洪案退兵潮
全募兵制明年將上路,國防部預定今年招募近三萬志願役士兵，但根據民進黨立委薛凌調閱的資料，截至六月底為止，竟然還召不到五百人，雖然國防部澄清沒這麼少，但立委都說，因為洪仲丘案影響，不少家長擔心孩子在軍中安全役。
高雄火車站前，要入伍當兵的役男們，跟家屬道別。受到洪仲丘疑似在軍中被虐死一案，家屬的心情非常不安。

被迫要入伍的役男心情也很忐忑，更別說志願役。因為洪仲丘案，就有立委辦公室就接到，已經服志願役的，要改成義務役的陳情。

“就剛好有一件(陳情)，他的兒子就是因為(洪案)這樣，他跟他的長官提出申請，說他是志願役的，不想繼續留在軍中，他的家長就會怕萬一申請提出退役不成， 是不是會另外被點名作記號”
國民黨立委羅淑蕾說，假如洪仲丘一案沒有好好處裡的話，募兵制勢必會失敗。

The Hung Chung-chiu case has made some prospective soldiers worried about joining the military. Lawmakers worry that the armed forces will have trouble meeting its quota of recruits as it switches to an all-volunteer system.
In front of Kaohsiung Train Station, a group of new enlistees bids farewell to family members. Some family say the suspected maltreatment of Corporal Hung Chung-chiu before his death has given them greater cause to worry.

Both conscripts and volunteers have concerns. DPP Legislator Su Chen-ching mentioned an example of a volunteer hoping to reduce his commitment by switching to obligatory service.

I had one person explain to me that his son applied to leave the military because of the (Hung) case. He is a volunteer soldier. Now his parents worry that if his application fails, he could be reprimanded.
KMT Legislator Lo Shu-lei says that the switch to an all-volunteer military could fail if the armed services do not properly handle the Hung Chung-chiu case.
