美國眾議院外交委員會主席，羅伊斯，上午率團拜訪馬總統，馬總統當面表達台灣潛艦老舊，的確有更新的必要，讓民進黨立委聽了，非常不以為然，痛批在2001年，美國要承諾要賣8艘潛艦給台灣，卻被國親立委聯手擋下，現在馬總統
又要買，希望真的說到做到。

美國外交委員會主席羅伊斯，率團來台灣訪問，馬總統特地排開行程接見，除了增進台美關係，也要告訴他們，台灣的國防需求。

“我們的羅伊斯眾議員，昨天還特別到南部去，參訪我們的海獅潛艦，這個茄比級的潛艦，已經非常的老舊，那是我在四十多年前，在海軍服役的時候引進的，可以想像目前對我們來說，確實是有更新的必要”

馬總統在2009年，就曾經視察海豹潛艦，當時海豹已經高齡63年，現今海軍的四艘潛艦，海獅跟海豹潛艦，都已經服役67年，是超級老古董，年輕一點的海龍、海虎潛艦，也服役26年，同樣早就過了該退役的年限。

不過2001年，當時美國總統小布希，批准要賣八艘潛艦給台灣，卻被當時的國親立委，聯手擋下。

“真正的關鍵也不是說，當時的在野黨反對，而是最重要當時一艘潛艦，要賣我們11億2500萬美金，當時的核子潛艦一艘，不過才20億美金，美國終於知道沒有辦法，從歐洲拿到潛艦給我們，所以乾脆把價錢拉高，讓我們沒有辦法買”

尤其是潛艦的事項，在陳前總統時代，一直都杯葛所有的預算，這就是國防外交絕對不能夠，以黨派之私來思考，我們希望他(馬總統)，學到這個教訓” 

當年國親聯手，擋下潛艦軍購，錯過最好的時機，現在又想回頭買，只怕難度更高。

President Ma Ying-jeou says that Taiwan urgently needs to update its aging fleet of submarines. The opposition DPP agrees but wonders why the head of the KMT made the comment now, after years of watching pan blue lawmakers block a submarine deal with the United States. 

When President Ma met this morning with the head of America’s House Committee on Foreign Affairs, he mentioned a special defense need.

Congressman Ed Royce made a special trip to the south yesterday to observe our Hai Shih submarine. These Guppy Class submarines are extremely old. We acquired them more than 40 years ago when I was serving my mandatory military service in the Navy. It’s easy to see that we are in need of an update.

In 2009 President Ma inspected Taiwan’s Hai Bao submarine, which was 63 years old at the time. Together with the Hai Shih it is one of two ancient Tench-Class subs in the Navy’s fleet. Taiwan has two more subs, the Hai Lung and Hai Hu, which have been in service 26 years. Though younger, they too should have been retired long ago.

Taiwan had an opportunity to replace its aging fleet in 2001 when US President George W. Bush agreed to sell eight submarines to Taiwan. But KMT and PFP lawmakers wouldn’t approve the funds.

At the time the main factor wasn’t a rejection of the deal by opposition lawmakers. It was that they were selling each submarine for US$1.125 billion. Nuclear submarines were only US$2 billion back then. The US knew we couldn’t buy submarines from Europe, so it raised the price. We couldn’t accept the conditions.

During the Chen Shui-bian era they kept boycotting the budget for the submarines. National defense and diplomacy should not be based on selfish party interests. We hope that (President Ma) has learned this.

Whether Taiwan has another opportunity to buy the submarines it needs depends on the political environment in Washington and Taipei.
