防汛傳簡訊
年度防汛、颱風季節即將到來，行政院會今天通過，要推出手機軟體APP或是手機簡訊服務，通知民眾淹水警訊，不過，像是屏東茄冬、林邊等逢雨必淹的地區，多數老人家不只沒有手機，有些人更不識字，行政院與時俱進的新措施，對他們來說，根本沒有幫助。
低頭族玩手機，會發現行政院機關，也很跟得上時代，水利署最新推出的APP軟體"行動水情"，告訴民眾，哪裡淹水、哪裡下大雨，提醒民眾嚴加注意。
沒有智慧型手機，也能透過手機簡訊，接收防災訊息。

氣象局、公路總局、水保局，也都推出APP服務，只是這樣的新措施，立刻被立委打槍。

邱志偉立委看法或許是對的，但政府也有透過像是電視、廣播等不同的媒介，來傳達天災消息。
Cell phones become a tool for disaster warnings (2013/05/02)
Typhoon season is fast approaching, which means people need to be ready for floods and landslides. Several government agencies offer apps and text message services warning of potential disaster areas.
A new cell phone service shows that Cabinet agencies are taking advantage of the latest technologies. The Water Resources Agency has released an app that alerts users of flood locations and heavy rain. People can use this program to avoid danger.
For those who don’t have a smartphone the agency can send text messages that also include disaster information.

We send reports using our app. We also send three (text messages), delivering one every three minutes. These can be received by smartphones and regular cell phones.
The Central Weather Bureau and Directorate General of Highways offer similar services. One DPP legislator found reason to criticize them.

This is an example of Taipei considering itself the center of the universe. People won’t be able to use this program to receive up-to-date information. The benefactors are telecommunication companies.
Perhaps the criticism is just. But the government agencies also use TV, radio and other media to issue warnings when disasters are on their way.
