國十大死因

衛生署公佈了台灣人去年最新十大死因，癌症依舊第1名。癌症當中，肺癌、肝癌和腸癌為前三名，而台灣人的平均年齡，男性是76.5歲，女性是83歲，比起去年稍有增長。

最新去年國人十大死因出爐，第1名仍是癌症，連續31年冠軍，其次是心臟疾病，腦血管疾病，肺炎等，和去年相比，變化不大。

“這些癌症的主要危險因子，也就是我們所知道的吸菸、嚼檳榔、飲酒，還有不規律運動和不健康飲食。”

其中最難纏的癌症排行則為，肺癌、肝癌、腸癌等。

“癌症死亡率下降比較明顯的是子宮頸癌，口腔癌在這近十年來，死亡率約成長了15%，男性比女性死亡率高出非常多的癌症大概高到11倍到14倍”

官員表示跟正常飲食和生活習慣，就是防治癌症的第一步。 不過去年台灣人平均壽命有小幅增加。

Cancer leading cause of death in Taiwan for 31st straight year (2013/06/06)

The Department of Health announced on Thursday the leading causes of death in Taiwan last year. Once again cancer took the top spot. 

2012 marked the 31st year in a row that cancer was Taiwan’s leading cause of death. It was followed by heart disease, cerebrovascular disease and pneumonia. Results were similar to 2011.

The main risk factors associated with these cancers are the usual suspects: smoking, chewing betel nut, drinking, a lack of regular exercise and poor diet. 

台菸酒違法

中國酒類除了伏特加外，通通不能進口，不過，立委趙天麟爆料，台灣菸酒公司竟然"官兵做強盜"，在101年間，走私中國的迎賓酒，在報關時，以「加味伏特加酒」的名義曚混過關，和玉山高粱混合加工後，再銷往中國，賺取暴利逾24億。今天檢調單位，也前往嘉義酒廠搜索！

檢調單位，出動大批人馬，前往嘉義酒廠搜索，查扣2700瓶台灣典藏茅台酒，和1400公升中國茅台酒。

檢調會這麼大動作，是因為民進黨立委趙天麟踢爆，台灣菸酒公司走私中國茅台酒，在加工後，以人民幣一千到五千，賣到中國，謀取暴利24億。

“就是由49%的貴州迎賓酒，也就是茅台酒，加上玉山高梁51%，加在裡面變成了這一瓶，所謂的台灣典藏茅台酒，更可惡的是，他用伏特加的名義進口，規避走私條例裡面，不得用虛偽名稱報關的規定”

不過台灣菸酒公司董事長，否認走私。

儘管台酒從矢口否認，趙天麟呼籲，台酒高層立刻停職接受調查。

TTL denies smuggling accusations (2013/06/06)

The chairman of Taiwan Tobacco and Liquor has denied startling accusations against his company. According to DPP Legislator Chao Tien-ling the corporation has earned billions of NT dollars by smuggling in Chinese liquor, rebranding it as a high-grade Taiwan beverage, then selling it back to Chinese consumers. 

A large contingent of investigators visited this Chiayi liquor factory to gather evidence. They seized 2,700 bottles of Taiwan Moutai liquor and 1,400 liters of Chinese Moutai liquor.

The investigation came after DPP Legislator Chao Tien-ling exposed an alleged smuggling operation involving the Taiwan Tobacco and Liquor Corporation. Apparently Taiwan Liquor has been illegally importing Chinese Moutai liquor, a kind of white spirit. It then allegedly processed it and sold it to Chinese consumers for between 1,000 and 5,000 renminbi a bottle, earning NT$2.4 billion in the process.

起訴炸彈犯

今年四月，連續在高鐵列車、立委盧嘉辰服務處放置行李箱炸彈的律師胡宗賢、共犯朱亞東，檢方今天偵結起訴，認定胡宗賢企圖以攻擊製造災難，達成放空期貨，宣洩對社會不滿。檢察官以殺人未遂等五項罪名，起訴兩人。

震驚社會的高鐵列車行、立委盧嘉辰服務處被放置爆裂物案，檢方偵結，主嫌律師胡宗賢、共犯計程車司機朱亞東，被依殺人未遂、公共危險等罪名提起公訴。

胡宗賢事前收集各式毒物，手機引爆等攻擊資訊。之後並在四只行李箱裡裝了汽油、瓦斯瓶、氰化鈉及引爆器。之後還透過網路下單，放空台股期貨，如果得逞不法獲利高達一億元，幸好沒爆炸。

自稱靈感來自電影Ｖ怪客，不滿１%的人掌控99%財富，因此以每月十萬代價僱請朱亞東策劃犯案。犯案後潛逃中國，落網遣返又否認犯案，態度不佳。檢方偵結起訴，同時求處最重之刑。

Two men indicted for planting bombs on Taiwan’s bullet train (2013/06/06)

Prosecutors have indicted two men on attempted murder charges for planting bombs in one of Taiwan’s bullet trains and outside a lawmaker’s office in April. Prosecutors said the chief suspect was angered by the inequality in society, and hoped to create a disaster to make a killing on the futures market. 

The discovery of the explosive devices in April shocked Taiwan. Prosecutors have charged chief suspect Hu Tsung-hsien, a lawyer, and his accomplice, taxi driver Chu Ya-tung, with attempted murder, offenses against public safety and other crimes.

馬總統決心連任黨主席，並展開高層人事佈局。

現在傳出，要安排胡志強接任監察院長，取代屢次鬧出爭議,甚至罵總統無能的王建。但胡志強否認，直呼這是"天方夜譚"，總統府也表示，這都是外界揣測。

Political Rumors (2013/06/06)

President Ma Ying-jeou is preparing to run again for KMT chairman, and there are rumors he is thinking about reshuffling top officials. 

One of the rumors has Ma naming Taichung Mayor Jason Hu as president of the Control Yuan to replace controversy magnet Wang Chien-shien王建. Hu denied the speculation, calling it “fantasy.” The Presidential Office said it was mere conjecture.

政院不覆議

會計法修正案漏「教」字爭議的大烏龍，行政院昨天找主計總處、法務部以及行政院法規會研商，決定擴大解釋，認定職員包含教授在內，不過法界質疑，萬一法官跟檢察官認定不同，會產生更大的爭議。

對於法案，要把教授使用不符合的收據和發票，來核銷經費的除罪化，行政院長江宜樺，今天上廣播接受專訪，對會計法修法爭議，漏了「教」字，主動提出解套方案。

“如果說他(教授)只是因為，發票報帳的方便，以及他原來的制度缺乏彈性，以至於誤蹈法網，這種是比較情有可原，用主計單位的函釋或解釋，如果說能夠平息，這方面的紛爭的話，其實用比較符合經濟成本，不要付出立法代價的方式”

不過在他決定出手的前一天，就找來主計總處、法務部跟行政院法規會，一起討論之後，認定大專院校的職員，包含教授在內，用擴大解釋的方法，來化解爭議。不過，法界人士認為，會引起更大爭議。

由於目前行政院不提覆議，國民黨立委蔡正元，在臉書上表示，將主動提案修法化解難題。

Government trying to bail Legislature out for its Accounting Act disaster (2013/06/06)

The Legislature passed an amendment last Friday that exempted public research grants for university professors from being audited. At least it was supposed to, but lawmakers inexplicably left out the word “professors” from the bill. The government is now trying to bail out the Legislature from its mistake, interpreting the revision as covering professors, but some legal experts doubt the move will settle the issue. 

The amendment was meant to absolve professors who used falsified receipts to claim research grants. Premier Jiang Yi-huah was asked in a radio interview this morning about the omission of “professors” from the bill, and he offered a simple solution.

If professors unwittingly violate the law simply because of submitting invoices for reimbursement in a convenient way or working under an inflexible system, this is relatively excusable. If an interpretation from government accounting agencies can settle the controversy, then we should use this more economic method and not make the Legislature pay the price. 

台菲共調查

我國漁船遭菲律賓海巡掃射命案，確定由兩國共同進行司法調查，互相派人到另一國蒐證，明天清晨台灣就會派出17人調查團。法務部根據初步的鑑識報告，在行前記者會上定調三大偵辦方向，包括菲律賓海巡故意殺人、我方漁船沒衝撞，也沒有入侵菲國領海。

廣大興槍擊案，確定由雙方司法機構共同緝凶。台灣調查團由外交部、法務部、刑事局、海巡以及漁業署組成。

根據台灣鑑識報告，法務部定調三大偵辦方向，包括菲國開槍並非過失而是故意殺人，事發原因排除我國漁船先衝撞才被槍擊，我國漁船根本沒入侵菲國領海

“死者所受槍傷 都是高速貫穿的子彈傷，顯然有致人於死殺人故意，廣大興28號漁船，既然沒有明顯的船舶碰撞痕跡，所以排除在案發前如外界傳言的說碰撞菲國船艦” 

至於國人最關心的緝凶究責，由於兩國並無引渡機制，就訊、蒐證沒問題，但能否將嫌犯帶回台灣受審，得打上問號。

17-person team from Taiwan to visit Philippines to gather evidence (2013/05/15)

Taiwan will send a 17-person team to the Philippines to carry out a joint investigation into the recent shooting death of the fisherman. Based on preliminary forensic investigation, the Taiwan Ministry of Justice believes it is a case of intentional homicide. It says the Taiwanese fishing boat was not involved in a collision and did not cross territorial waters. 

The investigation into shots fired at the Huang Ta Hsing fishing boat will include bilateral cooperation between legal authorities in Taiwan and the Philippines. A fact-finding delegation travelling to the Philippines will include individuals from Taiwan’s Foreign Ministry, Justice Ministry, Criminal Investigation Bureau, Coast Guard and Fisheries Agency.

Based on initial forensic reports, the Justice Ministry has made three initial conclusions in the investigation.

It believes the shooting was homicide and not negligence, it has ruled out the Taiwanese fishing boat ramming into the Philippine ship, and it says the Taiwanese fishing boat did not enter Philippine territorial waters.

美菲關係好

這次台灣船員遭菲律賓公務船射殺，很多人關心，美國會在背後扮演什麼樣的角色？其實二戰結束至今，六十多年來，菲律賓堪稱是美國在亞太地區，最堅定的盟友，雙方軍事交流頻繁。隨著歐巴馬政權喊出"重返亞太"的口號，菲律賓的重要性更是不言而喻。

廣大興28號漁民，遭菲律賓公務船開槍射殺，美國出面呼籲雙方理性自制，不介入南海主權爭議。但翻開歷史，美、菲的淵源相當深厚。

1946年菲律賓獨立至今，雙方軍事合作頻繁。除了每年有好幾項聯合軍演外，雙方在1952年簽下共同防禦條約，至今依然有效。另外美國在菲律賓設立空、海軍基地，超過40年，1992年雖全面撤離，但從美國總統歐巴馬喊出重返亞洲之後， 2011起美國大幅提升每年輪調到菲律賓的軍力。

US avoids taking a stance in Taiwan-Philippines dispute (2013/05/15)

The United States is a close ally of both Taiwan and the Philippines. As tension between the two Asian nations ratchets up it is urging calm. But the US refuses to condemn Manila after a Philippines government vessel opened fire on an unarmed Taiwanese fishing boat.

We welcome the Philippines government’s pledge to conduct a full and transparent investigation into the incident and to work with the Taiwan authorities to establish what transpired.

Shots fired from a Philippine government vessel at the Kuang Ta Hsing fishing boat killed one fisherman. The United States called upon both sides to exercise restraint and avoid a South China Sea sovereignty dispute. A look at history reveals the United States and the Philippines enjoy a long and deep relationship.

Taiwan is preparing for military exercises in the South China Sea which will include F-16s.

Ahead of those exercises, during a training drill an F-16 ran into problems about 40 nautical miles away from Cimei Township. The jet crashed after suffering what is thought to be a machinery malfunction. The pilot ejected safely and was rescued.

紀德艦出發

廣大興漁船遭槍擊，馬政府終於硬起來，國防部下午啟動第二波聯合護漁行動，派出海軍火力最大噸級、性能最強的海軍紀德艦，領軍出海，到台菲暫定執法線附近，搭配空軍，執行聯合操演。

海軍噸位最大、戰力最強的紀德級飛彈驅逐艦，下午三點多，從旗津出發。

紀德艦領軍，帶領拉法葉艦，預計週四上午抵達，我國漁民遇害海域，進行護漁聯合演習。國防部啟動第二波聯合護漁行動，巡航區域，前往台菲重疊海

海軍也罕見派出巡防艦和驅逐艦強勢護漁，首派拉法葉級巡防艦「康定號」，前往台菲重疊海域，與海巡署旗下最大的巡防艦「台南艦」會合。

另外，空軍具備攻艦能力的F16戰機也將飛往護漁南界，進行海空操演。這是海軍首次以作戰支隊方式，伴隨海巡艦艇，前往台菲暫定執法線附近。海、空大集合，就是要向菲國宣示台灣主權。

馬尼拉經濟文化辦事處主席裴瑞茲，今天來台，先前傳出外交部拒見，不過就在傍晚，裴瑞茲進了外交部，和亞太司長會何登煌會晤一個小時後，發表簡短聲明離去。

Amadeo Perez, chairman of the Manila Economic and Cultural Office, arrived in Taiwan today. Originally, his request to visit Taiwan’s Ministry of Foreign Affairs was denied, though he did enter the ministry toward evening. Perez met for an hour with Benjamin Ho, director of the ministry’s Department of East Asian and Pacific Affairs. Perez later issued a brief statement.

第二波制裁

不滿意菲律賓對「廣大興28號」的回應，行政院在今天下午六點實施第二波八項制裁。在早上，行政院已經先對菲律賓採取三項制裁，同時祭出最後通牒，就在今天下午六點到期，雖然外電法新社傳出菲律賓總統道歉，但還是沒有達到我方要求。

認定菲律賓總統府趕在第二波制裁前的道歉誠意依舊不足，行政院啟動第二波制裁。

“菲律賓政府並沒有解決這個事件的誠意，因此我們宣佈從現在開始，立即啟動第二波八項的反制措施。

第二波制裁包括發布菲律賓旅遊警示燈號為「紅色 」、停止台菲雙邊高層交流、停止與菲方經濟交流活動、停止台非農漁業合作事項、停止雙方科技交流計畫、停止台菲航權談判、停止菲律賓用「上網查核」免簽證措施及辦理南海聯合海上操演。

加上早上已經率先開跑的第一波制裁，包括凍結菲勞申請、召回我國駐菲律賓大使、請回菲律賓駐華代表。

總計十一項制裁，政府態度強硬，要菲律賓正確回應台方對於「道歉、賠償、懲兇、展開漁業談判」的四要求。

Citing lack of a sincere apology, Taipei issues new sanctions against Philippines (2013/05/15)

Dissatisfied with the Philippines’ apology for the killing of a Taiwanese fisherman by a Philippines government vessel, Taipei has launched a second round of sanctions. The new sanctions affect political, economic and private exchanges between the countries and took effect immediately. 

The Philippines presidential office hurried to issue an apology before the deadline for the second round of sanctions. Taiwan’s Cabinet did not believe it was in good faith.

退票超消極
四月十號高速公路回數票開放退費之後，至今還有3700多萬張還沒回收，不過民眾只能到高速公路的服務區和收費站辦公室，合計43個點退費，被民進黨立委邱志偉痛批，退費門檻太高，而當初民眾在郵局、超商或銀行買回數票，現在就應該可以在同樣地方辦理退費。

護理師抗議
這個禮拜天除了是母親節，也是國際護師節。有一群護士今天早上集結在衛生署前抗議長久以來的工時問題與跨科調動，造成護理人員工作品質不良，衛生署表示會積極增加護理人力，但護理產業公會說，畸形班表和跨科調動等訴求沒有改變，增加人力根本毫無意義。

Slow Recall
For the past month drivers with unused freeway toll tickets have been able to return them, though there are more than 37 million prepaid tickets yet to be returned. DPP Legislator Chiu Chih-wei attributes the slow place of the recall to inconvenience – drivers can only exchange the tickets at freeway rest areas or toll collection offices. The tickets were originally available at post offices, convenience stores and banks. Chiu feels these locations should also accept returns.

Nurses Protest
This Sunday is not just Mother’s Day but also International Nurses Day. Before then a group of nurses protested in front of the Department of Health against long working hours and movement between clinics. They say these conditions reduce quality of care. The department promised to recruit more nurses, but the Taiwan Nurses Union says this would be no help if problems with scheduling and switching between clinics aren’t fixed.

New Cooking Method

未成年整形

衛生署考慮訂定法規，限制18歲以下的未成年人，進行削骨或隆乳等侵入性醫美手術，避免影響身體正常發育，但有位17歲就開始整形的男子，今天出面反擊，認為每個人都有愛美的權利，衛生署不應該這樣強制規定。

才17歲就跑來整形，眼前這位年輕男生說過去因為外表長的醜，被同輩霸凌，才走上整形之路，連父母也舉雙手支持。

但衛生署已經打算全面限制，18歲以下的未成年人，施行像割雙眼皮、隆乳等高侵入性手術，違法動刀的醫師，將面臨最高50萬元罰金，甚至可能廢止醫師證書。

“因為手術造成一個疤痕組織，它才會造成雙眼皮，可是如果眼睛還再長大，它要長大，長得漂亮的時候，你把他做一個疤痕組織，那疤痕組織會限制雙眼皮的成長，所以衛生署這個做法是好的”

醫生表示，未成年動刀，有一定風險。

Department of Health plans to restrict cosmetic surgery for minors (2013/05/10)

The Department of Health is considering a ban on invasive forms of cosmetic surgery for minors. A surgeon asked about the proposed change agreed because of the added risks associated with operating on minors. 

This 17-year-old boy underwent cosmetic surgery because he felt his appearance led to frequent bullying by his peers. Both his parents supported his decision.

People teased me and said I looked like the pig deity. I was bullied by classmates. (Cosmetic surgery) has let me change my appearance.

But surgery may no longer be an option for such minors in the future. The Department of Health plans to implement a comprehensive ban on cosmetic surgery for minors under the age of18. It would prohibit highly invasive operations like double-fold eyelids’ surgery and breast augmentation. Physicians who violate the ban would face a fine of up to NT$500,000 and could lose their license.

Taiwan hopes to bring giant rubber duck to its shores (2013/05/10)

A huge rubber duck floating in Hong Kong’s Victoria Harbor is sparking a surge in tourist income. The buzz has spread to New Taipei and other cities in Taiwan that are also eager to host this floating icon. 

A 6-story Rubber Duck is drifting across Victoria Harbor in Hong Kong, attracting the interest of tourists who snap photos. Affection for this cheerful duck has spread as far away as Taiwan.

手機信用卡

以後辦信用卡，將可以在"空中"接收新卡！

金管會核准國泰世華銀行和中華電信合作的首張「空中下載式手機信用卡」，銀行不發實體信用卡，而是讓民眾把信用卡下載到手機裡，三千元以下的消費就可以用手機感應刷卡。不過目前只對中華電信和國泰世華員工約1千人試辦。

Mobile Credit Card (2013/05/10)

Taiwan may soon have a mobile credit card system that is only available on smartphones. 

The Financial Supervisory Commission has approved a pilot program run by Cathay United Bank and Chunghwa Telecom. Instead of issuing a material credit card, the bank will offer an e-card that can be downloaded onto a smartphone. The phone can then be swiped to make charges of up to NT$3,000. Initially the pilot program will be limited to a 1,000 employees of Cathay United and Chunghwa Telecom.

這次的訪問團由退役上將許歷農帶隊，這次參訪之所以受到注意，是因為這批退將，計畫拜會中共中央軍委會、全國政協等軍政核心單位。民進黨擔心，退役軍人去中國參訪，會形成國家安全漏洞。

“我們在這裡要求馬英九總統，要負起三軍統帥的職責，要明確的表態，要有所處置，不要讓退役將領，成為國家安全的隱憂

對此，許歷農表示，退役軍人跟正常人一樣，民間交流是天經地義的事情。不過退役將領前仆後繼到中國參訪，國防部也無法管。

Retired military generals embark for China (2013/05/10)

A delegation of retired military leaders is in China to meet with high-ranking members of the Chinese military. Before they left a DPP spokesman warned that their visit could compromise national security. 

Boarding a tour bus, this high-level delegation of retired generals is going to the airport for an eight-day visit to China. The trip is billed as a military trust exercise.

環署槓政院

悠活規避環評一案，行政院同意內政部的建議，將"悠活全區"合併環評，交由屏東縣政府認定，不過，傳出環保署認為，悠活全區都要停業，沒有任何讓步的空間，中央部會不同調引發爭議後，政院緊急澄清。

悠活度假村的爭議延燒了好幾天，行政院拍板定案。

行政院挺內政部，依建築法規，悠活1至2區是合法可繼續營業；如環評未過，一、二區都撤照；但環保署卻評定全區都要立即停業，外界好奇，中央部會是否喬不攏。 

菲只表同情

面對台灣大動作的抗議，菲國漁業局長宣稱，是因為台灣漁船意圖衝撞，執法人員才被迫開槍。

“一艘台灣漁船，在我們的海岸防衛隊旁不斷繞行，迫使海岸防衛隊對空鳴槍警告，後來射擊漁船的機械設備，我們對死亡漁夫的家屬表示同情，我們也向家屬和台灣政府保證，我們會將所有調查公開化”

海岸防衛隊兼稱，這起事件是發生在菲律賓海域，菲國的軍方人員只是恪盡職守，阻擋非法漁船。

Philippines Defends Actions (2013/05/10)

The director of the Philippines Bureau of Fisheries says the incident escalated after the Taiwanese fishing boat charged the Philippines government vessel.

One of the Taiwanese fishing vessels repeatedly tried to ram our MCS, forcing our MCS to fire warning shots on the air first and eventually on the machinery portion of the vessel to disable the same. We sympathize with the family of the fisherman who died and we assure them as well as the government of Taiwan of a transparent and impartial investigation.

The Philippines coast guard says the incident occurred in its country’s waters. It says the Philippines vessel was carrying out its duty to stop an illegal fishing boat.

馬震怒緝兇

對於這起事件，馬總統強調「絕對不會干休」，外交部除了與海巡署召開國際記者會譴責菲律賓，也找來菲律賓駐台代表白熙禮，表達不滿，白熙禮，則公開向家屬致歉，承諾釐清真相。

已經不是第一次了，2006年，台東新港籍漁船「滿春億」號船長，也在重疊水域遭射殺，嫌犯卻逍遙法外，這次，馬總統要求徹查到底。

外交部則是緊急召見菲律賓駐台代表白熙禮，表達抗議。

外交部隨後與海巡署召開國際記者會，再度表達嚴正立場。

目前，海巡署已經加派兩艘配備20機砲、40快砲的艦艇，南下護漁。

Philippine de facto ambassador apologizes (2013/05/10)

President Ma Ying-jeou is demanding a full investigation into the fisherman’s death. His sentiment was shared by the Philippine de facto ambassador to Taiwan, who apologized and promised that justice would be served. 

It wasn’t the first time a Taiwanese fisherman has been shot. In 2006, the captain of the Taitung Hsingang registered fishing boat "Man Chun Yi” was also shot while fishing in disputed waters. The perpetrator got off scot-free. This time, President Ma is demanding an apology and a thorough investigation.

We gave a strong protest and condemnation to the Philippines. We must pursue an investigation until a conclusion is reached. We won’t give up. 

The Ministry of Foreign Affairs quickly summoned the de facto Philippine ambassador, Antonio Basilio, to lodge a protest.

槍擊廣大興

屏東琉球籍漁船廣大興28號，昨天驚傳在我國經濟海域上，遭到菲律賓漁政船開槍無情的掃射，船身彈孔多達三十幾個，65歲的洪石成不幸中彈身亡。外交部和海巡署上午立即派人前往洪家慰問，遭到家屬砲轟官僚殺人，家屬表示，第一時間就有請求海巡直升機救人，卻被要求填寫一大堆資料，錯失救援時間，但海巡署否認。

洪石成死在自己最熟悉的大海上，外交部和海巡署上午都派人前來慰問家屬，但卻被家屬指控延誤救人時機。

“申請個保七，申請個直升機，還要我們寫什麼資料一大堆，還要問了一大堆，你們都不能先出去救人，回來再補資料嗎，你們不是官僚殺人”

海巡署否認這樣的說法。

“我們沒有補任何的文件，一點四十幾分的時候，那時我們正在處理(直升機)的時候，漁會就打電話說當事人已經往生了”

遭到射殺身亡的漁民洪石成，95年底捕撈到一尾長7公尺的大王魷，而轟動地方。這個月四日，他和另外三名船員，到巴士海峽海域捕撈黑鮪，沒想到九日上午遭到菲律賓漁政船追逐一個小時後開槍掃射，洪石成背部中彈身亡，船身多達30到40個彈孔，開槍的地點居然是在我方的經濟海域內。

“我們船在這範圍，不算越界，漁船船長這邊有看到菲律賓的軍艦有在跟隨他們 ，他也沒有覺得說，菲律賓這邊會去開槍”

因為油艙也被射破，船隻失去動力，海巡人員已經登上廣大興號漁船，接手拖回台灣的後續作業。

Family of fisherman killed by Philippine coast guard criticizes government response (2013/05/10)

A family wants answers after a Taiwanese fisherman was shot dead on Thursday while fishing in waters some 170 nautical miles off the coast of southern Taiwan. The fisherman was killed by a member of the Philippine coast guard. 

When Hung Shih-cheng was killed, he was in the seas he was most familiar with. The Ministry of Foreign Affairs and the Coast Guard Administration sent staff to offer condolences to his family. They cast blame at the officials.

They told us to fill out extensive information to apply for support from the Seventh Special Police Headquarters or to order a helicopter. They also asked a bunch of questions. Couldn’t they go save him first? Then they could fill in this information after returning. You bureaucrats are the ones who killed him.

The Coast Guard Administration defended its actions.
