President delivers pension reform plan (2013/01/30)
President Ma Ying-jeou personally delivered his long-awaited pension reform plan today. When making the case for reform, Ma said the changes were needed to ensure that the pension system survives long enough for future generations to enjoy.
President Ma held a news conference today to announce pension reform. He made a personal pledge.
President Ma Ying-jeou
I’m willing to give up the 18 percent preferential interest rate that I originally had qualified for at retirement.
The president made it clear that pension reform was needed to keep the ailing system afloat.
President Ma Ying-jeou
Perhaps the pension received by people in the future will be less, but everyone can rest assured for the next 30 years. The changes mean that our children and grandchildren will be able to receive a pension.
The reform will affect civil servants most heavily. An 18 percent preferential interest rate they had qualified for will gradually be reduced and capped at 9 percent. Their age and years of service must add up to 90 to collect a pension, instead of the current 85. And the income replacement rate will fall to between 75 and 80 percent. The changes are expected to be fully in place by 2026.
The labor insurance premiums that affect non-public sector workers will gradually rise to 19.5 percent. The pension amount paid out will be based on average insurable income over the highest 180 months, rather than 60.
Changes are also in store for military service members. They will need to serve longer to receive a lifetime pension, and the pension amount will be based on their average salary over the last three years of service.Teachers will see their pension adjusted along similar lines as regular civil servants.
The proposals are expected to be sent to the Legislature for approval in April.
