而這次學生攻佔行政院的行動，警方逮捕61人，其中35人被依現行犯移送檢察官複訊，認定清大研究生魏揚是首謀。
也是黑色島國青年陣線成員的魏揚，透過臉書主導民眾跟他一起進攻行政院。涉及6項罪名，其中聚眾滋事首謀罪，最重可處七年以下，一年以上有期徒刑。
Police arrested 61 people involved in the occupation of the Executive Yuan. Thirty-five were deemed as being caught in the act of a crime and were questioned by prosecutors. One, National Tsing Hua University graduate student Wei Yang, was named leader of the occupation.
Wei is a member of the Black Island Nation Youth Front that is occupying the Legislature. On Facebook he urged people to join him in occupying the Executive Yuan. He is suspected of six offenses, including acting as a ringleader at an open assembly in which threats or violence against a public official are committed. This crime carries a sentence of between one and seven years.
