The exhibit in Vienna’s Leopold Museum is entitled "Naked Men", so a group of nudists and naturalists took the curators at their word and showed up to see it on Monday in the buff.

Italian heart surgeon Gino Strada would really rather not be in Los Angeles for Sunday’s Academy Awards, where a documentary about the life-saving work he does in Sudan is up for an Oscar.

Eating a cup of beans or lentils every day may help people with type 2 diabetes control their blood sugar and possibly reduce their risk of heart attacks and stroke, according to a Canadian study.

Researchers found that compared with a diet rich in whole grains, getting a daily dose of legumes led to small drops in an important measure of blood sugar as well as in blood pressure and cholesterol levels.

While the rest of the world reacted with outrage, North Koreans were swept up in a "storm of excitement" over their country’s latest nuclear test, state media reported Wednesday.

In a series of Korean-language dispatches released the day after the test, the official Korean Central News Agency （KCNA） interviewed "ordinary citizens" who were "thrilled" by Pyongyang’s display of military power.

北韓核試隔天發表的一系列韓文報導中，北韓官方的中央通信社訪問「一般市民」發現，民眾對平壤當局展現軍事力量感到「很興奮」。

"People in Pyongyang couldn’t hide their excitement," KCNA said, while state television showed footage of cheering, clapping citizens watching the test being announced on giant TV screens in the capital.

A genetically-engineered virus tested in 30 terminally-ill liver cancer patients significantly prolonged their lives, killing tumours and inhibiting the growth of new ones, scientists reported.

一種測試於30名末期肝癌病患的基因工程改造病毒，明顯延長他們的生命、殺死腫瘤、並抑制新腫瘤的生長，科學家報告說。

Sixteen patients given a high dose of the therapy survived for 14.1 months on average, compared to 6.7 months for the 14 who got the low dose.

"For the first time in medical history we have shown that a genetically-engineered virus can improve survival of cancer patients," study co-author David Kirn said.

The four-week trial with the vaccine Pexa-Vec or JX-594, reported in the journal Nature Medicine, may hold promise for the treatment of advanced solid tumours.

Want to lose weight? Eating lunch earlier rather than later may help you out. Dieters who ate early lunches tended to lose more weight than those who had their midday meal on the later side, according to a Spanish study.

The finding doesn’t prove that bumping up your lunch hour will help you shed that extra weight, but it is possible that eating times play a role in how the body regulates its weight, researchers said.

Research included 420 people attending nutrition clinics in southeast Spain. Along with going to regular group therapy sessions with nutrition and exercise counseling, dieters recorded their food and reported on their daily physical activity. About half of the people said they ate lunch before 3：00 p.m. and half after. Over 20 weeks of counseling, early and late lunchers ate a similar amount of food, and burned a similar amount of calories through daily activities.

Former French screen goddess Brigitte Bardot on Friday threatened to follow Gerard Depardieu in asking for a Russian passport, in protest not at tax hikes, but at the treatment of two circus elephants.

4th Nuclear Power Plant
Controversy over the Fourth Nuclear Power Plant continues. The DPP Central Standing Committee on Wednesday called for party members to combine efforts with anti-nuclear groups. The committee also wants an amendment to the Referendum Act that would lower the thresholds for passage of a vote to stop construction of the plant. But Premier Jiang Yi-huah has said he considers the law’s thresholds to be reasonable.

Reports say that former Boston Red Sox star Manny Ramirez will join Taiwan’s professional baseball league. If a deal is confirmed, the 41-year-old Ramirez would become the highest profile player to ever play professionally in Taiwan.

US media reports say that Manny Ramirez will come to Taiwan as early as March 7 to play in the local professional baseball league. The slugger will play for the league’s newest team, the E-Da Rhinos.

We are close to finishing discussion of most details. All that remains is we hope for Manny to provide a health check and a banned drug report. We expect that all documentation needed to bring Manny to Taiwan can be completed by the beginning of March.

During the 19 years Ramirez spent in the major leagues he made the All-Star team 12 times and won batting, home run and RBI titles. Over his career Ramirez amassed 2,574 hits, with a batting average of .312, and had 555 home runs and 1,831 RBIs.

But Ramirez is in the twilight of his career. After the Oakland Athletics released him last year, no team in the major leagues offered him a contract. Ramirez then played in the Dominican winter league where he showed that he can still play, recording eight home runs, 27 RBIs and batting .298 in 181 at-bats.

The Rhinos say Ramirez’s salary will be around NT$750,000 a month. He will join former major leaguer Hu Chin-lung and Kao Kuo-hui to form a potent lineup.

埃及熱氣球爆炸，但國內最近兩年最掀起一陣熱氣球瘋，最早開跑的台東縣，兩年內創造百萬觀光人潮，產值高達25億，引起其他縣市跟進，但其中只有三次是合法申請的，代表有業者偷跑；熱氣球也需要專業飛行員和飛安管理，但民航法卻把它跟飛機視為同樣的航空器，因此立委要求民航局立刻修法改進。

埃及南部觀光勝地盧克索，昨天驚傳熱氣球在三百公尺高空爆炸的意外，總計造成一共十九人死亡、兩人受傷，埃及當局也緊急下令熱氣球必須停飛半年。

其實台灣在近幾年也很夯熱氣球活動。包括台東、台南、花蓮和南投，但真正向民航局申請核准的活動只有三次。

立委認為台灣有執照的飛行員人數不足，也沒有熱氣球專屬的管理辦法，居然跟波音747一樣都使用民航法規範，其實兩種的安全管理，明顯有不少差異。

氣球飛行員和乘客，搭乘時沒有區隔開來，都處在同一個空間，搭熱氣球前如果飛安教育沒做好，乘客亂碰，就會導致墜毀危機。而民航局副局長李萬里今天在記者會表示，交通部已經開會，研擬將修改「民用航空法」，打算將熱氣球和航空器管理規範做區隔。

The explosion of a hot air balloon in Egypt is leading to repercussions in Taitung County. Lawmakers say they want to clamp down on the growing industry, which currently is subject to few rules or oversight. 

Luxor, a southern Egypt tourist site, was the scene of a deadly hot air balloon explosion which took place at an altitude of 300 meters. The accident left 19 people dead and two wounded. Egyptian authorities ordered all hot air balloons to be grounded for six months.

In recent years, hot air balloons have become popular in places such as Taitung, Tainan, Hualien and Nantou. But the Civil Aeronautics Administration has only approved three applications to fly the balloons.

The (penalty) is NT$600,000 to NT$3 million. But our biggest problem is that people blatantly lie. They deny flying the balloons and ask us if we have photos. 

Legislators feel that Taiwan does not have enough licensed pilots or specific rules governing hot air balloons. The balloons are subject to the same regulations in the Civil Aviation Act which apply to operating a Boeing 747. Obviously, there needs to be different safety regulations as there are huge differences between these types of airships.

The main worry is (passengers) touching things like the release valve, its ropes or the fuel hose.

Hot air balloon pilots and passengers typically share the same space and failure to abide by safety measures could be deadly. The Civil Aeronautics Administration said it would start to address safety concerns by differentiating regulations pertaining to hot air balloons and aircraft.

台北雙子星開發案受挫，今天周刊報導，太極雙星資金沒到位，是背後投資團隊之一的馬來西亞怡保花園集團，在最後一刻縮手。原因是有台北市議員委託律師，隔海向馬來西亞相關金管機構檢舉，使得馬國政府介入了解，最後讓怡保決定喊卡。而檢調單位今天也針對雙子星案，開始約談相關人員。

雙子星開發案持續延燒，有媒體報導，雙子星開發案之所以沒成，真正的關鍵是，合作團隊之一的馬來西亞商怡保花園集團，因為該國的證交所，收到台北市議員應曉薇委託律師發的警告函，表示太極雙星集團組成關係複雜、投標過程疑點重重，於是馬國政府也開始著手了解。使得怡保最後一刻，決定不撥款。

即使市府上下堅稱沒舞弊，但檢方要替全民找真相，今天也針對雙子星案，開始約談相關人員。

Recently the consortium that won the tender to build the Taipei Twin Towers failed to put up its performance guarantee. According to a report released today, the deal fell through when consortium member IGB Corporation withdrew from the major development project. 

Next Magazine is reporting that the recent failure of a consortium to finalize the Taipei Twin Towers project deal may have been associated with Malaysia-based IGB Corporation. Earlier a lawyer on behalf of Taipei City Councilor Ying Hsiao-wei sent a letter to Malaysia’s stock exchange warning it of IGB Corporation’s murky participation in this project and other suspicions associated with winning the tender. When the Malaysian government decided to investigate, IGB Corporation suddenly backed out.

I am not clear on this issue. But at the Taipei City government, we have always stressed the importance of seeing the funds and the contract. We will certainly follow up this matter. 

The only official to step down for the failed tender is a former Department of Rapid Transit Systems commissioner. Another person under fire is Chiou Dah-jan, head of the Taipei Department of Finance. His close work with the consortium led to much speculation.

We must have contact with vendors. It’s an indispensible part of investment promotion. If reports make false accusations I will sue. It’s as simple as that.

While local officials insist there were no illegal activities associated with the tender, prosecutors continue to look into the case. Today they conducted interviews of people who participated in the bidding process.

國民黨榮譽主席連戰今天結束訪問北京的行程返台，他這次幾度的發言，都引發爭論。總統府今天透過發言人做出回應。此外他也脫口說出"台灣是一個麻煩製造者"。其實連戰在1999年競選總統時，曾經因為台灣在APEC會議遭到打壓，批評"中國才是麻煩製造者"，前後不一的說法，讓綠營搖頭。

連戰今天回台，結束三天的訪北京行程。而他這次在北京的發言，卻挑動台灣政壇的敏感神經。

連戰25號跟習近平會面後，發布新聞稿，提出「一個中國、兩岸和平、互利融合、振興中華」十六字箴言，引發議論，總統府出面劃清。

One day after former Vice President Lien Chan called Taiwan a “troublemaker” the Presidential Office sought to distance itself from him. DPP lawmakers were more direct in their criticism, accusing Lien of betraying the people’s support. 

Lien Chan returned to Taiwan today after completing his three-day trip to Beijing. But discussion over the sensitive political comments he made while in China continued.

After meeting with Communist Party leader Xi Jinping on Monday, Lien issued a press release affirming his commitment to the one-China framework, cross-strait peace, mutually beneficial integration and revitalization of the Chinese people. Many people wondered if the Taiwan Presidential Office shared the same ideas.

Statements like this belittle Taiwan’s sovereignty and smear the people of the Republic of China. They show that Lien is simply wasting his PhD in political science and betraying the support the Taiwanese people gave him when he was vice president of the Republic of China.

A representative of Lien’s said he was only referring to the administration of former President Chen Shui-bian when he called Taiwan a troublemaker.

After his meeting with Hu, Lien said that political talks will eventually be needed between Taiwan and China.

歐洲驚爆馬肉風波，就連全球知名連鎖家具商IKEA也在捷克遭驗出販賣的牛肉丸含有馬肉，歐洲15國緊急下架，不過國內IKEA緊急澄清，販賣的牛肉丸是使用澳洲牛肉混台灣豬肉，消費者大可放心。國貿局也說，目前台灣並沒有開放馬肉進口。

一顆又一顆圓滾滾瑞典牛肉丸，沾上肉醬滋味更棒，可是全球連鎖家具商IKEA的暢銷美食，但最近在歐洲卻驚傳，裡頭竟然用馬肉混充，15國緊急下架，國內消費者也人心惶惶。

After horse meat turned up in frozen beef lasagna dinners in Europe, a similar food scare is affecting furniture retailer IKEA. Its meatballs in the Czech Republic have been found to contain horse meat, leading to an immediate recall in 15 European countries. But a local public relations manager says IKEA Taiwan uses different suppliers so people have no reason for concern. 

These plump Swedish beef balls covered in gravy were once a popular item sold by IKEA. But they are now part of Europe’s growing horse meat scandal and 15 countries have initiated an immediate recall.

“I am still a little worried because I did not see how they produce these meatballs.”

In Taiwan IKEA immediately posted signs at its food counters explaining that all of its beef balls are produced with a mixture of Australian cattle and Taiwan pork. The package clearly states that the product is made in Taiwan.

About 20 years ago in Taiwan there was a rumor that some beef noodles contained horse meat. One culinary expert says it’s difficult to distinguish horse meat billed as beef.

Horse meat is a little chewier, and if it is cooked, it has a little heavier taste. If strong flavors are added it would be difficult for people to tell it apart from beef.

Taiwan prohibits the import of horse meat, and the government is confident that none has entered the local food supply.

全球最大的行動通訊盛會ＭＷＣ，昨天在西班牙巴塞隆納揭幕，知名科技大廠都瞄準這個舞台推出最新旗艦產品，包括華碩也發表最新款變形機，力圖在智慧手機市場急起直追的諾基亞也推出中低價位手機。

由華碩董事長施崇棠領軍，在MWC全球行動通訊大展一口氣推出兩大旗艦產品，一是會講話的平板 ”FonePad”，一是變形手機頂級版 “PadFone Infinity”。

五吋手機加十吋平板；七吋的FonePad則趕上目前最夯的大平板手機尺寸，整合通話與平板功能，結合這次發表的跨平台雲端服務，入門款以低階策略，希望搶攻iPad mini和Galaxy Note8的市場。

諾基亞也在MWC推出四款手機，其中Lumia 520和720兩款Window Phone鎖定中低階消費族群、希望填補市場缺口。

而剛改名的黑莓機，則將新機發表會拉到目前成長最快速的新興市場，搶先美國在印度推出最新"黑莓10"。

今年的MWC雖然少了谷歌和蘋果兩大龍頭，但其他科技大廠精銳盡出，再掀平板手機戰火。

Asus unveiled new flagship products at the Mobile World Congress in Barcelona, Spain. It hopes its new combination tablet-phones help it keep pace in the growing smart phone market. 

Asus Chairman Johnny Shih unveiled two of the company’s flagship products.

They include the PadFone Infinity, a 5-inch smart phone that can be paired with a 10-inch tablet, and the FonePad, a 7-inch tablet that works as a phone and integrates new cloud services. Asus hopes these dual devices help it compete against the iPad mini and Galaxy Note 8.

Also at the congress Nokia launched the Lumia 520 and 720. Both models are Window Phones aimed at consumers looking for a mid- to low-end smart phone.

And fresh off a corporate name change from RIM to BlackBerry, the company eagerly launched the Blackberry 10 to the Indian market.

This year's congress was notable for the absence of Google and Apple, though other technology giants were eager to battle in both the tablet and smart phone markets.

演藝圈反核的聲浪越來越大，繼五月天、陳昇、和導演楊雅?等人，公開表態後，台灣第一名模林志玲也在網路PO文公開反核，而這波反核的野火，也在藝文圈發燒，包括雲門舞集創辦人林懷民、作家九把刀和小野，都支持反核行動。

名模林志玲，近年來除了演藝事業、做公益、連最近的反核浪潮，也同樣沒缺席。媽媽監督核電廠聯盟，在臉書上宣佈，林志玲正式加入反核發起人的行列，還轉貼林志玲的話說，人不自私，不冷漠是最重要的事。學習負責，成為這一代的課題。

Anti-nuclear sentiment has taken hold among many of Taiwan’s leading artists and entertainers. The latest big name to voice opposition is the country’s leading model, Lin Chih-ling. 

Model Lin Chih-ling has been busy in recent years. Besides modeling and entertainment, she has contributed to charitable causes. And now on Facebook the organization Mom Loves Taiwan announced that Lin joined the anti-nuclear movement.

The group included Lin’s comments that it’s important for people not to be selfish or indifferent. She called learning and responsibility important tasks for this generation to undertake.

A thousand people have already “liked” Lin’s position. Another person against nuclear power is director Lee Lieh, who also opposes a referendum on the issue.

核四若真停建，將導致限電危機升高，影響所及，家庭消費會減少大約1119億元，企業投資也會少741億，造成失業人口增加2.8萬人，就連第一年的GDP，也會下滑608億元。

A decline of over eight-tenths of a percentage point was seen on the local index in Taiwan, where investors are weighing the effects of a proposed referendum on the Fourth Nuclear Power Plant. 

The many uncertainties on Tuesday led the Taiex to drop below the 7,900 barrier on opening, though support from the solar panel sector limited the damage. The market closed at 7,880 points, with low turnover of just NT$69 billion.

Businesses could reduce investment by nearly NT$75 billion, and unemployment could increase by 28,000. GDP could fall by NT$60 billion in the first year.

台電今天出面喊話，假如核四無法商轉，其他核電廠除役後，未來電價可能調漲4成，一度電就要3.1元，到時台電還可能面臨破產危機。前總統呂秀蓮知道後，痛批台電。

前副總統呂秀蓮，今天炮轟行政院長江宜樺提出的核四公投，別有用心。呂秀蓮不只要求公投前，核四全面停工；公投對象，也要限定是新北市民。

台電出面回應，核四若是不商轉，核一、核二、核三廠除役後，2015年開始，備用容量率可能降到7.4%，北台灣屆時得祭出限電措施，電費跟著增加。

想必核四爭議，會持續延燒。

Taiwan Power and former Vice President Annette Lu are exchanging criticism over the Fourth Nuclear Power Plant. The power company says if the plant doesn’t go online electricity rates will increase by 40 percent and it could go bankrupt. But Lu accuses the company of lying and says the still unfinished plant is nothing more than a money pit. 

Annette Lu’s latest round of criticism against Taiwan Power came after the government said the fate of the Fourth Nuclear Power Plant should be settled by a referendum. Lu opposes Premier Jiang Yi-huah’s call for construction to continue before the referendum is held and says only residents of New Taipei should qualify to vote.

Meanwhile Taiwan Power has stepped up its promotion of the plant. It plans to take the first, second and third nuclear plants offline by 2015. If it does, its electricity reserve capacity will fall to 7.4 percent. It claims electricity restrictions will be needed in northern Taiwan and electricity rates would go up.

監察委員黃煌雄，今天下午二度公佈陳前總統在北榮就醫影片。將陳前總統手腳頻抖，講話結巴和站立步行都無法維持平衡的影片公開。

黃煌雄還表示，他前後兩次探視陳前總統，明顯發現陳水扁的口吃和手腳抖動的狀況日趨嚴重，榮總也證實這個狀況。

Control Yuan member Huang Huang-hsiung has released a second video of former President Chen Shui-bian. Chen’s hands and feet are shown to shake frequently, his speech has a pronounced stammer and he has trouble maintaining balance. 

Huang says his two visits to see Chen reveal an obvious deterioration in health. Doctors treating Chen at Taipei Veterans General Hospital corroborate the findings.

立法院開議前夕，國民黨照例舉行行政立法議程實務研討會，行政院長江宜樺同意舉行核四公投，來解決相關的爭議，而立法院國民黨團，也會配合提出公投案，預計最快八月就可進行全國性的公投。

台灣過去6場全國性公投，都因投票人數沒有過半遭到否決。而且公投法規定，如果沒過，三年內不得再提，綠委因此擔心，政府是利用公投讓核四運轉。

The people have misgivings. Some feel that construction of the Fourth Nuclear Power Plant should be halted, even if it means a significant investment loss, the risk of higher electricity prices and restrictions, and even sacrificing economic growth. The Cabinet respects the various opinions put forward and is open to holding a referendum to decide whether construction of the plant should continue.

At a meeting Sunday between the Presidential Office and KMT leaders, President Ma Ying-jeou said that a referendum should settle the issue. He has called on KMT lawmakers to hand a referendum proposal over to the Central Election Commission to avoid the need for a petition drive. The referendum could then take place this summer. Before then, construction on the plant will continue.

I hope that President Ma can stop his insistence (on the plant). To stop wasting national resources, there doesn’t even need to be a referendum. Just immediately stop building the Fourth Nuclear Power Plant.

The past six national referendums failed because participants did not reach the required threshold of 50 percent of eligible voters. When a referendum fails, a new referendum on the same issue cannot be raised for three years. The DPP worries that the KMT plans to use this rule to clear the way for operations to begin at the nuclear plant.

“Life of Pi” is the latest Ang Lee film to receive widespread acclaim. Tonight we look back at the Taiwanese director’s storied career. 

In the 1990s before heading to Hollywood, Ang Lee directed a trio of Chinese-language classics: including “The Wedding Banquet,” “Eat Drink Man Woman” and “Pushing Hands.” Ang Lee became a household name when the first two were nominated for Best Foreign Language Film.

Lee’s big breakthrough in Hollywood came in 1995, when his adaptation of the British classic “Sense and Sensibility” was nominated for seven Academy Awards.

Lee’s next two Hollywood films, “The Ice Storm” and “Ride with the Devil,” were critically acclaimed but not strong at the box office. The next big breakthrough for Lee came when he returned to Chinese film.

“Crouching Tiger, Hidden Dragon” set a record for foreign language films when it was nominated for 10 Oscars, though it only won Best Foreign Language Film and three other awards for technical achievement.

No I didn’t think it would win this much. I was worried about the film because it has some sedated tone to it.

Lee’s first foray into big budget Hollywood films came with the “Incredible Hulk” in 2003, but the reception among critics and moviegoers was muted. He found renewed success upon returning to low budget, independent filmmaking with “Brokeback Mountain,” winning 70 awards worldwide for the love story. For the film Lee became the first Asian to win Best Director at the Oscars.
