三通脫團跑
國內航管出現漏洞，金門昨天上午發生第一起中國客脫團，成功搭機闖關飛往台灣的案例，這名78歲的山東老翁，脫隊搭乘華信班機抵達松山機場，在出關時才被航警攔下。這也是金門開放小三通一日遊兩年多來，首次發生這麼離譜的狀況。
穿著黑色上衣的吉姓男子，拿著簡單行李，在航警局員警的陪同下，走出金門機場，大批媒體一擁而上。
這名老翁在30日上午從廈門搭乘小三通客輪抵達金門，接近中午卻悄悄脫團，搭乘下午一點多的飛機抵達台北，遭航警攔獲。
面對記者詢問，老翁沉默不語，坐上移民署的車，循小三通模式遣返出境。由於老翁身上帶了字畫，航警推測，老翁可能想賣字畫。
只是，這名老翁，明明入出境許可證上有註記「限停留金門地區」，但為何航空公司櫃台沒注意，負責第二線把關的航警也沒發現，相關責任歸屬，還有待釐清。
78-year-old evades security, flies to Taipei (2013/05/01)
Officials are investigating how a 78-year-old Chinese man from Shandong was able to board a plane to Taipei, despite having a visa that only permitted him to stay in Kinmen. Since being stopped at Songshan Airport the man has been repatriated.
The Chinese man wearing black is named Ji Yu. He carries little baggage as he walks out of Kinmen Airport, accompanied by Aviation Police. Reporters quickly gather around him.
On Tuesday morning Ji took a boat from China’s Xiamen to Taiwan’s Kinmen, taking advantage of the three mini-links. Around noon he left the tour group he had arrived with then took a plane just past 1 in the afternoon, heading for Taipei. It was there that he was finally stopped by Aviation Police.
After his capture Ji didn’t answer reporters’ questions. He got into a National Immigration Agency vehicle to return to China the way he came. Ji had calligraphy with him, which officers suspect he had planned to sell.
The man’s entry permit said that he was only allowed to stay in the Kinmen area. An investigation is now underway to determine why the airline in Kinmen that sold him the ticket and security there allowed him to board a plane to Taipei.
