環署槓政院

悠活規避環評一案，行政院同意內政部的建議，將"悠活全區"合併環評，交由屏東縣政府認定，不過，傳出環保署認為，悠活全區都要停業，沒有任何讓步的空間，中央部會不同調引發爭議後，政院緊急澄清。

悠活度假村的爭議延燒了好幾天，行政院拍板定案。

行政院挺內政部，依建築法規，悠活1至2區是合法可繼續營業；如環評未過，一、二區都撤照；但環保署卻評定全區都要立即停業，外界好奇，中央部會是否喬不攏。 

環保署長沈世宏否認，並表示一切交由屏東縣政府認定悠活是否違反環評法。

Cabinet says parts of Kenting Yoho Beach Resort can continue operating (2013/05/10)

Premier Jiang Yi-huah has decided to side with the Ministry of the Interior and let parts of Kenting’s Yoho Beach Resort continue operating. The resort still must undergo an environmental assessment. 

For 14 years the Yoho Beach Resort has operated in Kenting without having passed an environmental assessment. After several days of debate, the premier hoped to settle the government’s stance on its fate.

Soon the views of the two agencies will be unified. Our position is based on the explanations given by Ministry of Interior.

The Cabinet upheld the Ministry of the Interior’s decision to use the Building Act. It considers that Yoho’s zones one and two are legal and can continue to operate. If the resort does not pass environmental assessment, it would lose its license to operate these two zones. But that stance differs from an earlier statement by the EPA, which had called for a complete suspension of all zones. Some sense discord in the central government. 

EPA Minister Stephen Shen denied this speculation. He says that the Pingtung County government should have complete authority to determine if Yoho violated the Environmental Impact Assessment Act.
