與藝人賈永婕合開婚紗店的知名服裝設計師黃淑琦，昨天凌晨與中國友人餐敘後，返回大安區的小豪宅，疑似因為酒醉失足墜樓，直到清晨才被發現身亡。噩耗傳出，好友們都不敢置信，賈永婕上午現身難過到痛哭，但反駁喝醉酒的說法。

即使戴著黑墨鏡，還是擋不住，臉上的淚水，設計師好友黃淑琦，疑似因為酒醉，在住家墜樓身亡，讓藝人賈永婕無法置信。

周二凌晨，黃淑琦與友人餐敘後，獨自返家到客房休息，卻從三樓矮窗，墜落到隔壁空地，等到清晨時才被發現，但已經回天乏術。

這是九月，黃淑琦最後一次舉辦走秀的畫面，41歲的黃淑琦，從小助理，一路拼到當設計師，不只自創同名品牌，還和賈永婕，合開婚紗店。因為對工作很要求，有細節女王的稱號，曾馨瑩和林嘉綺，都是她的客戶。連范范結婚的婚紗都是她設計的。

墜樓的噩耗傳出後，時尚界已經打算為黃淑琦，舉辦追思會，至於詳細死因，還有待警方進一步釐清。

Her death has nothing to do with getting drunk, says Chia. This accident happened simply because she just moved into the new home and was unaware of the layout. 

After meeting with friends for food and drinks late Tuesday evening, Huang returned home alone and slept in the guest room. But she was found dead in the morning after falling from the low window on the third floor.

This video footage was taken during Huang’s last catwalk show in September. The 41-year-old designer started out as a junior assistant and made her way to become Taiwan’s leading fashion designer. She had her own brand and co-owned a premium wedding dress shop with Janet Chia. Celebrity clientele appreciated her meticulous attention to detail. Customers included billionaire Terry Gou’s wife Delia Tseng, top model Patina Lin and singer Christine Fan. 

The fashion community is planning a memorial service for the talented designer. Meanwhile the police have opened an investigation to determine her actual cause of death.

諾羅病毒疫情持續升溫，疾管局指出，過去四周，因為腹瀉掛急診的病患，是去年同期二倍多，光上週腹瀉病患，就突破一萬人，創五年來同期新高，其中又以六歲以下兒童，感染人數最多。

最近感染諾羅病毒的人越來越多，根據疾管局統計，過去四周各大急診間，腹瀉病人比率，是往年兩倍多，過去一週的累計病例，更突破一萬人，創五年來同期新高。

今年流行族群多為0到6歲，地點則集中在學校和幼兒園。醫生分析，除了病毒自身感染力強，很多病患第一時間，誤以為是流行性感冒沒有及時就醫，不但加重病情，也增加傳染風險。

醫生提醒，只要接觸到病患飛沫，也可能會染病，病患最好戴上口罩，在家多休息，民眾也要勤洗手。

Hospitals are reporting an unusually high number of norovirus cases. Doctors warn that the winter stomach flu bug is particularly common among young children. 

Cases of norovirus are on the rise. According to the Centers for Disease Control, the number of patients visiting emergency rooms during the past four weeks was over two times higher than normal. In the past week alone 10,000 went for treatment, a five-year high.

Most patients this year have been children under 6 years of age who typically contract the illness at school. Doctors say norovirus is highly infectious. It spreads easily because people mistake it for the common flu and don’t seek treatment.

Major symptoms of stomach bugs like norovirus include fever, vomiting and severe diarrhea says pediatrician Lin Yin-jan. Symptoms typically associated with respiratory tract infections, such as coughing, runny noses and sore throats aren’t as severe. 

Doctors say coming into contact with saliva from an infected person is enough to contract the disease. They recommend wearing masks, getting enough rest and frequently washing the hands.

立法院昨天三讀通過「緊急醫療救護法」，未來半年內台鐵、高鐵以及捷運車站等公共場所，必須強制安裝AED，方便民眾參與急救。

在休克病患胸口貼上電擊片，通電後，看到紅燈閃爍，就表示電擊器搶救中。

一本書大小的傻瓜電擊器AED，是心臟病休克患者的急救救星。

因此，立法院三讀通過「緊急醫療救護修正案」，公共場所都必須強制增設AED，沒有急救證照的一般民眾，也能使用。

現在修法通過後，加強宣導和教育變得更重要，一直推廣電擊器的紅十字會，還特別開班授課，希望把傷亡和遺憾降到最低。

Devices to save people suffering from life-threatening heart arrhythmia will soon become common in public areas such as train and metro stations. Health experts say the new automated external defibrillators are simple to use and will reduce mortality rates. 

In this demonstration of a person who has gone into shock, electrodes are placed on the chest. The machine gives an electric shock. The blinking red light shows that it is working.

The automated external defibrillator, or AED, is about the size of a book. It is a lifesaver for people who have gone into cardiac arrest.

Lifesaving opportunities will increase 10 times if we can install AEDs in public locations, says Taiwan Red Cross director Wang Ching-feng.

The effectiveness of these machines led the legislature to pass an amendment requiring public facilities to install AEDs. They are easy to use and designed for people without any previous training.

If you use CPR or an AED to try to save someone, you are freed from criminal liability or paying civil compensation, says Wang.

Passage of the amendment makes educating the public even more important. The Red Cross has long been a proponent of AED. It holds classes on using the machines so people can reduce mortality rates to a minimum.

駐美代表金溥聰今天首度到立院備詢，一早就有10幾位國民黨立委搶著登記發言，其中立委吳育仁還隨堂抽考金溥聰，美國第一夫人第一女兒的名字，還有第一家庭養的狗叫什麼，綠營立委批評這根本就是保皇派的立委，在護航金溥聰。

您知道嗎，小朋友氣喘發作，跟飲食習慣有很大關係，國家衛生研究院利用濃縮蔬果汁，魚油，和益生菌，製作出一種'膳食補充劑"，可減少氣喘藥使用劑量。

炸的金黃酥脆的大雞排，是許多小朋友的最愛，但是有氣喘問題的學童，真的別吃。

因此，國衛院研發一種'膳食補充劑'，主要有含有各式維生素的濃縮蔬果汁，增加抵抗力的益生菌。這項研究證明，食補能改善氣喘，研究人員因此建議，優酪乳、魚肉、蔬果也會有跟補充劑相同的功效。

目前國內大約有10%的學童，有氣喘體質，還有三到四成學童，甚至被氣喘影響到學習生活，國衛院新的研發可稍改善有氣喘體質的學童。

Many children in Taiwan struggle with asthma, and a lot of it has to do with what they eat. The country’s National Health Research Institutes has developed a supplement with some interesting ingredients that it says can limit the amount of asthma medicine children need to take.

Fried chicken has excessive amounts of fat. One effect of fried foods is they can cause inflammation.

The National Health Research Institutes, or NHRI for short, has developed a dietary supplement to help children with asthma. Its main ingredients are concentrated fruit and vegetable juices, fish oil, and probiotic bacteria. Pan, who heads the agency’s preventive health division, said children can eat yogurt, fish, and fresh fruit and vegetables to get the same benefit.

For fruit and vegetables, it can be some regular vegetables, like carrots, broccoli or spinach. The fruits can be berries. As for fish, deep-sea fish, like tuna, Pacific saury and salmon offer bigger benefits. 

An estimated 10 percent of Taiwan’s children are asthmatic, and another 30 to 40 percent feel the effect of asthma to some degree in their daily lives. The agency hopes its new formula can give them some relief.

南韓歌手PSY跳騎馬舞爆紅，在他的MV，跟他一起跳舞，表情生動的小童星黃民宇，被暱稱為「小PSY」，首度來到台灣代言。

Psy’s Gangnam Style video is so popular, that some of the singer’s sidekicks are making names of their own. A brash young 7-year-old in the video who has been dubbed “Little Psy” was in Taiwan today for the first time. 

Hwang Min Woo, who began dancing at the age of 3, performed a few numbers and immediately caught the local media’s eye. Hwang has already been to the U.S. to shoot commercials and he said he hopes to be even bigger than Psy one day.

保暖的圍巾竟然會成為殺人工具！台北市吳興街剛開滿月的影印店，發生離奇意外，一名女店員披著圍巾操作裁紙機，圍巾卻遭裁紙機捲入，勒住頸部窒息，求救無門，因為店內只有一人，直到90分鐘後，顧客上門才發現，剪斷圍巾，還是送醫不治。

26日凌晨，曾姓婦人疑似因為天冷圍著圍巾，在啟動裁紙機時，圍巾不慎捲入微調轉軸，當場遭勒昏窒息。

怎麼裁紙機，會發生命案，開設影印店25年的張先生，研判應該是舊型裁紙機，釀的禍。

“開關靠右邊可能圍巾在這裡，手去按剛好這裡，一開瞬間啟動，來不及反應，舊型中間有一個洞，圍巾如果細細的剛好滾到進去，就有可能捲進去”

新型裁紙機，多了不少安全裝置，得雙手同時按開關，才會裁切，疑似捲入圍巾的微調軸，開機時不會連動，增加安全性，自己的服裝也要注意。

天冷圍圍巾，最好避免接觸機台，也別讓圍巾拖地，搭電扶梯可能被捲入，多一分注意，就能多安全。

A worker in Taipei was killed at a printing and copying shop after her scarf became entangled in an electric paper cutter. She was alone when the accident happened and wasn’t discovered until 90 minutes later when a customer entered the store. 

Early Wednesday morning a woman surnamed Tseng used a paper cutter while wearing a scarf. She was strangled when the scarf became tangled with the rotating shaft.

We asked the owner of another printing and copying shop how such an accident could have happened.

When she went to push the start button to the right, her scarf could have become caught. As the machine started, she didn’t have time to react. Older machines have a hole here. If the scarf is thin it could roll up and become caught in the hole.

Newer machines have more safety features. The start button has to be pushed with both hands for the machine to work. Also the rotating shaft that is thought to have killed this woman doesn’t turn on newer models when the machine is started. Despite being safer, users should still be cautious of the clothes they wear.

在台灣，公娼寮幾乎已經完全消失，但在澎湖還有一間領有合法牌照的公娼館繼續在經營，不過，經營者已經高齡96歲，一旦過世，牌照就會自動取消，無法繼承給子女，澎湖警察局今天召開性交易管理自治條例的公聽會，業者就提出希望能夠繼承牌照，但沒有獲得同意。

台灣文學作家黃春明小說改編而成的電影<看海的日子>，描述民國六零年代被迫賣淫的悲慘身世，換成現在的時空已經不再這麼悲情。

公聽會上，雙方沒有交集，不過在廢娼的大環境下，這紅燈戶恐怕終將走入歷史。

Only a few legal brothels remain in Taiwan. Penghu is home to one, but its license will expire when its 96-year-old owner passes away. The owner appealed to the county’s police department to let business continue, but today officials said they will not grant her request. 

These images are from the film “A Flower in The Raining Night,” based on a novel by Taiwanese author Hwang Chun-ming. They show women in the 60s forced into the sex trade. But the women at this Penghu brothel say their situation is far different.

This is Penghu’s only legal brothel. The license is under the name of a 96-year-old woman and expires with her death. The owner hopes that when she’s gone, business can continue as usual. But the Penghu County government decided not to allow red light districts. It does not plan to grant the woman her wish.

At a public hearing, the two sides could not reach an agreement. Someday, Penghu will lose its last legal brothel.

1998年爆發違約交割案，負債百億元的新巨群集團負責人，吳祚欽犯案潛逃出境，名列調查局十大通緝要犯，但追訴權期只到今年12月21號，法院日前判決免訴，逃過牢獄之災，算一算吳做欽等於一個月躲過6千6百66萬元，朝野立委都覺得不公平，應該修法。

掏空700億元，債留台灣的前東帝士總裁陳由豪，通緝時效也即將屆滿，2016年5月就可以脫身，也成了有錢有辦法的人士，逃過牢獄之災的方法。

One of Taiwan’s most notorious white collar fugitives will not be charged with any crime. The statute of limitations has expired on shady securities transactions made by former New Magnitude Group chief Wu Tso-chin, after he spent the last 12 years overseas. Lawmakers are calling for an amendment to ensure other major financial fugitives cannot use the same methods to escape responsibility. 

In 1998 Wu Tso-chin faced serious allegations. The former head of New Magnitude Group failed to meet obligations on equity transactions of nearly NT$10 billion.

At this news conference in 1998, a teary-eyed Wu pledged that he would face justice. One month later, he fled to China. Eventually he ended up in Canada. In August 2000 prosecutors listed him as a fugitive for suspected violation of the Securities Transaction Law. His alleged crime had a statute of limitations of 12 years, six months, which expired on Dec. 21. Wu will not be indicted.

It doesn’t matter if the 12-year statute of limitations is up. I think the judiciary or prosecutors should do a case-by-case examination of these major financial crimes. They can consider extending the statute of limitations.

Another financial fugitive is former Tuntex Group Chairman Chen Yu-hao. He fled Taiwan amid accusations of embezzling NT$70 billion, leaving significant debts behind. The statute of limitations on his alleged crimes expires in May 2016. He too could become another one of Taiwan’s many wealthy businessmen who stand accused of crimes, but never face justice.

為了照顧弱勢家庭，新北市政府從明年元旦開始，和轄區內1970間四大超商合作，推出〝幸福保衛站〞的政策，提供18歲以下，有急難、肚子餓的學生，免費吃80元的便當或麵包。

新北市政府決定推出「幸福保衛站」計畫，讓18歲以下的學生，可以到便利商店，免費吃最高80元的便當、麵包和牛奶。

The New Taipei government announced a plan today to help feed hungry children. The city will join with Taiwan’s four main convenience store chains to provide free meals to hungry children under 18 at the 1,970 convenience stores in the city. 

Under the New Taipei plan, students under 18 will be able to enjoy a free boxed lunch, a piece of bread and a carton of milk worth up to NT$80.

The principle is to help people with emergencies rather than the poor. It’s designed for children enrolled in our New Taipei schools or those who are not our New Taipei students but who ran into an emergency in New Taipei, for students who need help to satisfy their hunger. Before the children get their meals, however, they have to first fill out forms and then have the convenience store notify the city’s Social Affairs Bureau. But with nobody checking applicants’ identities, the program may be vulnerable to abuse.

Even if students cheat our convenience stores, they won’t get away with it more than once. In this area, we will actively communicate (to prevent abuses). 

The details of the plan remain sketchy, but the New Taipei Education Department hopes it can extend the program to children outside of school. The city estimates that 1.25 million meals a year will be distributed under the program.

The four-day New Year holiday begins tomorrow night, and people are scrambling for tickets to get out of Taipei. Bus tickets are generally fully booked, while Taiwan’s regular and high-speed rail lines are adding trains to help deal with the passenger surge. 

2013 is just a few days away, and with many people planning to travel over the extended four-day holiday, transportation is becoming a problem.

Train tickets are also selling fast, even with more trains being put in service.

The Taiwan Railways Administration said it is adding at least 40 trains during the holiday, and the high-speed rail system is adding 104. But with a cold front from China expected to hit Taiwan late Saturday night, people going out on New Year’s Eve should be ready for bad weather wherever they are.

Right now it looks like this cold front could be stronger than the last one, to the point of bringing a real cold spell. On New Year’s Day, northern and eastern Taiwan could also get occasional rain. There will be less rain in central and southern Taiwan but still heavy cloud cover, so the odds of seeing a sunrise are pretty low. 

The Central Weather Bureau said New Year’s Eve could see rain and temperatures below 10 degrees Celsius, and it urged anybody going outdoors to be prepared for the wet cold.

為了規避二代健保補充保費，今年有許多企業提前發年終獎金，有些勞工提前拿到獎金，眉開眼笑，但要提醒您，明年五月份的繳稅季，有些勞工因此得多繳稅，而且離過年還有一個半月，可別提前把獎金花光了！

To avoid paying a supplementary insurance premium charge that begins next year, some companies have already handed out year-end bonuses. The companies will save but the employees could end up paying extra taxes.

If their (income) goes up another level, so could the marginal tax rate. For example, if the marginal tax rate goes from 5 to 12 percent, you have to pay another 7 percent in taxes. The supplementary premium is just 2 percent, which is much lower than the marginal tax rate increase.

The company saved, and the workers have to pay. Not everyone should be excited about getting their year-end bonus early.

Julia Gillard’s approval rating has risen significantly in the first public opinion survey since the Australian prime minister branded her conservative opponent, Tony Abbott, a sexist and misogynist.

The Herald/Nielsen poll, carried out a week after Gillard’s landmark speech to parliament, showed her personal standing among men and women improved by five points to 47%.

Want a clue to your risk of heart disease? Look in the mirror. People who look old with receding hairlines, bald heads, creases near their ear lobes or bumpy deposits on their eyelids have a greater chance of developing heart disease than younger-looking people the same age, new research suggests.

A small consolation：Wrinkles elsewhere on the face and gray hair seemed just ordinary consequences of aging and did not correlate with heart risks.

Workers who suffer job strain are 23-percent more likely to have a heart attack than stress-free counterparts, but the risk is far smaller than smoking or a sedentary lifestyle, a large study published in The Lancet on Friday says.

The people of the Brussels will have to mind their manners from now on, with the city authorities announcing new fines of up to 250 euros for insults traded on the streets.
