and Chunghwa Telecom. Instead of issuing a material credit card, the bank will offer an e-card that can be downloaded onto a smartphone. The phone can then be swiped to make charges of up to NT$3,000. Initially the pilot program will be limited to a 1,000 employees of Cathay United and Chunghwa Telecom.

退將去中國

退役上將許歷農今天再率高階退將團訪中國八天，將拜會中共中央軍委會、解放軍北京部隊等軍政決策核心單位，民進黨質疑，此舉會形成國安漏洞，要馬總統拿出具體方法補救

登上遊覽車，高階退役將領啟程前往機場，將到中國訪問八天，推動所謂的"軍事互信機制"

“我們這次去主要的是，為了建立將來兩岸互信機制，去交換意見，尋求共識，預防兩岸因為誤解誤判，可能會產生擦槍走火

這次的訪問團由退役上將許歷農帶隊，這次參訪之所以受到注意，是因為這批退將，計畫拜會中共中央軍委會、全國政協等軍政核心單位。民進黨擔心，退役軍人去中國參訪，會形成國家安全漏洞。

“我們在這裡要求馬英九總統，要負起三軍統帥的職責，要明確的表態，要有所處置，不要讓退役將領，成為國家安全的隱憂

對此，許歷農表示，退役軍人跟正常人一樣，民間交流是天經地義的事情。不過退役將領前仆後繼到中國參訪，國防部也無法管。

Retired military generals embark for China (2013/05/10)

A delegation of retired military leaders is in China to meet with high-ranking members of the Chinese military. Before they left a DPP spokesman warned that their visit could compromise national security. 

Boarding a tour bus, this high-level delegation of retired generals is going to the airport for an eight-day visit to China. The trip is billed as a military trust exercise.

環署槓政院

悠活規避環評一案，行政院同意內政部的建議，將"悠活全區"合併環評，交由屏東縣政府認定，不過，傳出環保署認為，悠活全區都要停業，沒有任何讓步的空間，中央部會不同調引發爭議後，政院緊急澄清。

悠活度假村的爭議延燒了好幾天，行政院拍板定案。

行政院挺內政部，依建築法規，悠活1至2區是合法可繼續營業；如環評未過，一、二區都撤照；但環保署卻評定全區都要立即停業，外界好奇，中央部會是否喬不攏。 

菲只表同情

面對台灣大動作的抗議，菲國漁業局長宣稱，是因為台灣漁船意圖衝撞，執法人員才被迫開槍。

“一艘台灣漁船，在我們的海岸防衛隊旁不斷繞行，迫使海岸防衛隊對空鳴槍警告，後來射擊漁船的機械設備，我們對死亡漁夫的家屬表示同情，我們也向家屬和台灣政府保證，我們會將所有調查公開化”

海岸防衛隊兼稱，這起事件是發生在菲律賓海域，菲國的軍方人員只是恪盡職守，阻擋非法漁船。

Philippines Defends Actions (2013/05/10)

The director of the Philippines Bureau of Fisheries says the incident escalated after the Taiwanese fishing boat charged the Philippines government vessel.

One of the Taiwanese fishing vessels repeatedly tried to ram our MCS, forcing our MCS to fire warning shots on the air first and eventually on the machinery portion of the vessel to disable the same. We sympathize with the family of the fisherman who died and we assure them as well as the government of Taiwan of a transparent and impartial investigation.

The Philippines coast guard says the incident occurred in its country’s waters. It says the Philippines vessel was carrying out its duty to stop an illegal fishing boat.
