政院送覆議

行政院長江宜樺，上午召集各部會首長，舉行臨時院會，通過會計法修正案覆議，立法院朝野各黨團，口徑一致表態支持，朝野協商的結果，周四下午開會處理覆議案。 

早上八點多，行政院長江宜樺，副院長毛治國等各部會首長，陸續進入行政院，處理會計法修正案覆議，二十分鐘就有結果。

“本次立法院修正通過會計法第99之1條文，有窒礙難行之處，為符平等及明確原則，呈請總統核可後，移請立法院覆議。

臨時院會順利通過覆議，行政院也決定成立跨部會小組，研究修法的內容與方向。

同樣是禍首的立法院，也動起來，召開朝野協商。

兩個小時的朝野協商後，立法院長王金平宣布決定處理覆議案的時程。

“星期四早上十點半，召開所謂臨時會的談話會，之後十二點鐘召開程序委員會，兩點召開院會，開始處理行政院的覆議案”

爭議不斷的會計法修正案，由於民意代表等人員不當使用公款的除罪化，以及修法時，法條漏字的疏誤等，即將在這次覆議案進行記名表決。

Cabinet endorses proposal to reconsider Accounting Act amendment (2013/06/10)

KMT caucus whip Lin Hung-chih says he expects all party caucuses to agree to reconsider and void part of a controversial amendment to the Accounting Act. Earlier on Monday the Cabinet officially requested the reconsideration. 

Early Monday morning Premier Jiang Yi-huah, Deputy Premier Mao Chi-kuo and other ministry and department chiefs arrived for an ad hoc Cabinet meeting. Within 20 minutes they achieved their purpose: endorsing a proposal for the Legislature to reconsider its amendment to the Accounting Act.

There are obstacles that make it difficult to implement the revisions approved by the Legislature to Article 99-1 of the Accounting Act. For fairness and clarity, after gaining the approval of the president, we have decided to send the amendment back to the Legislature for reconsideration.

The Cabinet also decided to set up a cross-departmental task force to research a future direction for amending the law.

Equally to blame for the amendment and its messy fallout is the Legislature. Ruling and opposition party lawmakers joined to negotiate a solution.

After seeing the opinion of various segments of society, it seems that each party caucus will agree to the Cabinet’s request for reconsideration. Amendment of Article 99-1 of the Accounting Act will begin again.

The lawmakers met for two hours before Legislative Speaker Wang Jin-pyng announced a timetable for handling the reconsideration.

On Thursday morning at 10:30 we will hold consultations. Then at noon we will hold a Procedure Committee meeting, and at 2 o’clock we will assemble to handle the Cabinet’s proposal for reconsideration.

Controversy over the amendment centered on two issues: it decriminalized abuse of public funds by elected officials, and it was supposed to protect professors from irregularities in use of research grants, but somehow did not include the word “professor.”
