1935年嘉義出生的蔡同榮，一生都在為台灣推動公投和獨立建國的努力。台大法律系畢業後，便赴美唸書，期間擔任台獨聯盟創會主席及FAPA首任會長。

1990年返台後，組成公投促進會，推動以公投決定公共事務以及住民自決，贏得蔡公投美名。他擔任五屆立委，也曾出任民進黨代理主席，19年問政生涯、一輩子牽掛的，都是台灣的未來。

Independence advocate, Chai Trong-rong, passes away at the age of 78 (2014/01/12)

Former legislator and independence advocate, Chai Trong-rong passed away early Saturday morning. His work was praised by many across all political parties as well as those from abroad. Chai will be remembered for his lifelong love and advocacy on the behalf of Taiwan. 

The passing of former legislator Chai Trong-rong was mourned by family members as well as pan-green and pan-blue politicians who offered condolences to his family.

To welcome the coming arrival of the Year of the Horse, Sanshing Township, Yilan hired a carpenter to build a 6-meter-tall rocking horse. Today a truck was hired to pull the massive, 4.5-ton sculpture, which will eventually make its way to one of the township’s flower-filled fields.

Kaohsiung’s main street for Lunar New Year supplies officially opens on Saturday. Shops along the 400-meter-long market have already been hiring students who will be paid about NT$1,000 a day to pull in customers. The cost of renting space for a stand this holiday season is about NT$50,000.

台北市今天公布馬年小提燈， 以充滿夢想的旋轉木馬為概念設計，號稱是全國第一只可轉動的小提燈，將在下個月8、9日兩天發送。

製作團隊發想半年，號稱全台灣第一個會旋轉的提燈，共有5匹不同顏色的駿馬。中間的柱子上，有101大樓和摩天輪等台北地標，把手上，還有大貓熊圓仔的圖案。

這14年來有很多市民都會蒐集小提燈，用生肖來蒐集，這次是唯一突破用單一生肖為主體來做。

台北市政府也預告之後會有圓仔的小提燈。

Taipei plans to give away 180,000 Year of the Horse lanterns (2014/01/13)

The Taipei City government has revealed the Year of the Horse-themed lanterns it will distribute during the upcoming Taipei Lantern Festival. In a break from the past, the giveaway lantern features just one character from the Chinese zodiac. 

This rapidly spinning carousel is the lantern that will be distributed in conjunction with this year’s Taipei Lantern Festival.

It’s like a theater. The horse is the main character and there is also a round top that gives it a circus feel.

The design team spent half a year coming up the first rotating lantern ever distributed by Taipei City. It has five different colored horses with a backdrop that includes Taipei 101, a Ferris wheel and other local landmarks. The handle is decorated with a panda design.

Taiwan Featured in Anime (2014/01/13)

An upcoming episode of the new anime television series “Nobunagun” will feature scenes of Taiwan. 

Locations include Taoyuan International Airport, the Eight Trigrams Mountain Buddha and Kaohsiung’s Lotus Lake. The episode’s airing will provide a boost to Taiwan, but it will not be broadcast here.

告別溫暖的冬陽，今、明兩天，受強烈冷氣團影響，中部最低溫將下探10度，玉山、合歡山有機會飄雪。北部、東北部也會下雨，讓濕冷感覺更明顯。所幸冷氣團影響時間縮短，原本預估一週減半，最快周三氣溫就會回升。

濕冷天氣，週三才會慢慢減緩，不過，這波強烈大陸冷氣團，也帶來中國的空氣污染物，雖然對北部、東部的空氣品質影響不大，但中南部的懸浮微粒，濃度會比較高。

Forecasters expect cold weather to ease starting Wednesday (2014/01/13)

Chilly weather is expected across Taiwan during the next couple days. Forecasters say that the cold air mass affecting the island will begin to weaken toward the middle of the week. 

Upon waking this morning, it was clear that the weather had changed. The arrival of a strong continental cold air mass has pushed temperatures down. Lows in some regions will hit 10 degrees.

From this evening to early tomorrow morning, lows from central Taiwan to the north, including Yilan, will be about 11 or 12 degrees, and 13 or 14 in the south. On Wednesday, lows of around 10 degrees are possible during the early morning in central Taiwan.

Forecaster Liu Jen-wei mentioned another factor that will make the air feel cooler than it actually is.

這家印刷公司，去年營收近29億元，全台的名片印刷市佔率更是逼近五成，隨著數位時代來臨，靠著老闆的獨到見解，和員工努力打拼，創造出一片天。

A printing plant in Taichung is gaining attention for its lavish year-end party. Prizes this year include a dozen luxury autos and employees will receive year-end bonuses ranging from four to 16 months. 

This printing company has machines for publishing books and for digital printing. It accepts orders via the internet with work often ready for pick up the next day. It has revolutionized the traditional print industry, with investments of NT$200 million made 10 years ago.

In the past few years it invested heavily in an IT department and created software that lets consumers custom order products.

In a press conference today, new Acer CEO Jason Chen said he looks forward to transforming the struggling Taiwanese computer maker. Chen was joined by Chairman Stan Shih, who recently rejoined Acer in an effort to resurrect the company he founded.

eTag頻出包，最近退租人數暴增1倍，10天破1萬人，遠東集團董事長徐旭東今天首度針對扣款異常道歉，不過，他又強調出錯比例很低，還說「你喜歡退你就退」。引發交通部不滿，次長陳純敬說，無法接受這種情緒性的發言，覺得道歉像在耍賴。

用路人對eTag失去信心，網路發起「225萬人退租，停掉eTag」活動，引發熱烈迴響，不過高公局說，契約裡根本沒規定，上路後未達利用率65%可以解約。

An apology that is widely perceived as half-hearted has further diminished faith in the eTag freeway toll collection system. Far Eastern Group Chairman Douglas Hsu apologized four times for billing errors that have accompanied the launch of fully automated toll collection in Taiwan. He then followed his apology by telling dissatisfied customers to return their eTags, angering the Ministry of Transportation. 

When the chairman of Far Eastern Group apologized today, he stressed that the eTag system is generally stable.

Hsu’s Far Eastern Group oversees Far Eastern Electronic Toll Collection, which operates eTag. The apology elicited an immediate response from the Ministry of Transportation.

陸軍下士洪仲丘，去年在軍中疑遭虐死引發民怨。在各界疾呼聲中，軍審法修正通過。原本軍法偵審案與關押軍囚，通通交由一般司法接手。繼去年八月首波移交後，剩餘四百多件案子，今天全數移撥完成，軍事監所也正式走入歷史。

七點多天才剛亮，兩台大型移監巴士，在警備車與憲兵開道戒護下，緩緩開出台南軍監，後頭還跟著一輛，載滿收容人生活用品的大型貨車。

立法院昨天三讀通過《道路交通管理處罰條例》修正案，危險駕駛、逼車行為，明年起將會被重罰，最重可罰2萬4千元。

不論是高速公路快車道上，前方駕駛急停，下車嗆聲，或左右蛇行阻擋，或高速行駛任意變換車道，還是不斷急煞讓後車驚恐，這類危險駕駛或逼車行為，明年起最重將開罰2萬4千元。

警政署統計，危險駕駛遭舉發案件逐年增加，且根據國道警察統計數據，國道死亡車禍肇事首要原因為變換車道不當，顯見修法的必要。

除此之外，情節嚴重還會被吊扣駕照3個月，屢犯者汽車會被沒收，但民眾也擔心警方認定困難，警政署說，明年3月初交通部就會公告如何實施，希望藉由重罰，遏止逼車歪風。

According to statistics compiled by the National Police Agency, the number of reported dangerous driving incidents has escalated over the years. Figures reported by the highway police indicate that the leading cause of highway fatalities is changing lanes improperly. This shows the importance of such an amendment.

Aggressive and malicious behaviors, such as competing for lane space or changing lanes dangerously, will lead to the stricter punishments contained in this amendment, says Liu Zhen-an, section chief of the agency’s traffic division.

“Unless you have an on-board recording device, it’s difficult to determine that drivers are competing for lane space,” says this person.

Offenders can have their license suspended for three months, and repeat violators can have their vehicles seized. But the public worries about the ambiguities of the law. According to the National Police Agency, in March the Ministry of Transportation will announce implementation standards. Police hope to minimize aggressive and dangerous driving behaviors through harsher punishment.

面對政治協商，馬總統一慣立場，不過陸委會也提醒，中國將以一中框架取代九二共識。

The head of Taiwan’s Mainland Affairs Council also said he believes China will try to propose a military trust mechanism between the two sides. 

This was President Ma announcing the possibility of a meeting between Taiwan’s Wang Yu-chi and China’s Zhang Zhijun.

Minister Wang and the director of China’s Taiwan Affairs Office plan to hold consultations next February, says Ma. We believe a meeting between the heads of the two sides’ agencies responsible for overseeing cross-strait affairs is a positive development.

Ma’s announcement came during a KMT Central Standing Committee meeting. In the meeting, Minister Wang gave his view on China’s new air defense identification zone, which overlaps with Taiwan’s zone.

We all predict that in the future China will press us to negotiate political issues. Our general position is that we have never tried to avoid this type of topic. The Mainland Affairs Council also warned that Beijing will likely to try to use the One China framework as a basis for any political negotiations, rather than the 921 Consensus that the KMT prefers.

GISA will provide fundraising, but it serves a function different from that used by companies that list on the emerging, over-the-counter or stock exchange markets, says Lee. It doesn’t offer trading. You need to select well. Frankly speaking, you’re in this for the long run.

There are no requirements for minimum paid-in capital, establishment date or profitability among companies that apply for GISA listing. Non-institutional investors buy shares from brokers specializing in unlisted stocks. Due to the risks involved, there are purchase limits.

There is a risk warning that you need to accept, says Lee. For general retail investors, there is an annual limit of NT$60,000 in purchases on GISA.

Taiwan has many firms that qualify as “micro-enterprises.” Twenty are already set to join GISA after it opens. Each has innovative potential and together they cut across a wide range of industries.

公平會創下全球首例，在耶誕節這天，宣布對蘋果亞洲公司開鍘！公平會歷經8個月調查，認定蘋果限制國內三大電信公司"綁約手機價格"，違反公交法第18條，因此開罰新台幣2000萬。

如果要選購的智慧手機是蘋果iPhone，不難發現，無論中華電、台哥大、遠傳三家電信業者怎麼比，列出的「手機合約價」幾乎都一樣。

公平會今年4月立案調查，蒐證蘋果與電信業者間的電子郵件往來，認定蘋果限制電信業者"綁約手機價格"，因此對亞洲蘋果公司，開罰台幣2000萬。

最主要是用公平交易法的第十八條，(事業體)它賣給對方，對方再去賣給第三者的話，事實上它就沒有自由定價的空間，那這地方就是所謂的不公平競爭裡面很大一個關鍵。

公平會認定，上游蘋果沒資格、也不該去管制下游的經銷商。誇張的是，就連「最低採購量」甚至「促銷廣告」，三大電信業者都必須經過蘋果同意。

蘋果公司確實就像大家了解的，好大的一個蘋果，搬都搬不動，公平會這次採取的一個動作，站在消費者角度，確實是應該給政府按一個讚。

就在歐盟也在調查蘋果限制轉售價格的同時，公平會搶先對蘋果祭鐵腕，也讓此案，有機會成為國際間的參考案例。亞太區蘋果公司則表示，須進一步了解後再對外回應。

Following an eight-month investigation, Taiwan’s Fair Trade Commission has decided to fine the Apple unit that oversees Taiwan sales NT$20 million. It is the first time the US consumer electronics giant has been penalized for the strict terms it imposes on telecom firms that resell its iPhone 

There are many options for consumers interested in an iPhone, among them Chunghwa Telecom, Taiwan Mobile and Far Eastone. There’s no need to compare prices offered by these telecommunication operators because they’re virtually the same.

In April, the Fair Trade Commission began to investigate communication records between Apple and the telecoms. It decided that Apple wrongfully set limits on the price of cell phones tied to contracts. For this, the iPhone maker’s Asia subsidiary will be fined NT$20 million.

The key point is in Article 18 of the Fair Trade Act, says Lei Li-fen, the secretary-general of the Consumers’ Foundation. When an enterprise supplies a good to a trading counterpart for resale to a third party, the enterprise doesn’t have the right set a price. This is important for ending unfair competitive practices. 

Based on this regulation, the Fair Trade Commission decided that Apple was not allowed to set a resale price. Other questionable practices include Apple’s minimum purchasing limits and control over advertisements.

Apple Inc. is as advertised: a big apple that is not easily pushed around, says Lei. This time the Fair Trade Commission is standing on the side of consumers. The government deserves credit.

The European Union is also investigating Apple’s iPhone sales tactics, and Taiwan’s Fair Trade Commission believes its ruling could serve as a reference for EU regulators. The Apple Asia unit plans to review the decision before giving a more detailed response.

知名的繪本畫家幾米，身為宜蘭的在地子弟，在幾米廣場之後，二度用無償的方式讓自己的畫作在宜蘭展出，也替地方帶來了觀光熱潮。

結合空間設計，宜蘭羅東文化工場正在展出的幾米特展，讓以柔和色彩及可愛圖像，風靡大人小孩的幾米畫作，立體了起來。

看到自己的第一幅作品就貼在透明玻璃上，幾米有感而發。

“我所有的圖是從這張圖開始，我知道我會畫圖，但我不知道我會做繪本，我不知道我會創作。在一個安靜的早晨，我坐在我的書桌，我把這些樹，就這樣一筆一畫畫出來”

在中國北京類似的展覽，幾米的策展費就要價千萬，回到自己家鄉宜蘭，幾米無償提供。

今年六月，全台第一座幾米廣場在宜蘭火車站附近開幕，半年來累積了近14萬人次參觀，這次特展將持續到明年2月27日，勢必吸引大批人潮，讓幾米成了宜蘭最佳的觀光代言人。

Renowned illustrator Jimmy Liao has opened a painting exhibit in Yilan. It is one of many ways that Liao gives back to his hometown. 

This is Jimmy Liao’s latest exhibit. The interior design of the Luodong Cultural Working House adds three-dimensional appeal to his colorful and playful works.

“The paintings are simple,” says this person. “But the scenes they depict make me feel warm inside.”

Liao had mixed feelings upon seeing his first painting plastered on a piece of transparent glass.

All my works began from this painting, says Liao. I knew I could paint, but I didn’t know I could create a picture book. One quiet morning I was sitting at my desk and I began to paint these trees, one stroke by another.

Liao charged about NT$10 million to curate a similar exhibition in Beijing. Back in his hometown of Yilan, he offered to display his paintings free of charge.

Although Jimmy spends a lot of time outside Yilan, he comes back frequently and leads a low-profile life, says Huang Sheng-yuan, a designer at Luodong Cultural Working House. This really inspires us fellow residents.

Taiwan’s first Jimmy Square opened near Yilan Train Station in June, attracting tens of thousands of visitors. The latest exhibition at the working house runs through Feb. 27 and is likewise expected to bring in many fans of the illustrator.

2013年進入尾聲，網站票選觀賞2014年第一道曙光的最佳景點。

北部冠軍，是新北市福隆，西部南投的五城山，南部由嘉義阿里山奪冠，東部則是台東太麻里，外島地區，則是蘭嶼東清灣。

The local website Yam asked people to choose the best places to observe the first sunrise of 2014. 

Regional winners included Fulong, New Taipei; Wucheng Mountain, Nantou and Alishan, Chiayi. In eastern Taiwan, Taimali, Taitung ranked first, while Dongqing Bay, Orchid Island came out on top among the outlying islands.

外交部領務局為了加速民眾辦護照流程，24號開放民眾線上預約，今天開始受理，由於省去抽號碼牌等待的時間，以往處理半小時，現在8分鐘不到就搞定！不過傳出新北市政府也有意幫民眾代辦護照，領務局長龔中誠說，還有待內政部跟地方政府溝通。

領務局今天正式開放線上申辦護照。

民眾只要線上預約、填寫資料，然後在選定時間內，親自拿身份證到領務局到這台預約機前列印資料，就可以完成送件手續， 而且8分鐘就能搞定！

“未來假使說，我們繼續反應好的話，可以把每天受理的人數，每個時段，可以相當合理的，適當的給它增加”

想出便民新招的不只是領務局，先前也傳出新北市政府有意想要整合轄內的戶政事務所，幫第一次辦護照的民眾代辦，不過領務局持保留態度，因為其他縣市也有意願，如果只有新北市代辦，會對其他市民不公平。

“一方面，讓內政部趕快召集(各縣市)會議，我們也希望，新北市稍微讓這個想法 ，讓其他縣市一起來分享”

領務局解釋，由於辦護照牽涉個人資料和安全問題，未來如何兼顧安全和便利，仍有待和地方政府進一步溝通，不會貿然推動。

To save time, passport applicants now have the option of making an appointment online to hand in forms. New Taipei City also hopes to let first-time passport applicants hand in paperwork at their local household office, but more preparation is needed before this service is introduced. 

The Bureau of Consular Affairs began accepting online passport applications today.

People fill out an online form and make an appointment. In the designated time, they go to the bureau office with their ID and print out their information. Within eight minutes, delivery of documents is complete.

If the response continues to be good, we will be able to increase the number of people we accept each day and in each time period.

Another proposed plan was made by the New Taipei City government. It wants to let first-time passport applicants apply at household offices, which would then deliver documents to the Bureau of Consular Affairs. The bureau would rather wait until it is ready to roll out this service nationwide.

We want the Ministry of the Interior to hold a meeting with each city and county. We hope that New Taipei City can first share this plan with other localities.

The bureau needs to first ensure it can balance convenience with protection of personal information.

為了縮短台北到宜蘭的距離，行政院前年11月，核准北宜直線鐵路案，一旦興建完成，通車時間可大幅縮短，但交通部提的三個新方案，有兩個行經翡翠水庫集水區，被質疑會造成北台灣飲用水汙染。

民眾往返台北、宜蘭，除了走北宜公路、雪山隧道，另一項選擇就是花65分鐘搭火車。

為了縮短火車通車時間，交通部打算興建北宜直線鐵路，提出3項新方案，方案一，南港到頭城，只需39分鐘；方案二，34公里路程，行車時間更短；方案三，南港經雙溪再接大溪，費時47分鐘。但前兩條直穿翡翠水庫集水區。

翡翠水庫表示，如此一來，興建期十年，加上五年水質改善期，估計雙北至少有十五年的水質黑暗期。讓立委很擔心。

對此，交通部長葉匡時表示，目前只是規劃，一切還要尊重環評，如果沒通過不會貿然施行。

Plans to build a shorter train route between Taipei and Yilan are under fire for their potential damage to water quality in northern Taiwan. Two of three proposed plans pass through the Feitsui Reservoir catchment area. According to reservoir operators, if construction takes place, Taipei could face 15 years of dirty water. 

People traveling between Taipei and Yilan have several choices. Drivers can take the Beiyi Highway or go through the Hsuehshan Tunnel. Another is spending 65 minutes on a train.

To reduce time spent using this latter option, the Ministry of Transportation wants to build a direct line between the two cities. It has drafted three plans.

The first would take 39 minutes to go between Nangang and Toucheng. The second, at 34 kilometers long, would be even shorter. The third would take 47 minutes to travel from Nangang to Daxi via Shuangxi. The first two options have a speed advantage, but they would pass through the Feitsui Reservoir catchment area.

Reservoir operators say water quality would be damaged during a decade of construction and over another five years of restoration. KMT lawmaker Chi Kuo-tung expressed concern.

Transportation Minister Yeh Kuang-shih says the project is in the planning stages and will have to pass environmental assessment. Without approval from regulators, construction won’t begin.

Two other executives were also summoned to explain if they played any role in the firm’s dumping of untreated toxic wastewater into a Kaohsiung river. ASE is the world’s largest provider of IC testing and packaging services. Work at its Kaohsiung K7 plant is suspended.
