財政部公布的九月出口值252億美元，不僅低於八月，還比去年同期衰退了7%！ 出口表現差，歸因於礦產品，像汽油、及光學器材，像LCD(液晶顯示器)兩個項目，下跌幅度最多。

電機電子公會理事長郭台強表示，希望第四季能追起來。

根據財政部資料，九月對日本出口衰退最多，高達10.9%，另外對中國、美國和東協的減幅也超過8%, 讓人憂心今年GDP能不能保二？

以第三季的出口總值來看，原先預估780億美元，但實際上為761.9億美元，對全年GDP影響為0.25%, 對照之前預估2.31%的經濟成長率，第四季保2，要很拼！

Industry leaders hopeful for strong fourth quarter after September slide (2013/10/08)

Business leaders are optimistic about the fourth quarter despite a sharp decline in exports. Official data released yesterday showed that exports fell by 7 percent in September compared to the same month last year, primarily due to double-digit declines in exports of fuel and LCD products. 

Taiwan is known for its strong electronics industry, R&D capabilities and supply chains. Still, it is an export-driven economy highly dependent on other nations.

According to Ministry of Finance data, Taiwan faltered on this front last month. Exports were US$25 billion, lower than August and 7 percent lower than the previous year. The poor performance was attributed to declines in mineral product exports, such as gasoline, and optoelectronic devices, such as LCDs. 

Despite these setbacks, the director-general of the Taiwan Electrical and Electronic Manufacturers’ Association expressed optimism about his industry’s prospects next quarter.

國防部今天公佈最新國防報告書，兩岸軍力比較部分，不但國防預算相差11倍，陸海空軍的兵力也越來越懸殊，國防部官員坦承，共軍2020年，「將建置完成對台作戰能力」。

日前海軍實彈射擊標準二型防空飛彈，展現國防武力，但根據國防部最新出版的「102年度國防報告書」，兩岸軍力卻已經嚴重失衡。

2013年中國國防預算達到7201億人民幣，約台幣3兆4千多億，是我國的11倍，總兵力部份，中國是台灣的9倍多。

報告書明確指出，「共軍規劃於2020年建置完成對台用武，全面作戰能力」。

國防部官員透露，中國航空母艦遼寧號已經成軍，大型兩棲登陸艦、氣墊艇也陸續建造，將大幅增加進犯台灣能力。

Defense Ministry warns China will be ready for all-out attack in 2020 (2013/10/08)

The latest National Defense Report warns that China is working toward being ready for an all-out attack on Taiwan by the year 2020. Already China far exceeds Taiwan in terms of military budget, troop strength and equipment. 

The Navy recently fired air defense missiles, showing its military might. However, a recently compiled National Defense Report warns of a serious cross-strait military imbalance.

China's defense budget in 2013 reached 720 billion renminbi, which is the equivalent of about NT$3.4 trillion. This is 11 times Taiwan’s budget. When it comes to troop strength, China outnumbers Taiwan 9-fold.

The report clearly states: “China’s military is working towards completing its tactical capability to launch an all-out attack on Taiwan by the year 2020.”

立院拒絕實測，還要評估有無其他替代方案解決，到底法務部監聽報告何時出爐？法務部不敢說出時間表，但目前得知已朝結案方向，國慶日前後將是關鍵。

Request Rejected (2013/10/08)

A Ministry of Justice task force, investigating the wiretapping of a central phone at the Legislature, asked to test the phone. Lawmakers, angered over the wiretapping by the ministry’s Special Investigation Division, roundly rejected the request. 

The Legislature also wants to know when the ministry’s internal report on the wiretapping will be released. The ministry has not provided a timetable and it is unclear if the report will be available before Thursday’s holiday.

十號當天，除了有慶祝活動，更有不少民間社團準備嗆馬，除了公民1985聯盟發起的"天下為公"，"還權於民"活動，公民倒馬行動聯盟也有動作，更有反核團體要求，擁核的馬總統能趕快下台，總共有四路人馬要一起抗議馬政府。

日前號召25萬人上凱道的"公民1985行動聯盟"，這次在十月十日也有活動，中午過後，將從立法院走到中正紀念堂，以靜坐的方法，表達對馬政府的不滿。

Numerous groups plan to protest Ma administration on National Day (2013/10/08)

As some people celebrate the founding of the Republic of China on Thursday, others will use the holiday to protest President Ma Ying-jeou. At least four separate groups will protest against topics ranging from the Ma administration in general to specific issues such as the Fourth Nuclear Power Plant. 

After recently urging a mass protest on Ketagalan Boulevard, the group Citizen 1985 will hold another event on Double Ten day. In the early afternoon, demonstrators will walk from the Legislative Yuan to Chiang Kai-shek Memorial Hall. They will hold a sitting protest to express their dissatisfaction toward the Ma administration.

Anti-nuclear activists opposed to the Fourth Nuclear Power Plant will hold their own protest on the same day outside the Legislative Yuan. They will call for the removal of any president who supports nuclear power.

上週因為菲特颱風暫停的新竹市「海山流行夜」晚會，明天晚上六點半將在海山漁港登場，剛好接上後天國慶日在新竹漁港舉辦的海上煙火秀，民眾接連兩天都能在新竹欣賞煙火演出，大飽眼福。

新竹市長許明財和主辦單位，手放水晶球上，象徵2013年國慶煙火在新竹正式啟動。

新竹港邊和浮動碼頭上，四萬發煙火都已經佈局完畢，而這顆直徑35公分的圓球形煙火，將在空中施放出鴛鴦圖樣。

Hsinchu will host fireworks spectacles on Wednesday and Thursday (2013/10/08)

Typhoon Fitow led last Saturday’s Fireworks in Hsinchu City to be delayed until Wednesday night at 6:30 at Haishan 海山Harbor. As it turns out, the following day another fireworks show will take place at Hsinchu Harbor for the Republic of China’s National Day celebration. 

Hsinchu Mayor Hsu Ming-tsai placed his hands on this crystal ball to signify the start of the 2013 National Day Fireworks in Hsinchu.

國慶籌備委員會今天下午進行總彩排，籌委會秘書長蕭家淇扮演立法院長王金平，模擬與總統府官員扮演的馬總統互動，成為會場焦點，蕭家淇說，王金平入府後會有兩分鐘時間和總統面對面對談，至於會不會握手，要看當天狀況！

National Day dress rehearsal shows meeting between president, legislative speaker (2013/10/08)

The biggest question ahead of Thursday’s National Day ceremony is how President Ma Ying-jeou and Legislative Speaker Wang Jin-pyng will interact. The pair will share the same stage for the first time since their power struggle erupted, and as was shown in a dress rehearsal today, they will likely shake hands. 

Today was a dress rehearsal for the Republic of China’s upcoming National Day ceremonies, though media focus remains on President Ma’s attempt to oust Wang Jin-pyng from the KMT. The National Day Preparatory Committee secretary-general played the part of Wang in the rehearsal and went through the paces in the program where he is expected to greet President Ma.

The parade is expected to be just as elaborate as past years.

The Tri Service Honor Guard will number 500 individuals and will be followed by a demonstration of impressive military hardware.

The Tri Services undertook great effort to make this dress rehearsal go smoothly. And based upon today’s performance, the ceremony is expected to go off without a hitch.

Relations between the Soviet Union and the West had become so tense 30 years ago that British officials drew up a speech for the Queen to deliver to the nation in the event of a nuclear war, newly released archives showed.

A court ruling in Sweden has set a new legal precedent that means it is acceptable to masturbate in public, as long as the act is not specifically directed at anyone.

According to reports, authorities detained the bird after a man in Egypt’s Qena governorate spotted the animal - described by officials as a swan - among a group of four others.

Officials say the man suspected the bird was an undercover agent because it carried an electronic device.

胖達人麵包添加香料色素，風波延燒一個多月，全台店家10月1號起開放退費，消費者除了得攜帶發票和身分證之外，要退費前還得簽署"退費和解書"，引發不少退費民眾反彈，因為上頭得留下名字、身分證字號和地址，而且簽署後，就不得再有任何的"民事請求"，民眾說，感受不到胖達人的誠意。

胖達人麵包退費第一天，消費者交出發票後，想拿到錢，得先經過這一關。

店員拿出"退費和解書"，白紙黑字簽下名，民眾首先得保證，沒有參與消費者團體訴訟求償，也願意拋棄一切民事請求權，再來還得留下身分證和住址，麻煩的流程，惹惱一早退費民眾。

另外，為期兩個月的退費時間內，還規定了特定時段才能退。這樣的層層限制，已經開始收到442件民眾申請，協助進行團體訴訟的消基會表示，要是胖達人退費不如預期，將考慮延長原為9/30的收件期限，開放更多人加入團訟。

More than a month after consumers learned that Top Pot Bakery’s products didn’t live up to their all-natural claim, the bakery has finally begun issuing cash refunds. But the complicated process is only further angering customers. 

Top Pot Bakery began issuing cash refunds today. Consumers were asked to not only surrender receipts but also pass through another administrative hurdle.

Bakery staff presented a legal settlement document, requiring each person to sign.

Customers getting a refund had to guarantee that they were not involved in any litigation against the company, and signing this statement effectively waived rights to a civil claim. 

馬要戰到底

國民黨抗告遭到駁回後，國民黨內要求馬總統，停止內鬥的聲音越來越大，昨天晚上馬總統跟黨內立委餐敘時，幾乎所有人都力勸馬總統以和為貴，不過馬總統卻說，訴訟是立法院長王金平提出的，現在無法緩下來，甚至更傳出，他打算解散國會來解決僵局，這場九月政爭，他展現戰到底的決心。

獨派團體演出行動劇，諷刺國民黨內鬥的九月政爭，一邊是國民黨主席馬英九總統試圖用開除黨籍的方式讓立法院長王金平讓出寶座，一邊是想要保住黨籍的王金平運用假處分方式保有黨籍。在國民黨兩次抗告被駁回後，黨內不少立委，希望馬英九到此為止。

不過馬總統不但無意停戰，友人陳長文律師更投書報紙，呼籲解散國會，化解朝野僵局，馬總統同樣可以達到，拔除王金平院長的目的。民進黨沒在怕，國民黨立委卻趕緊出面緩頰。

不管是解散國會，還是官司照打、政務照推，目前馬總統只有一個想法，就算朝野都反對，他還是要戰到底。

KMT lawmaker: president sees himself as ‘passive’ legal combatant (2013/10/01)

Responding to growing calls from within the KMT for reconciliation, Ma Ying-jeou’s supporters say the president will not end a legal battle that Speaker Wang Jin-pyng started. KMT lawmakers did, however, say that Ma has no plans to go so far as to dissolve the Legislature, as at least one person suggested. 

The KMT infighting, dubbed the September political strife, was portrayed in a skit. On one side of this political battle is President Ma Ying-jeou, who is attempting to oust Wang Jin-pyng from the party. On the other side is Wang, who won an injunction to keep party membership. The KMT, led by Ma as party chairman, has already lost two appeals against the injunction and plans another, despite calls from within his own party to back off.

Everyone urged the president to put harmony first, but he considers himself to be the one taking a passive approach. (Ma) says he has no love for lawsuits and that Speaker Wang is the one who initiated the preliminary injunction.

停特偵辦案

不滿特偵組監聽國會，民進黨立委昨天傍晚在司法法制委員會提出，要求特偵組將現在偵辦、監聽的案子全部停止，結果意外通過，不過立法院想要架空特偵組，法務部長羅瑩雪今天直言，適法性有問題。

特偵組監聽國會風暴越演越烈，立法院司法委員會加倍奉還，決議特偵組應該立即暫停目前偵辦和監聽的所有案件。

不過，形同”架空特偵組”的藍綠共識，法務部長羅瑩雪可是很保留。

法界人士也多半認為，除非修改法院組織法及刑事訴訟法，不然立法院此決議對特偵組並無拘束力，特偵組可尊重決議，但無需照辦。

Legislative committee warns SID to suspend investigations and wiretapping (2013/10/01)

The leaking allegations against Prosecutor-General Huang Shih-ming have severely tarnished the reputation of the Special Investigation Division, the agency that Huang heads. There is also anger over the division’s wiretapping of a phone which is available for use by all lawmakers, a move that led a legislative committee today to call for stripping the division of its powers. 

The Special Investigation Division’s wiretapping of the Legislature has received censure from the lawmaking body’s Judicial Committee, which passed a motion ordering it to stop all ongoing investigations and all wiretapping cases.

北檢傳喚馬

特偵組在偵結王金平疑似關說案之前，先向總統馬英九報告，總長黃世銘被告涉嫌洩密，偵辦的台北地檢署研擬以證人身分傳喚總統馬英九到案說明，釐清案情。北檢已經向總統府聯繫，確認馬總統的時間，再正式對馬英九發出傳票，出庭時間最快會在本周四。

不排除約談總統，北檢要釐清在9月5日特偵組偵結立法院長王金平替立法委員柯建銘關說之前，總長黃世銘連續兩天面見馬英九，兩人談了什麼。

事實上，傳喚總統出庭作證，馬英九並不是第一例。

Prosecutors may question president as a witness in case against prosecutor-general (2013/10/01)

Taipei district prosecutors are considering questioning President Ma Ying-jeou as a witness in a case involving alleged information leaks. Prosecutors suspect that the head of the Special Investigation Division, Huang Shih-ming, leaked information on a case against Legislative Speaker Wang Jin-pyng to the president. 

Before wrapping up its investigation last month into alleged lobbying by Legislative Speaker Wang Jin-pyng, for two days straight Prosecutor-General Huang Shih-ming reported to President Ma Ying-jeou. The Taipei District Court wants to know exactly what the two talked about, and it hasn’t ruled out summoning the president for questioning.

美財政懸崖

美國國會兩黨協商破局，聯邦政府因預算案未過，在台北中午十二點的最後期限一過，宣告停止運作。白宮管理及預算局已經下令，聯邦政府部會自即刻起，按照預定計畫，依序關門。雖然台灣民眾申請美簽的作業不受影響，亞股也多半都以上漲作收，但專家提醒未來匯兌的損失，可能不容小覷。

預算案沒過關，台北時間今天中午開始，美國部分政府機關服務被迫暫停，80萬名非必要性的聯邦政府公務員將被迫休假，還有368座國家公園被迫關門。

Taiex mostly level in spite of US political problems (2013/10/01)

Investors on the Taiwan Stock Exchange mostly reacted with a shrug to the US government shutdown, with shares closing up by over a tenth of a percent. But if the shutdown continues for an extended period of time, the impact felt in the United States could be felt around the world. 

With the US Congress failing to reach agreement on a budget, a partial government shutdown began today. About 800,000 federal workers who are considered non-essential face unpaid leave, and 368 federal parks will close.

In Washington, the Smithsonian museums, 18 in total, will be closed for business, bad news for tourists. The iconic Washington Monument won’t be accepting visitors. You will have to wait on your trip to the National Zoo as well. That will also be closed to the public.

國聯驟死戰

大聯盟季後賽今天開打，由國聯外卡驟死戰率先登場，今年的大黑馬海盜隊，在投打俱佳的情況下，以6:2擊敗紅人，接下來要與紅雀進行5戰3勝的系列戰。美聯的外卡驟死戰則是在明天登場，由印地安人對戰光芒。

生涯首度打季後賽的Byrd，第一個打席就讓滿場的海盜球迷開心不已。

一向在海盜主場，投得嚇嚇叫的紅人投手Johnny Cueto，今天變成餵球機器，面對捕手Russell Martin，這一球又被轟了出去。

Cueto只撐了3.1局，就被打出七支安打失掉四分。反觀今年對紅人一勝難求的Liriano，完全主宰比賽，主投七局只失一分，還送出五次三振。

不只先發投手Liriano，表現精采，捕手Martin在打擊方面，更是貢獻良多，單場打出三支安打，包括這支七局的第二轟。

海盜在投打表現都優於紅人的情況下，終場就以六比二擊敗紅人，睽違21年之後再度打進季後賽，下一輪將和國聯中區冠軍紅雀，進行五戰三勝的對戰。

一戰定生死的外卡割喉戰，明天輪到美聯登場，由印地安人在主場迎戰光芒，印地安人出乎意料之外派出菜鳥投手薩拉札擔任先發，光芒則是由近況最好，季末拿下三連勝的卡布主投。

Pirates host Reds in opening game of MLB postseason (2013/10/02)

The Major League Baseball postseason has opened with a pair of do-or-die wild card games. The first featured a pair of NL Central rivals, the Cincinnati Reds and the Pittsburgh Pirates. 

Playing in front of a capacity home crowd in Pittsburgh, Marlon Byrd made his first career playoff game a memorable one for himself and the fans.

In the past, Reds start Johnny Cueto had his way in PNC Park. Not in this game. The Pirates, led by catcher Russell Martin, treated Cueto like a pitching machine.

Lasting just three and a third innings, Cueto surrendered four runs and seven hits. His counterpart Francisco Liriano couldn’t get a win during the regular season against the Reds but dominated this game. Liriano gave up one run in seven innings while recording five strikeouts.

公車防死角

大型車輛轉彎的視線死角，常會造成行車意外。現在財團法人車輛研究測試中心，研發出全新的行車安全系統，運用廣角鏡頭，拍攝車體四邊的街景，再把影像疊合，即時顯示360度鳥瞰圖，讓駕駛視線沒有死角。還能監控駕駛行車狀況的臉部偵測器，相當便利。

車輛轉彎，側邊常出現死角，容易發生意外。現在有新法寶，只要裝上全周影像系統，就能出現車體鳥瞰圖。

“大車你在行駛當中，本身因為車身比較大，那我們能看的還是有限，那當你裝了這套系統之後，前後都有監視器的話，看的領域會更大。”

影像系統是在車體前後左右，各裝一隻廣角攝影機，將拍攝影像疊合，做出360度鳥瞰圖，視線零死角。

那要是開車開太久，駕駛不小心打瞌睡，還能叫醒駕駛。

靠的是這套臉部偵測系統，隨時監控駕駛視線，只要開車不專心，系統都會立刻警告。

“每個系統來講喔，它最主要的部分來講，要做過設計，還有開發，還有驗證測試，要完整的話大概都要2到3年時間，每套系統估計起來，大概都要2.3千萬的研發經費。”

最新的行車安全系統，預計明年就能上市，物流車行跟客運業者，也已經考慮加裝，未來也許就能減少，視線死角造成的行車意外。

New devices make truck driving safer (2013/10/02)

The state-run Automotive Research & Testing Center has developed two new devices that make truck driving safer. One compiles images from four cameras to form a bird’s eye view of the vehicle’s perimeter that eliminates all blind spots. The second monitors driver’s line of vision and sounds an alarm if it detects signs of drowsiness. 

When turning corners, blind spots on either side of the vehicle are common accident sites. To solve this problem, there is a new system available that presents images of the vehicle’s full surroundings in bird’s eye form.

國慶28金釵

下禮拜的國慶典禮，再度由銘傳大學的「金釵」和「金帥」負責貴賓接待，今年還有來自俄羅斯和馬來西亞的外籍學生加入，兩人都會說一口流利中文，成為銘傳大學29年來，首度有外籍禮儀接待。

整齊劃一的步伐，銘傳大學28位「金釵」和「金帥」，今年接下國慶典禮貴賓接待任務。看看人群中這位金髮碧眼的金釵，好吸睛。

來自俄羅斯的李愛拉，今年20歲，從小生長在黑龍江北方的中俄邊境，一直對美麗的旗袍情有獨鍾，她也說得一口流利中文。

而為了避免2年前馬總統接受禮儀同學杯水，被周美青夫人瞪的尷尬情形，今年國慶金釵們一律不遞水。

Ming Chuan University adds foreign students in host program for National Day (2013/10/02)

Taiwan’s National Day ceremony takes place next week. Following tradition, Ming Chuan University will be responsible for providing student hosts to welcome VIPs, and this year it has added a few foreigners who speak Mandarin. 

Walking forward together in this line, 28 hostesses and hosts from Ming Chuan University will have the task of receiving VIPs at this year's National Day. Among this group is one young woman with blonde hair.

Alla Teryaeva is 20 years old and from Russia. She grew up on the Sino-Russian border area north of Heilongjiang Province. She has a soft spot for beautiful Chinese dress and also speaks fluent Mandarin.

Nutritionists say that white bread can be packed with sodium (2013/10/02)

A recent survey reveals that eating just two slices of white bread could contain the same amount of sodium as a regular meal. Nutritionists also warn that other bakery products such as donuts are packed with calories. 

These French breads, pineapple buns and slices of white break look delicious but may be bad for your health.

美關門股匯

美國聯邦政府星期二正式關門，美股3大指數都以小漲作收，而台股今天收盤漲幅0.36%，收在8216點，成交量785億元。

至於新台幣兌美元匯率，則是升值0.5分，最後收在29.61元。

Taiex Rises (2013/10/02)

After the US federal government shut down yesterday, America’s three leading indices made small gains overnight. Today the Taiwan Stock Exchange followed suit by rising over three-tenths of a percent to close at 8,216 points. Turnover was NT$78 billion. 

The Taiwan dollar also strengthened, though only slightly, to reach NT$29.61 against the greenback. It pared larger gains it had made earlier in the day.
