立法院交通委員會昨天初審通過'鐵路法'草案,提高賣黃牛票罰責,從過去一筆交易,開罰1千元,改為賣多少張,罰多少張,罰金最高為票價到10倍。另外草案也明訂,使用違法程式大量訂票,同樣能開罰最高50萬元。

每逢假期,花東幹線幾乎是一票難求,但很多車票,卻是被黃牛集團訂走,甚至加價出售,嚴重影響民眾權益。為此交通部修改'鐵路法'草案,決定提高罰責。

“現在就是用車票的價格,就說你賣一張車票,用車票票面價格,1到10倍 來作為處罰基準”

過去是採取一筆交易開罰一千元。現在則是賣多少張,就罰多少張,罰金上限是票價10倍。不只如此,草案也禁止以違法程式,大量訂票,一但發現,可開罰5萬到50萬元不等。

台鐵祭出重罰,就是希望能遏止黃牛票歪風。

A draft amendment to stamp out railway ticket scalping is making its way through the Legislature. New rules would increase fines for both scalping tickets and using computer programs to make mass purchases. 

When holidays roll around, it is next to impossible to get a seat at a desirable time on railway routes servicing Hualien and Taitung. One reason is many of the tickets are snatched up by scalping agencies which sell them at a premium price. The Ministry of Transportation is attempting to solve this problem with a draft amendment to the Railway Act.

We plan to start basing fines on the price of the ticket. If you scalp a ticket, a fine can be levied of between one and 10 times the face value.

In the past, scalpers received a fine of NT$1,000 per transaction. The new rules would lead to a fine for every ticket sold, up to 10 times the face value. The draft amendment also includes a fine of between NT$50,000 and NT$500,000 for using illegal programs that facilitate volume ticket purchases.
