這次初選，是七成已經完成的電話民調，加上三成明天的黨員投票，名次排第一的人，將代表國民黨出馬角逐台北市長，究竟最後誰能拿到入場卷，答案明天就會揭曉。

The two-part primary consists of an already concluded telephone poll that accounts for 70 percent of final weighting. Tomorrow’s intraparty vote accounts for the remaining 30 percent. Results are expected to be announced tomorrow.

使用這個系統，只要刷悠遊卡，就能租借雨傘。設計的劉同學說，從小住在多雨的基隆，才有了這個構想。

畢竟我是從小長大在很常下雨的北部，常常遇到下雨，然後沒有雨傘可以用這種尷尬情形，希望說能有這個設計，提供給遇到這種困擾情況的人。

還有這個沙包盆栽，平常是吊掛式的盆栽，但只要把它折疊起來，就能變身沙包，用來擋水防災。

廠商通常有時候透過這個展覽，他們來看了以後，發現這個產品有潛力，就會跟同學進行接觸，那我們老師從旁協助，讓它可以商品化。

不少廠商看到設計作品的創意跟實用性，已與學生接洽，計畫量產。學生們發揮創意，用嶄新的創作，表現自己的設計功力。

The popularity of Taipei’s shared bicycle system led a student to create a similar system for umbrellas. It was one of nearly two dozen ideas from students at National Taipei University of Technology to be nominated for an upcoming design exhibition. 

An assortment of innovative designs was nominated for the annual Young Designers Exhibition. This year, 23 nominees are from National Taipei University of Technology, with the most eye-catching invention being this public umbrella rental system.

To use the system, you swipe an Easycard and an umbrella is dispensed. The inventor says his upbringing gave him inspiration.

I grew up in the northern part of Taiwan, which experiences lots of rain. It can be quite troublesome to have no umbrella, so I thought that this design would help people who experience the same problem.

And there’s this plant hanger, which doubles as an emergency sandbag. When placed on the ground and folded it can repel water in the event of a natural disaster.

Manufacturers use this exhibition to find designs that have potential and make contact with these students. Instructors are here to help out so the products can be commercialized.

Enterprises have already discussed mass production with some of the students. The channel allows students to fulfill their dream of bringing designs to the world.

都說自己好，因為協調結果是下禮拜二晚上，四位參選人將分別和連勝文進行對比式民調。禮拜三中午民調結果揭曉後，會繼續和在野包括柯文哲、馮光遠等其他候選人，進行第二階段協調，預計六月中前，產生人選。

The DPP has confirmed that a poll will be held Tuesday evening to choose from among four party candidates for Taipei mayor. But that won’t be the end of this long, drawn-out process. The winner of the poll will then face non-party contenders such as Dr. Ko Wen-je in another poll that will determine the nominee who faces the KMT’s Sean Lien. 

After negotiations to settle on the intraparty Taipei primary, two DPP candidates sought to make their case for election to voters.

I saw that the mayor of Seoul and I have very similar backgrounds. Have you seen that we are both lawyers? At the beginning, his poll numbers were poor, but they quickly rose at the end.

The first DPP poll will take place on Tuesday evening. Four candidates will be compared head-to-head with KMT nominee Sean Lien, with results announced on Wednesday. The winner will then negotiate with independent candidates, such as Ko Wen-je and Neil Peng, before a second poll to choose one main pan green nominee. The process could last until the middle of June.

Today, at a time when many voters don’t know much about the candidates, the so-called process of reconciliation has begun. I don’t believe there’s a fair foundation. True reconciliation should come on the day of the vote and be carried out by voters.

As the KMT nominee prepares for November’s election, the DPP is still trying to figure out how to choose the person who will face him.

In the process of deepening mutual trust on both sides (of the Taiwan Strait), we hope you can understand the consciousness of Taiwan compatriots and the recent desire of Taiwanese to be masters of their own fate. After all, Taiwan and the Mainland have different political and social systems.

Cross-strait relations won’t always be smooth, and some difficulties are inevitable, as some compatriots may have doubts. But by putting ourselves in each other’s shoes and looking at matters sincerely, I don’t believe that there is a difficulty which cannot be solved.

Xi mentioned the “four noes” principles governing relations with Taiwan, which include unwavering opposition to Taiwanese independence. In Taiwan, DPP Legislator Huang Wei-cher interpreted the meeting as an embarrassment to President Ma Ying-jeou.

Xi Jinping has met with Ma Ying-jeou’s enemies. Does this mean a meeting between Ma and Xi is still important? In fact, it seems less likely.

KMT Legislator Lo Shu-lei believes that the meeting between Xi and Song symbolizes China’s willingness to listen to voices outside that of the KMT party.

今天民進黨主席蘇貞昌，針對昨日鴻海董事長郭台銘開記者會喊話，希望蘇主席能對立委陳歐珀到馬總統母親靈前鬧場事件，管管自家人一事，做出表示。

蘇貞昌說事發當天，中央已發表聲明予以譴責，並交由立院黨團議處。今天陳歐珀已經道歉，這是好事，後續的處分，將尊重立院黨團決議。

When Hon Hai Chairman Terry Gou spoke out against Legislator Chen Ou-po, he urged DPP Chairman Su Tseng-chang to manage the members of his party. 

Responding today, Su said that party headquarters censured Chen on the day he went to the funeral for President Ma Ying-jeou’s mother. Su also called on the DPP legislative caucus to give its own punishment. Following Chen’s apology today, Su said he will respect the caucus’s decision.

針對他的行為，昨日鴻海董事長郭台銘，出面表示要贊助宜蘭民眾罷免他，陳歐珀說，對於他做的事情，他會承擔。

After a day staying out of the spotlight, this was the apology DPP Legislator Chen Ou-po offered. Chen has been under heavy fire for going to Chin Hou-hsiu’s funeral uninvited then making critical comments about the arrangements. He attempted to explain himself.

The president didn’t invite me or deliver a letter, but I did confirm with Director Chen of the presidential relations office that he would arrange for me to go there at 8 to offer a prayer. I didn’t want to show disrespect or displeasure and I especially didn’t want to cause a disturbance. I hope that people can stop treating this as an unforgivable sin.

One of the harshest critics of Chen was Hon Hai Chairman Terry Gou, who called a press conference to urge Yilan residents to recall the lawmaker. Chen said Gou is entitled to his opinion.

首度以副主席身分出席國民黨中常會，台北市長郝龍斌要談的是基本工資調漲基準，應該有所變動。

根據主計處昨天公佈的四月份物價指數，較去年同月漲1.65％，但其中與民生息息相關的食物類較去年同月漲了5.04％。

一樣是要改善低薪結構，經濟部長也再度出面呼籲企業主幫員工加薪。

今天為達成展店目標，大舉徵才1220人的全聯，門市人員起薪只有23K，還略低於同業「美廉社」的25K。全聯用"升遷暢通"緩頰。

面對勞工的困境，勞動部長潘世偉表示，近期將邀集各界學者專家討論「區域性基本工資」制定的可能性。

Just over NT$19,000 is the monthly amount paid to minimum wage workers in Taiwan. Today Taipei Mayor Hau Lung-bin said this amount does not reflect recent price rises on necessities such as foodstuffs. He urged reform to a system that makes it difficult for the economically disadvantaged to survive. 

For the first time as KMT vice chairman, Hau Lung-bin attended the party’s Central Standing Committee meeting. Hau urged new standards for how the minimum wage is calculated.

When the consumer price index rise remains under 3 percent, the committee which handles rises in the minimum wage doesn’t meet. In the past 10 years, just once has CPI exceeded 3 percent. The minimum wage is no longer able to reflect rises in the cost of consumer goods.

According to the latest data from the government’s statistics bureau, consumer prices in April rose 1.65 percent compared to a year earlier. More troubling is that foodstuffs prices were up more than 5 percent.

The Ministry of Economic Affairs says it is urging enterprises to provide better pay to workers.

From last year to now, the response from enterprises, especially mid-to-large-sized ones, has been positive. But some mid-to-small-sized enterprises are more conservative when it comes to the topic of raises.

One company being watched is Pxmart, which today announced plans to hire 1,220 new staff. It starts floor staff out at NT$23,000 a month, lower than competitor Simple Mart.

We are quickly expanding our number of stores, so promotions will also be accelerated. In the next year, we will need to promote 80 to 90 store managers. 

In response to Hau’s request, Labor Minister Pan Shih-wei said his agency will soon gather experts to research the possibility of a regional-based minimum wage system.

太陽花學運後，馬總統下午參加國民黨青年公民論壇，與青年交換意見，場內一開始就有人跟馬總統要簽名。而行政院長江宜樺上午出席青年政策論壇，鄭重表示「摸良心講，沒有下令暴力驅離學生」。

說是要與青年對話，辦的卻是"國民黨”青年公民論壇，抗議民眾高喊口號，認為根本是取暖大會。

果然，場內青年軍面對馬總統，大多是送上溫暖。 

相形之下，行政院長江宜樺參加的教育部主辦的「青年政策論壇」相比，就精彩的多。學生開門見山，要江宜樺對學運用警察暴力的方式來驅離表態。

“有些警察用盾牌，有些可能甚至用棍子，所以才會造成流血，這些我都不同意，我也認為要檢討，可是如果說，把那天晚上，把他理解成，是馬總統或江院長下令要用暴力，來對付民眾，我可以摸著自己的良心，跟各位講，不是這個樣子”

學生接著追問，為什麼政府急著簽服貿協議。

“已經沒有人，會去提說，服貿一定要在幾月幾日之前，完成審議，(服貿)公投有公投的好處跟壞處，通常公投比較會把問題，簡化成接受與否，可是前一陣子，社會大眾希望的，是希望服貿能得到逐條審查”

江揆特別變身江教授，只是他的回答，能讓青年學子接受多少，猶未可知。

In the aftermath of the student led Sunflower Movement, the KMT has been seeking ways to connect with local youth. Premier Jiang Yi-huah spoke at a youth policy forum this morning, and later this afternoon, President Ma addressed a KMT youth forum. 

Seeking more dialogue with young people, the KMT Youth Forum took place this afternoon, though the event attracted a large crowd of protesters shouting slogans outside.

However, inside, it was a different story as many of the youth assembled for the forum were largely supportive and mostly exchanged pleasantries with President Ma.

By contrast, a youth policy forum organized by the Ministry of Education and attended by Premier Jiang Yi-huah was more exciting as many students got right to the point and asked Jiang if he ordered the use of excessive force to clear protestors from the Executive Yuan.

Some police used shields, and others used batons, which led to some bloodshed. But I don’t agree with these accusations which can be reviewed, to say that evening, in order to clear the area, President Ma or Premier Jiang Yi-huah ordered the use of excessive force against the people. I can stand here and conscientiously say that this wasn’t the case.

Students then asked Jiang why the government was in such a rush to sign the cross-strait trade-in-services pact.

No one has mentioned that the trade-in-services pact must complete its review by a certain month and date. A trade-in-services pact referendum has advantages and disadvantages, though referendums usually create many problems. Simply voting yes or no may be such a problem as it wasn’t long ago that many in society supported a line by line review. 

Premier Jiang Yi-huah adopted a professorial air today when responding to questions from local youth, though it’s still unknown how many of his explanations that young people are still willing to accept.

Yunlin County’s Gukeng Township began cultivation of coffee and tung blossoms during the Japanese colonial era. Annually, from April to May, the entire 5-kilometer Hebaoshan hiking trail is covered with tung blossoms resembling snowfall. Blossoms can also be seen in Changhua’s Baguashan Futien Community, where early in the morning they resemble a layer of snow in this pastoral mountain location.

Taitung’s booming tourism industry is leading to a rapid increase in the number of hostels. To counter this competition, eight hostels banded together to create a sort of community that not only retains the features of a hostel but also can accept tour groups. Taroko Gorge may be known for its breathtaking beauty, but the website, DrivingExperiences.com also named it one of the 22 most dangerous roads in the world. However, on the website SBS Cycling Central, Australian cycling writer Steve Thomas ranked Taroko Gorge as one of the world’s best mountain cycling routes, praising it for breathtaking scenery.

潛水員拿著「龍王鯛」及「隆頭鸚哥魚」的大型魚看板，告訴民眾這兩種魚類在四月中成為國內首度列為保育類動物的海洋魚類，捕撈、買買，都將觸法。

A special underwater parade was held by the Taiwanese Coral Reef Society and Kenting National Park Headquarters. The groups hoped to attract attention to two fish species that are now listed as protected. 

Under the surface of the ocean, these scuba divers hold up cut-out images of the "onespot snapper" and the “bumphead parrotfish". They hope to teach people that catching, selling or touching these fish is prohibited.

詹皓晴和巴波斯第二盤一度取得五比二的領先，但詹詠然和鄭賽賽毫不放棄，連下兩局追到四比五，還好詹皓晴這組及時回穩，以六比四拿下第二盤，最終以直落二拿下冠軍。

It was a battle of siblings yesterday as tennis players Chan Hao-ching and Chang Yung-jan faced each other in the women’s doubles finals of the Malaysian Open. 

Taiwanese sisters Chan Hao-ching and Chan Yung-jan made the women’s doubles finals of the Malaysian Open yesterday. But only one could leave a winner.

It was the first time Hao-ching was paired with Hungarian partner Timea Babos. Through a combination of aggressive play and unforced errors they took the first set from Yung-jan and her Chinese partner Zheng Saisai by a score of 6-3.

In the second set Hao-ching and Babos went up 5-2, but Yung-jan and Zheng refused to surrender. After winning consecutive games they pulled to within 5-4. Hao-ching recovered to help her pairing take the set 6-4. She and Babos won in straight sets.

It’s so good to play her in the final, but I think it’s still better to play together than today, we didn’t play together, but we hope it’s going to be together in the future.

This was Hao-ching’s fourth career WTA doubles championship. She won the equivalent of NT$370,000 in prize money.

雙北買房大不易，根據內政部公佈的台北市房價所得比是15倍，連行政院長江宜樺都很有感，他說他的兩個孩子獨立成家後也買不起，江宜樺認為，合理的房價所得比應該降到10倍以下，政府除了增加只租不賣的合宜住宅，還可能透過提高非自用房屋稅，讓囤房族釋屋。

昨天的青年論壇上，討論到高房價，行政院長江宜樺說他自己的小孩也買不起，內政部長陳威仁也有同樣的擔憂。

透過財稅的手段，讓房價不要再飆漲，另外一方面，可能也是要從增加我們的經濟成長，來增加大家的所得。

根據內政部上週公布台北市房價所得比是15.01倍，江宜樺強調任內要逼囤房族釋出閒置房屋，將房價所得比降到10倍以下，其中一個打囤房的措施就是調高非自用住宅稅率。

你稅率調高只是打擊到一些口袋比較淺的投機客，但是對於豪宅市場的有錢人，或者以置產角度，中長期置產角度的人，他要嘛就把這個稅的成本轉嫁到房價上面，基本上對他們來講，是沒有受太大的影響。

在房價居高不下的雙北增加合宜住宅，修法提高房屋稅逼囤房族釋屋，就看院長的感同身受，能不能讓無殼族有感。

To stop speculators from hoarding property, the government is mooting a rise in taxes on homes that do not serve as the owners’ main residence. This latest proposal to make housing more affordable comes after Premier Jiang Yi-huah said his two children would be unable to independently purchase a home. 

Premier Jiang discussed the topic of high housing prices in a youth forum yesterday. Interior Minister Chen Wei-jen shared Jiang’s concerns and mentioned possible solutions.

We can use financial and tax mechanisms to prevent housing prices from soaring again. Another method is strengthening economic growth in order to raise people’s incomes.

Last week the Ministry of the Interior announced that the home price-to-income ratio in Taipei was over 15. Premier Jiang says in order to bring the ratio closer to 10, he wants owners with multiple homes to sell. Incentive could come from raising taxes on homes that owners do not live in.

Raising the tax will only affect speculators without a lot of cash on hand. But wealthy investors in the luxury housing market and those using real estate as a mid-to-long term investment will just incorporate the cost of this tax into the housing price. For these types of investors, there will be little impact.

The premier acknowledges that it is difficult for the average person to buy a home in Taipei or New Taipei City. Those hoping to buy hope his tax proposals can make the market more affordable.

Sunflower Movement members explained their side of recent student-led protests against the cross-Taiwan Strait services trade pact to prosecutors today. The group voluntarily sought out prosecutors rather than answer a police summons.

When the police carry out government-sanctioned violence, we lose all trust in the impartiality of their questioning and inquiries. We therefore chose to reject police interrogation and instead directly face prosecutors.

Seven prosecutors questioned the students, primarily on the March 18 storming of the Legislature. After, all the students were able to leave.

The position of our legal team is that they’re innocent. If the prosecution feels that by actively seeking to explain the case we have fulfilled the conditions of giving ourselves up to the authorities, this will benefit the defense. The legal team would not oppose this.

Koo plans to argue that the students were exercising their right to resistance and civil disobedience and therefore are innocent of any crimes.

無論馬總統有沒有作出正面回應，4月26日週六上午，反核團體發起的「終結核四路跑」還是會如期從府前凱道前起跑。

行政院長江宜樺，昨天喊冤「鳥籠公投是民進黨時代通過的」，引發藍綠互相指責，民進黨立委黃偉哲痛批，號稱「蔡公投」的前立委蔡同榮，可能會氣到從墳墓爬出來，因為當年朝小野大，民進黨是先求有再求好，國民黨立委吳育昇則批民進黨在踐踏公投法。

2003年11月27號，立法院三讀通過「公民投票法」，因高門檻而被封上「鳥籠公投」的罵名，如今藍綠各說各話。

公投法是你民進黨執政時代，陳水扁總統任內所通過的，所有裡面的基礎設計，也就是說，公投法就是公投的憲法。

如果聽到江揆這樣講的話，我們的蔡公投在墳墓裡面，一定會氣得跳起來。為了讓公投法能夠順利過關，被迫接受國民黨高門檻的鳥籠公投，所以那時候，基本上是先求有再求好的觀念。

當年表決，包括「行政院版」、前立委蔡同榮的「統獨公投」版本以及「國親版本」，執政的民進黨棄守蔡同榮版、行政院版則被封殺，在野黨最後以人數優勢，通過投票率須達半數、投票數必須過半的高門檻版本。

Premier Jiang Yi-huah’s assertion that opposition parties should accept the Referendum Act because it was passed while the DPP was in office drew strong criticism today. Legislator Huang Wei-cher said the DPP was forced to accept the high thresholds contained in the act because of the KMT’s majority in the Legislature. 

On Nov. 27, 2003, the Legislature passed its third reading of the Referendum Act. Its high threshold for voter turnout along with requiring majority passage and its definition of what constitutes a referendum led it to be derided as the “bird-cage Referendum Law.” The controversy continues to be a divisive issue between pan-blue and pan-green camps.

The Referendum Law was passed when the DPP controlled the administration and President Chen Shui-bian was in office. At that time all of the basic principles, such as the definition of a referendum under the constitution, were decided.

In order to pass the Referendum Act, the KMT forced us to accept these high thresholds, which led to this bird-cage referendum law. At the time, we basically had no choice but to first seek a referendum law then later seek changes.

When the Referendum Act was voted upon, there was a Cabinet version, former Legislator Chai Trong-rong’s version on “unification or independence,” and a KMT-PFP version. The ruling DPP ultimately abandoned Chai’s version and saw its version defeated. In the end, the pan blue camp used superior number to pass the KMT-PFP version, requiring two important thresholds: at least half of registered voters cast referendum ballots and more than half of those who vote say yes. 

為了解決核四爭議，民進黨主席蘇貞昌，下午親自拜會行政院長江宜樺，對於蘇貞昌提出行政院用行政命令停建核四，或是核四公投特別條例，江宜樺都沒有同意，不過願意將相關的意見，轉達給馬總統，而蘇貞昌也向馬總統喊話，如果有解決核四問題的誠意，他願意親自拜訪馬總統。

帶著五位核心幕僚，民進黨主席蘇貞昌，親自拜訪行政院長江宜樺，目的就是要解決核四爭議。

現在國人對於核四的存廢的這樣的一個問題，是如此高度的關切，那麼立法院裡面也做成了相關的決議，所以呢我們大概是不可能由行政部門這邊，片面的去宣佈核四停建。

行政命令停建核四行不通，蘇貞昌換個方法再出招。

提出核四公投特別條例，就是要他單純化，也讓他能夠就這件事情的處理，不涉及其他。

不過，蘇貞昌提的方案，都被江宜樺打回票。兩人也分別向馬總統跟林義雄喊話。但雙方始終沒有任何共識，核四爭議依然無解。

紙風車劇團花費五年時間，走遍全台319個鄉鎮表演，現在更展開新計畫，跟物流業者合作打造藝術卡車，作為移動式舞台，要開往全台7千多個村落免費演出，讓每個角落的民眾，都能親眼感受藝術的生命力。

震耳欲聾的鞭炮聲中，紙風車劇團新計畫正式展開，傳統文化表演及特技表演，讓全場驚呼連連。

表演者腳下所踩的移動式舞台，是由紙風車基金會跟物流業者合作，用6.5噸卡車改造成的舞台車，未來將要開往全台村落，免費進行藝術表演。

參與演出的團體，包括如果兒童劇團、朱宗慶打擊樂以及九天技藝團等，共11組藝術團隊。

The Paper Windmill Theater troupe spent five years touring and performing in all 319 townships in Taiwan. Now it is planning an even more ambitious tour to give free performances in 7,000 villages across the nation. 

The sound of firecrackers announced the Paper Windmill Theater troupe’s new program to bring traditional culture to local audiences. 

This performer was standing on a mobile stage. Paper Windmill cooperated with a local logistics company to transform this 6.5-ton truck. It will travel to all of Taiwan’s villages for free performances.

When we went into the country, in some remote locations we needed buses to bring children and other people to our performances. If we have this truck, we can travel directly to these villages.

Other groups participating in the program include Ifkids Theater Company, Ju Percussion Group and Chiou-Tian Folk Drums and Arts Troupe. A total of 11 performing arts groups will work hard to spread art and culture to every corner of Taiwan.

文化部預計從明年開始，對流行音樂人員實施「證照制」，會先從音響、燈光等技術人才開始實施，未來將擴及電影後製、表演藝術等等領域。

這樣的決定，不禁讓文藝界擔心，未來沒證是否無法工作？不過文化部強調，只是能力認證，沒證還是能夠工作。

The Ministry of Culture plans to introduce a professional certification system beginning next year. It will start by licensing technicians who handle sound effects and lighting. 

Future certification will be available for film post-production staff and performers. The proposal has sparked concerns in the creative industry that certification will be required to get work. The ministry tried to calm these fears by saying the system will be optional.
