公投法修法，引發藍綠論戰，行政院長江宜樺昨天強調，最看不起拒領公投票的反動員做法，不過，民進黨立委發現，2004年江宜樺也沒有領公投票。今天質詢時，還有綠委送他印有"官逼民反"字樣的毛巾，讓江宜樺臉色尷尬、拒絕收下。

江宜樺說什麼也不肯伸手接下，不過，蘇震清還有招，拿出江宜樺當教授時說的話，教訓江院長。

針對江宜樺昨天說看不起拒領公投票一事，立委再搬出江教授。

江宜樺表示，當時的公投主文是「強化國防」，根本不是需要公投的議題，跟現在的核四爭議不同。
Some nuclear power supporters have decided to abstain from voting in a proposed referendum on the Fourth Nuclear Power Plant so the vote doesn’t reach a turnout threshold needed to be valid. Premier Jiang Yi-huah said yesterday that he looks down on those planning to use this tactic. That left him open to criticism in the Legislature today when a DPP lawmaker revealed evidence that Jiang refused to take part in a 2004 referendum.
DPP Legislator Su Chen-ching displayed a towel that was printed with the phrase “an official who drives the public to revolt” then presented it to Premier Jiang Yi-huah.
Jiang refused to accept it, though Su continued to implore him, displaying comments made by Jiang when he was a professor.

What I have in my hands are Professor Jiang’s words, which I wish to use to instruct Premier Jiang. “Democratic institutions that fail to directly respond to the demands of citizens will lead to protests regarding the legitimacy of the system, commensurate in amount proportional to the government’s degree of insensitivity to the public.”
Regarding Jiang’s comments yesterday that he looked down on citizens who don’t participate in a referendum vote, one legislator had a surprise for him.

In my hands, I have an op-ed piece written in 2004 for the China Times by Professor Jiang where he said he has decided to refuse to receive a (referendum) ballot to express his position on this particular matter.
Jiang clarified that the particular referendum vote he was referring to was one to "strengthen national defense." He continues to believe that no referendum was needed on this issue and said it differs significantly from a referendum on the Fourth Nuclear Power Plant.
